About this file

This is a Sources Sought notice issued by the Air Force for an Automated Chemistry/Immunochemistry Analyzer. The document requests information from potential vendors to assess market capability and determine the appropriate acquisition strategy. Respondents must provide company information including name, physical mailing address, point of contact details, ownership status (domestic or foreign), socio-economic classification, DUNS/CAGE code, and website URL. Vendors must identify whether they are the manufacturer or provide the manufacturer's name and size, disclose willingness to allow government release of proprietary data, and provide information on standard warranties and recent commercial sales history to demonstrate product commerciality.

The Air Force has not yet decided on the final acquisition strategy but is considering setting the contract aside for small businesses if sufficient demonstrated interest and capability exists. Small business prime contractors must be capable of performing at least 50% of the entire scope of work to meet set-aside requirements under FAR clause 52.219-14. Small business respondents must provide specific details on compliance with subcontracting limitations, including teaming arrangements, anticipated subcontracting percentages, and previous teaming experience. All potential respondents should identify areas suitable for small business subcontracting. Capability questions address facility capabilities and staff composition, past experience on similar projects with contract references, any requirement impediments to viability, established market pricing, and whether offerings to government and commercial customers are under similar terms and conditions.

however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of providing at least 50% of the entire scope of providing the required supplies/services, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
