Furuno DS-60 Doppler Speed Log Systems Requirement

Justification and Approval for Other than Full and Open Competition for Furuno DS-60 DSL Systems SOURCE SELECTION INFORMATION – SEE FAR 2.101 and 3.104

(8) Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.

The Contracting Officer will consider any competition received, prior acquisition history, the Independent Government Cost Estimate (IGCE), commercial price lists and current market conditions to ensure the proposed pricing for the resultant IDIQ and task orders will be fair and reasonable.

(9) Description of Market Research.

The technical representative conducted market research from November 2021 to December 2021 utilizing online search engines to identify potential resellers and authorized dealers of the Furuno DS-60 DSL system. The contracting office conducted a search of online catalogs and online resources (including GSA schedules and Furuno’s official website) and did not identify any authorized resellers, dealers or vendors capable of providing the DS-60 DSL system. Following the posting of the synopsis, the contracting office contacted Furuno directly to inquire on the availability of authorized resellers, dealers or vendors.

(10) Any Other Facts Supporting the Use of Other Than Full and Open Competition.

Not Applicable.

(11) A Listing of the Sources, if Any, that Expressed, in Writing, an Interest in the

Acquisition.

Furuno USA, Inc., 4400 NW Pacific Rim Blvd, Camas, WA 98607-9408 provided an updated price list that included a discount for bulk purchases and provided a letter stating that they maintain a base of authorized dealers and distributors, some of whom offer the DS60 DSL for sale and provide service..

(12) A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.

The USCG standardization of the Furuno DS-60 DSL system was a result of IDIQ Contract HSCG44-17-D-170052 which was awarded on a competitive basis. The Furuno DS-60 DSL system standardization on USCG cutters expires in May 2033 to coincide with the anticipated life-cycle of the DS-60 DSL system. As the DS-60 DSL system approaches end-of-life, recapitalization of the system will be done on a competitive basis.
