PERFORMANCE WORK STATEMENT (PWS)

FOR

Kitchen Attendant Services Dated: 22 June 2022

1. General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 2 as Government Furnished, to perform Kitchen Attendant Services, as defined in this PWS.

1.1.1 Objectives: The objectives are to maintain cleanliness and provide quality kitchen support during all phases of the RSD weekend.

1.2 Background: The 193d SOW, Special Operations Force Support Squadron is tasked with providing food service to all base personnel in two locations. In light of this requirement and Air Force training requirements, the 193 SOW does not have the resources to handle Kitchen Personnel duties as they pertain to the Dining Facilities and complete training required to meet the needs of the state of Pennsylvania and the Air Force.

1.3 Period of Performance (PoP): The Period of Performance shall be 1 Base Year of 12 months and 4 12-month option years.

1.4 Additional Information:

1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 0800-1500 on the provided drill dates, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at 81 Constellation Court, Middletown, PA and Bldg 1-515, York Road, Annville, PA. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.

1.4.1.1 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

1.4.1.2 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation.

Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance.

The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

1.4.2 Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall not perform services on these days:

1.4.3 Quality Control (QC): The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary

(PRS).

1.4.4 Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s).

1.4.5 Access and General Protection/Security Policy and Procedures.

1.4.5.1 For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Air Force Instruction (AFI) 10-245, AFI 31-101 and Air Force Manual (AFMAN) 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative)

1.4.5.2 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations.

Therefore, the contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.

1.4.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.

1.4.7 Special Qualifications: Throughout the period of performance, contractor employees shall maintain unexpired certifications, including but not limited to ServSafe Food Handler Certification, and all required licenses for operating in a commercial kitchen. This does not include education or other qualifications for the position in which the contractor employee is performing, dress codes, or other information. (NOTE: The Government does not provide training to contractors. Contractors must ensure that any personnel performing under a contract are fully trained, licensed, certified, and otherwise qualified to provide services.)

1.4.8 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post-award conference convened by the Contracting Officer (KO) in accordance with FAR 42.5.

The KO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the Government will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.

1.4.9 Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate CM who shall act for the contractor when the CM is absent, shall be designated in writing to the KO. The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The CM shall work through the KO, to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.

1.4.10 Identification of Contractor Employees: Contractor personnel shall wear identification badges distinguishing themselves as such. The badges shall have the company name, employee name and the word “contractor” displayed.

1.4.11. Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract;

procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government’s zero tolerance policy, the actions that will be taken against employees for violations of this policy. The contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at FAR 22.17.

1.4.12 Organizational Conflicts of Interest (OCI): The contractor and subcontractor personnel performing services under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCIs, as defined in FAR Subpart 9.5. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2. Government Furnished Property, Material, Equipment and Utilities:

2.1 Materials and Equipment: The Government will provide all cleaning detergents, cleaning solutions, mops, brooms, squeegees, dust pans, sponges, rags, and scrubbies required to complete this contract solely for the purpose of performance under this contract.

2.2 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount.

3. Requirements.

3.1 Facility Cleanliness: The contractor shall maintain cleanliness of the kitchen, scullery, dining room, serving area, walk-in cooler/freezer, and hand wash area.

3.1.1 The contractor shall clean up any spills at any location within the kitchen, dining room, scullery, hand wash area and serving area within 5 minutes of the time of notification or witnessing the spill.

3.1.2 The contractor shall ensure all drain traps and troughs are free of all food particles at the end of each duty day, or upon request, whichever is more frequent.

3.1.3 Floor Care: The contractor shall sweep all areas no less than daily and wet mop all areas no less than once every other day. Additional mopping may be required in response to spills, or if directed to mop by the COR. All loose debris on the floor are to be removed from the area and placed into the trash.

3.1.4 Waste Management: The contractor shall remove all trash from the facility and replace trash bags in empty trash receptacles in all locations of the facility (including, but not limited to:

kitchen, dining room, scullery, hand wash area, and dining area). The contractor shall breakdown all cardboard boxes and place trash/cardboard in appropriate dumpsters. The contractor shall remove trash and cardboard on a frequency that disallows waste to pile up in or outside the facility.

3.2 Supplies: The contractor shall wash, rinse, sanitize and air dry items including, but not limited to cookware, serveware, tableware, and utensils, after each use. The contractor shall ensure all items are visibly clean, free of food particles, water spots, films, and grease. The contractor shall ensure items including, but not limited to: pots, pans, kitchen utensils, dinner ware, plates, cups and mugs; are readily available for use at all times.

3.2.1 Cookware:

All cookware shall be clean and available for immediate use in the preparation of food by kitchen staff.

