About this file

This document is an attachment to a federal solicitation for Plastic Film Sheeting with detailed technical specifications. The solicitation (SPMYM325Q5059) seeks 200 units of translucent, frosted white plastic sheeting sized 40' x 100', with specific material requirements including a three-ply construction of vinyl and polyester/nylon fabric, fire retardancy per NFPA 701 standards, and precise technical parameters such as thickness (10-14 mil), weight (7.0 oz/sq.yd), and performance characteristics like tensile strength and puncture resistance.

The procurement is a 100% small business set-aside managed by the Defense Logistics Agency Land and Maritime, with a Lowest Price Technically Acceptable (LPTA) evaluation criteria. Vendors must submit a 4' x 4' sample to Portsmouth Naval Shipyard for technical evaluation, package the material according to specific folding and rolling instructions, and include fire retardant "FR" markings. The solicitation is open until 7/30/2025 and requires vendors to be registered in the System for Award Management (SAM), with quotes to be submitted via email to the contract's point of contact.

C DESCRIPTION/SPECIFICATIONS

C.1 Plastic Sheeting, size 40’ x 100’ C.2 Vendors will need to submit a 4' X 4' sample size with bid for review. Sample does not have to have "FR" markings applied prior to review.

Sample evaluation should be sent to:

Portsmouth Naval Shipyard Bldg 7, Lee Lemieux, Code 975 Kittery, ME 03904

C.3 Reinforced three ply construction consisting of one sheet of vinyl on top, a polyester or nylon base fabric in the center and a sheet of vinyl on the bottom. The vinyl sheets are to be laminated to the polyester/nylon fabric. The polyester/nylon base fabric shall have an 8 x 5 count construction or comparable for material reinforcement. Fabric must be supple, easy to cut.

C.4 Color should be Translucent white. Ensure material exhibits a light transmittance level in which the human form cannot be seen through the plastic ensuring the material will be suitable to use for fabrication of personnel changing rooms, therefore objects behind the vinyl sheeting must be obscured and not clearly visible while also allowing light to penetrate.

C.5 Fire Retardency Manufactured to meet requirements of NFPA 701 Test Method 1 (large scale test) and material shall be marked "FR" Font: Any standard font is acceptable. Font Size: 1"-3" tall letters, and also 1"-3" wide letters.

Color: any color other than white, yellow or magenta. Black would be the preferred color. Placement: Every 2-6 square feet throughout the entire length (40' X100'). Placement of the markings only needs to be applied to one side of the sheeting before packaging.

C.6 Material must be capable of bonding when using an adhesive equivalent to 847 S/G from 3M (used for bonding vinyl plastics, nitrile rubbers, leather and metal to themselves and other materials) C.7 Vinyl shall meet following requirements:

a. Average Total thickness 10-14 mil (0.010" - 0.014"). (Test Method ASTM D-1777 L/R)

b. Nominal weight 7.0 oz/sq.yd (Test Method ASTM D-3776 L/R)

c. Yarns per inch average Warp of 9, Fill of 5 (Test Method ASTM D-3775 L/R)

d. Minimum Tensile strength (average), 1" strip 60 psi longitudinal and 45 psi transverse (Test method ASTM D751 L/R, Procedure B)

e. Minimum Tear Strength Force (average) - 30 lb/f longitudinal and 30 lb/f transverse (Test method ASTM D1004 L/R)

f. Minimum Hydrostatic Resistance 200 psi average (Test method ASTM D751 L/R, Procedure B)

g. Minimum Puncture Resistance (average) 130 psi (Test method ASTM D751 L/R)

h. Low Temperature Bend Test - pass at -30°F (Test method ASTM D2136 L/R)
