About this file

This is a Single Source Justification form from the U.S. Fish and Wildlife Service (FWS) for the purchase of a MiSeq i100 plus system to upgrade and replace the current MiSeq2 in the Conservation Genetics Laboratory (CGL). The system is needed to generate genetic data using validated protocols as a surveillance lab in the Molecular Laboratories Network (MLN) of the Early Detection Rapid Response (EDRR) national invasive species effort.

Illumina, Inc. is identified as the sole manufacturer and exclusive vendor of the required equipment. Initial market research through GSA determined the equipment could not be purchased through GSA channels. The justification cites that Illumina currently restricts this equipment from being provided to third-party vendors. The upgrade is expected to allow for more flexibility, greater range of outputs, and decrease sequencing costs by up to 40% with improved error rates. Illumina is noted as a well-established company that has provided instrumentation, software, services, and consumables to the CGL for many years, with authority for sole source procurement cited under 6.302-1.
