The questionnaire is designed to assess industry capability, competition, small-business participation, geographic coverage, bonding capacity, and relevant construction experience. This is a Request for Information only and does not constitute a solicitation, request for proposal, or commitment by the Government to award a contract or reimburse costs associated with responding. Respondents are required to submit the completed questionnaire with a capability statement (not to exceed three pages) and supporting documentation for three relevant projects completed within the past three years, along with evidence of SAM.gov registration and any applicable small-business socioeconomic certifications.

The work involves managing architectural design and engineering of alterations to existing structures, installation of high-tech security systems, ballistic glazing, and other sophisticated security measures in fully occupied, potentially protected facilities. Respondents must demonstrate experience with scoping, design and engineering management, pre-construction services, construction management in occupied facilities, and work in secure or controlled-access environments. The questionnaire does not establish pricing terms, specific set-asides, or contract award dates; rather, it serves as a preliminary market research tool to identify qualified construction management firms for future USSS requirements.
