Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 502 Contracting Squadron / JBKAE Purchase Request/ Identification Number:
F2MTR23045AW01
Project/Program Name: DEXA Machines Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The Special Warfare Human Performance Squadron (SWHPS) has one (1) Hologic Horizon Model W Dual Energy Xray Analysis (DEXA) Bone Densiometer that is being upgraded to Hologic APEX Software v.5.6.1.1 and Windows10 to enable comma separated values (CSV) batch data export to be analyzed. This machine allows for approximately six (6) candidates can be processed per hour, per machine. SWHPS does not have sufficient scheduling time to screen all candidates in a timely manner. Two (2) more Hologic Horizon Model W systems utilizing APEX Software v.5.6.1.1 are required to provide necessary bone-mineral density (BMD) screening for 180-230 Special Warfare candidates per course, or 1200 SW candidates per year.
Section C: Justification for Soliciting from a Single Source
IAW FAR 6.302, no other source able to meet the government need. SWHPS has 5 years of data obtained with the existing Hologic system. The “Whole Body” BMD value, and others, are being utilized as potential injury-risk indicators in this population due to the proven relationship in similar groups. Historical comparisons of data with any screenings obtained with a different manufacturer's technology would render existing information useless, as these machines have been demonstrated to be statistically different in prior research. New manufacturer's output would extend the timeline of utility in this risk-mitigation effort, resulting in a time and financial loss of SW candidate injury-risk profiling capability and create additional loss where the updated APEX software (v.5.6.1.1) was recently purchased.
Section D: Efforts to Obtain Competition
All mandatory BPAs and GSA Advantage were checked for two (2) Hologic Horizon Model W machines, with no suitable results. While conducting general market research, it was found that this product is limited in availability with acceptable software/firmware package. In effort to find a market, Hologic Inc. was contracted directly. A telephone conversation with the Hologic sales representative revealed two (2) available machines with acceptable software available and they will not require additional upgrade. Equipment, service, and installation package is available directly from Hologic Sales and Service, LLC. and no other vendors were found to have this item with acceptable software and firmware packages specific to SWHPS operations. Mandatory sources were reviewed without any results. A Small Business Dynamics Search using NAICS 423450 garnered no results. A sources sought was posted on SAM.gov for one week, with no vendors capable of meeting this requirement.
Section E: Steps to Preclude Future Single Source Awards
No actions were taken. No other products exist that are compatible with the Hologic APEX Software and current SWHPS Operations.
Further research will be conducted on future purchases for this requirement, but at the current time, the only viable option is to award to Hologic Sales and Service, LLC.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