3.2.2 Serveware: The contractor shall manually wash items using three compartment sink, applying chemical cleaner and sanitizers, and use the dish washing machine. Equipment shall be used properly in accordance with the manufacturer instructions.

3.2.3 Tableware and Utensils: The contractor shall manually wash items using three compartment sink, applying chemical cleaner and sanitizers, and use the dish washing machine.

3.3 Supplies Replenishment:

3.3.1 Tableware: The contractor shall replenish tableware, including but not limited to: utensils, dishes, glasses, bowls, and trays; and ensure immediate availability at any given time. All items are to be maintained at locations to be determined by the COR.

3.3.2 Condiments: The contractor shall replenish condiments, including but not limited to:

napkins, salt, pepper, ketchup, mustard, and mayonnaise; and ensure immediate availability at any given time. All items are to be maintained at locations to be determined by the COR.

3.3.3 Cleaning Supplies: In the event there is less than 25% of a Government provided cleaning solution remaining, the contractor shall notify the COR of the need for replenishment. This includes, but is not limited to any cleaning detergents, cleaning solutions, mops, brooms, squeegees, dust pans, sponges, rags, and scrubbies provided by the Government to complete this contract.

3.4 Equipment:

3.4.1 Coolers/Freezers/Refridgerators: The contractor shall sweep, mop, and wipe down racks in walk-in coolers/freezer; and clean all reach-in refridgerators once per service period at the end of the last duty day of the scheduled drill dates of service.

3.4.2 Hood Cleanliness: The contractor shall:

3.4.2.1 At the end of the last duty day of the scheduled drill dates of service:

3.4.2.1.1 Hoods: Thoroughly clean hoods with a grease cutting solution; and

3.4.2.1.2 Grease Traps: Empty and thoroughly clean all interior hood grease traps

3.4.2.2 On a quarterly basis: Remove hood screens and conduct a thorough cleaning of the hood screens, and the hood itself prior to returning the screens to their original mounted location.

3.4.3 Clipper Machine: The contractor shall:

3.4.3.1 Empty, clean, and leave the clipper machine to air dry in accordance with the manufacturer’s instructions at the end of each duty day of the scheduled drill dates of service.

3.4.3.2 Delime the clipper machine according to manufacturer instructions on no less than a biannual frequency, unless directed by original manufacturers instructions.

3.5 Dining Room Tasks: The contractor shall:

3.5.2 Tables: Wipe off all dining tables with sanitizing solution daily.

3.5.3 Chairs: Wipe off all dining chairs seats with sanitizing solutions monthly.

3.5.3.1 Middletown: Put chairs up onto the tables prior to sweeping and wet mopping dining area.

3.5.3.2 Ft. Indiantown Gap: Stack chairs in the dining room prior to sweeping and wet mopping dining area.

3.6 Miscellaneous Tasks: The contractor shall:

3.6.1 Clean trash receptacles with cleaning solution removing all stains and stuck on refuse, rinse cleaning solution, and allow to air-dry, no less than bi-annually.

3.6.2 Remove any cobwebs that are found once per weekend.

3.6.3 Remove all items from cleaning closet, sweep, mop, dust and clean the drain area no less than bi-annually.

3.7 Sanitation Requirements: All contractor employees shall adhere to the following personal hygiene requirements:

3.7.1 Contractor employees shall wash their hands upon reporting to work, immediately after using the lavatory, smoking, eating, and handling garbage, trash and recycling.

3.7.2 Contractors shall remove any jewelry from their wrists or fingers, with the exception of wedding bands and medical alert bracelets.

3.7.3 Contractor employees shall keep their fingernails clean, without polish, and cut in a manner in which they do not extend past the tip of the finger.

3.7.4 Contractor employees shall only use tobacco in any form on breaks and in designated areas.

3.7.5 If a contractor employee has a beard, a beard cover must be worn and provided by the contractor.

3.7.6 Contractor employees shall wear hair restraints (hats, caps, hair nets), acceptable to Public Health to prevent loose hair from falling into food or onto food contact surfaces. Hair restraints shall be provided by the contractor.

3.7.7 The contractor shall inspect all contractor employees for any evidence of communicable disease. Personnel with any health problems shall not be permitted to work in any capacity where there is a likelihood of food or food contact surface contamination with pathogenic organisms, or transmitting disease agents to others. Personnel relieved of duty due to illness must have a medical clearance before returning to work.

3.7.8 Contractors shall only eat in designated break areas or the dining room. Location will be determined by the COR on the first day of the contract execution.

3.7.9. Contractors shall complete ServSafe Food Handler course and submit certificates to COR and Contracting Officer prior to the first day of work.
