About this file

This document outlines defined and derived requirements for the Rocket Systems Launch Program's (RSLP) logistics support acquisition strategy, establishing a responsive and flexible contract vehicle for logistics needs exceeding the General Purpose Card (GPC) threshold.

The contract must support four core categories of effort: (1) Procurement, including custom fabrication of unique items (specialized metal brackets, portable hydraulic pumps) and vehicle/major equipment replacement (3-axle trailers, mobile lightning protection trailers, heavy-duty tractors for 130,000+ pound loads) per Government-provided Technical Requirements Documents, plus consumables and lifting equipment (hydraulic fluid, motor oil, batteries); (2) Services, encompassing heavy equipment rental and lift operations with certified operators and engineered lift plans supporting single-crane picks up to 180,000 lbs and dual-crane lifts as directed, transportation compliance with Department of Transportation inspections and hazardous materials certifications for explosive handling (Hazard Class/Division 1.1 and 1.3), calibration and proof-loading services for rigging equipment traceable to NIST standards, and asset recovery/mishap remediation; (3) Refurbishment, including lifecycle extension and modifications to legacy systems such as Type II Transporters and stage containers with COTS upgrades addressing 1980s-era hydraulic suspension and steering systems, and end-to-end transportation between storage hubs at Hill AFB (Utah), Camp Navajo (Arizona), and Vandenberg Space Force Base (California); and (4) Transportation, providing comprehensive services for general and specialized freight, oversized/overweight loads up to 130,000 lbs with dimensions up to 412" L x 119" W x 116" H, and regulatory compliance for explosive components. The Contractor must manage, control, maintain, and safeguard all Government-Furnished Property per FAR Part 45, including Type II transporters, Kenworth tractors, and strongback trailers listed in the equipment inventory, and provide detailed program management deliverables including an Integrated Master Schedule, inventory/maintenance forecasting reports, and expenditure reports.

Defined & Derived Requirements for RSLP’s Logistics Support Acquisition Strategy:

• Enable Responsive and Flexible Logistics:

o The primary goal is to establish a contract vehicle that can responsively and flexibly support RSLP logistics requirements, particularly those exceeding the GPC threshold.

o Must be able to support both scheduled/planned events and unscheduled/emergency requirements.

o Must streamline the process for acquiring services and supplies to prevent mission and schedule delays.

• Open to U.S. Government Customers: The contract vehicle should be structured to allow various government partners with proper funding and authorities to utilize its services in support of RSLP missions.

• Supports a Full Spectrum of Logistics Functions: The contract must support four core categories of effort, with specific requirements defined in individual task orders.

• Procurement:

o Custom Fabrication and Unique Items:

The Contractor shall acquire unique, one-off items and specialized equipment.

When required, the Contractor shall manage and execute custom fabrication directly from Government-provided engineering drawings and specifications.

• Fabricated items and unique equipment may include, but are not limited to, specialized metal brackets and portable hydraulic pumps.

• The Contractor shall ensure all fabricated items meet Government Quality Assurance (QA) standards as defined in individual Task Orders.

Figure 2Metal Brackets o Vehicle and Major Equipment Replacement:

The Contractor shall purchase replacement vehicles and heavy mission equipment. Due to the high dependency on specific mission manifests and evolving operational requirements, these procurements will be strictly guided by Government-provided Technical Requirements Documents (TRDs).

• Procured vehicles and equipment may include, but are not limited to, 3-axle trailers, mobile lightning protection trailers, and heavy-duty tractors capable of supporting 130,000+ pound loads.

• The Contractor shall ensure all vehicle and equipment procurements comply with applicable Department of Transportation (DOT) and safety regulations prior to Government acceptance.

Figure 3 3 Axle trailer o Consumables, Supplies, and Lifting Equipment:

The Contractor shall procure daily operational consumables, general mission supplies, and specialized lifting equipment.

• Consumable items may include, but are not limited to, hydraulic fluid, motor oil, and vehicle batteries.

• Services o Heavy Equipment Rental and Lift Operations:

The Contractor shall provide specialized equipment rentals, including high-capacity cranes, complete with certified operators and engineered lift plans.

• Lift Capabilities:

The Contractor must be capable of supporting heavy lift operations, including single-crane picks of up to 180,000 lbs. When feasible and directed by the Government, the Contractor shall plan and execute dual-crane lifts to support these weight thresholds safely.

Program requirements are derived from and support these sources below:

• RSLP Mission Need: "Logistics is unable to support quick and responsive acquisitions actions above the GPC threshold. This acquisition actions can include transportation services, emergency maintenance, one of kind equipment procurement and crane services...This gap of support will and has put many missions in harm of delays or cancelation." Examples include but not limited to, tire repairs, battery jumps, diesel generator repair, hydraulic repair and tractor repairs.

• Draft RSLP Logistics PWS: Defines the scope and specific requirements for procurement, services, refurbishment, and transportation necessary to support RSLP missions.

• Space Capstone Publication (Aug 2020): "During conflict, space launch must be dynamic and responsive, providing the ability to augment or reconstitute capability gaps from multiple locations." This principle extends to the ground logistics that make launch possible.
