4.3 HAZARDOUS WASTE SAMPLE COLLECTION
4.3.1 Samples will be collected by the contractor or base personnel, as directed by the Base Environmental Office. The cost for contractor sampling is identified as line Item #0001 in the Schedule of Items. The cost of base personnel sampling is identified as Item #0002 in the Schedule of Items. A list of samples to be analyzed will be provided to the contractor by the Base Environmental Office for each sampling event. The list will include the Base’s sample number, description and type of sample.
4.3.2 Quality Assurance/Quality Control (QA/QC) Plan: The contractor shall submit a written QA/QC plan for hazardous waste sampling and analysis when requested by the Environmental Engineer. The plan shall incorporate all the QA/QC provisions that conform to the U.S. EPA Protocols. In general, the QA/QC Plan will explain how the laboratory maintains quality control for hazardous waste analysis. The QA/QC Plan shall be paid for on a lump sum basis. The QA/QC plan fee shall include all costs associated with its preparation and reproduction
4.3.3 Base Personnel Sampling: If it is determined that base personnel will conduct the sampling, the contractor shall deliver the required containers for the requested tests within five business days of being notified. The contractor shall also add preservatives, as necessary, to the containers prior to delivery to the base. The contractor will have the samples picked up after the sampling has been accomplished by base personnel and returned to the laboratory. This will be accomplished within 3 business days after the lab is notified that the samples are ready for pickup. The contractor is responsible for the cost of shipping the containers to and from the base. Hazardous waste sampling accomplished by base personnel shall be paid for on a per job basis. Each job will include delivery of the necessary sample containers with required preservation to the Environmental Engineering Office, Bldg 510. The job also includes the pick up of the samples, after the contractor is notified that the sampling has been accomplished, and the delivery of the samples to the lab.
4.3.3.1 Base personnel may choose to use sample containers that are not provided by the contractor and deliver the samples to the lab. There will be no cost for sampling if this option is used.
4.3.4 Contractor Sampling: If the contractor is instructed to collect samples by the Environmental Engineer, the contractor shall accomplish the sampling within ten days after notification that hazardous waste sampling is required. All samples shall be collected between the hours of 8:00 am and 4:00 pm, Monday thru Friday, excluding federal holidays. The Base Environmental Office shall notify the Contractor when sampling and analysis is required. Contractor shall collect the samples from the container in which the material is collected and wherever it's located on Youngstown ARS. Hazardous Waste sampling accomplished by the contractor shall be paid for on a per trip basis. The hazardous waste sampling fee shall include all required transportation, personnel, sampling equipment and personnel protective equipment for each trip to perform sampling. Personnel protective equipment shall be as required in referenced publications on page 1 of the S.O.W. and per OSHA Requirements.
4.3.5 All waste samples will be collected in accordance with procedures prescribed in the standards listed in EPA Publication SW-846:
4.3.6 For all liquid wastes, a composite liquid waste sampler (Coliwasa) will be used. The Coliwasa can be either glass or metal. Using a decontaminated Coliwasa, lower the Coliwasa into the waste at a rate that will permit the level of liquid inside and outside the sampler to remain the same. Withdraw the sample and wipe the sampler with a disposable rag.
4.3.7 Wastes in a solid form, such as bead blast media, should be sampled with a thief or core sampler. The sampler will be inserted into the top of the drum, pushed to the bottom, rotated several times, removed from the drum and emptied into the sample bottle. Other wastes in a solid form such as absorbent material will be taken by pulling the material from locations dispersed both horizontally and vertically throughout the drum.
4.3.8 All sampling will be accomplished with the intent of obtaining a "representative" sample from the waste container. Any alternative sampling methods must be approved by the Environmental Engineer.
4.3.9 Equipment Decontamination: If reusable sampling equipment is used, decontaminate the equipment, including internal components, prior to use and between samples to avoid cross-contamination. Wash equipment with a laboratory-grade detergent followed by drinking quality water, then ASTM Type II reagent water, then pesticide-grade methanol, a final rinse of pesticide-grade hexane, then deionized water. Allow sufficient time for the solvent to evaporate and equipment to dry completely before reuse. Sampling equipment used to collect samples for organics shall not be allowed to come in contact with any type of plastics (e.g. plastic storage bags). After decontamination of equipment, the contractor is responsible for the disposal of the contaminated solution. Disposable Coliwasas will be acceptable. Contractor is responsible for the proper disposal of disposable Coliwasas, and any rags or other material used to clean equipment or clean up any spills associated with sampling.
4.3.10 Quality Assurance/Quality Control (QA/QC) Samples: The following QA/QC samples shall be taken and analyzed as requested by Environmental Engineering Office.
Trip Blank Equipment Blank Field Duplicates Blank and Duplicate Analysis - Blanks and duplicates will be analyzed by tests listed in the schedule of items as determined by the Environmental Engineering Office.
4.3.11 The contractor will return all sample containers including any unused sample material to the Environmental Engineers office within thirty (30) days after receiving the samples at the lab, if requested by the Environmental Engineer. If this is not requested the contractor will properly dispose of any unused sample material.
