STATEMENT OF WORK

22 July 2022

Breathing Air Compressor

1.0. Description. The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials and any other items necessary to remove and dispose of existing air compressor, dryer, oil/water separator, receiver tank, and associated plumbing/piping. Provide and install a new Oil-Less breathing air scroll compressor at Homestead Air Reserve Base (HARB) building 194 in accordance with statement of work, any attached appendices, manufacturer standards, applicable US laws, commercial standards and business practices.

1.1. Removal and disposal of equipment. The contractor will be responsible for removing and disposing of the currently installed system.

1.2. Installation of new equipment. The Contractor shall provide the breathing air compressor, air dryer, breathing air purifier, and electrical connections to include installation of the equipment in building 194. Additionally, provide and install approx. 1000 ft. of airlines of which 150 ft. will be Grade D of ANSI/CGA G7.1 or Federal Specification BB-A-1034, and provide four (4) each breathing regulator control boxes located inside the current paint facility.

Compressor must have an external Emergency Stop switch installed. Outside environment exhaust fan with thermostat activated control to regulate operating temperatures within normal manufacturer limitations of equipment. Associated airlines will also be routed and connected to current blast booth cabinet CO2 monitoring system.

1.2.1. Compressor shall be brand name or equal to Beacon Medaes Oil-Less Quadruplex Breathing Air Scroll Compressor LAS15Q-240V-QCDY-BPS components installed with air purifier BAP52+115-NPT-SPL, Technical specification shall be as below.

Compressor General/Performance Specs:

• 460/3/60 Main Connection

• Heavy-duty isolation system

• Integrally mounted corrosion resistant ASME Coded 240 gallon air receiver

• 134 cfm system capacity @ 120 to 140 psig. (145 psig MAX, static)

• Single point connections for remote inlet, drain, discharge from receiver and electrical

• Quiet oil-less scroll technology

• Embedded Control System

• All equipment shall be new and of current design and manufacture.

• Used or refurbished equipment in unacceptable.

Breathing Air Purifier General/Performance Specs:

• 110 scfm inlet @ 100 psig; 90.2 scfm output.

• 115-230/1/60; 1"npt connections

• Dewpoint dependent purge control, catalytic converter options to meet OSHA Grade D, EWD zeroloss drain, 10 Bar purge nozzles

• Alarm contacts for filter delta-P, dryer failure, high dewpoint and maintenance

Compressor Module:

• Integral valve per compressor provides load-less starting and rapid air evacuation at shutdown

Single Point Connection:

• Four “oil-less” 15 horse power scroll compressors and four motors, or four compressor towers, each with two “oil-less” scroll compressors and one motor

• Duplex desiccant drying system with purge control

• Integral pre-wired control panel

• Corrosion resistant vertical air receiver

Air Purity:

• The Oil-Less Scroll Laboratory air package meets the stringent requirements of ISO 8573-1:2010, Class 1.2.0.

Air Receiver:

• Corrosion resistant, ASME Coded, National Board Certified vertical air receiver rated for minimum 200 psig (1379 kPa) design pressure.

• Zero Loss electronic drain valve, liquid level gauge glass, safety relief valve, and manual drain valve

• Piped 3-valve bypass assembly with flange-fitted valves

• Pressure gauge

Dryer/Filter/Regulator System:

• Fully duplexed high efficiency coalescing prefilters, each with automatic drain and element change indicator. Prefilters rated for 0.01 micron.

• Adjustable multi-orifice purge valve assembly

• Fully duplexed rough and fine particle final line filters in series, each with manual drain and element change indicator. Final line filters rated for 0.01 micron.

• Duplexed final line regulators and safety relief valves

• Ceramic type dew point sensor with ± 2°F system accuracy

Control System:

• NEMA 12 control panel enclosure

• Circuit breaker disconnects for each motor with external operators

• Full voltage motor starters with overload protection

• 24V control circuit

• 65kAIC SCCR rating

• The touch screen controls feature one 5.7” master screen and a 3.5” operating screen for each compressor

1.2.1.2. Operational Test. The contractor shall conduct operational tests in accordance with manufacturer’s standard to meet commercial practice and to ensure the system is functional.

Additionally, unit must pass air quality sampling done by the government at Wright-Patterson Air Force Base which will be sent via government channels.

1.2.1.3. Compressed breathing air must meet the requirements of Federal Specification BB-A- 1034 or Grade D of ANSI/CGA G7.1, Commodity Specification for Air with below use limits.

1.2.1.4. Nitrous oxide is excluded from this requirement. Nitrous oxide is always present in atmospheric air, is not controlled.

1.2.1.5. Visible discoloration or oil on the filter pad shall also be cause for failure.

1.2.2. Operation and Maintenance Manual. The contractor shall provide two (2) hard-copy and one (1) CD of the manufacturer’s operation and maintenance manuals to the designated government representative (GR).

1.2.3. Warranty. The contractor shall provide the Government with their commercial warranty.

1.2.4. Training. The contractor shall provide a system training for the user within ten (10) days of installation completion. They will interact with and/or critique HARB personnel (as appropriate) to meet training requirements. The lead instructor will teach how to configure and utilize the breathing air compressor. Any and all other training required for the paint booth and blasting booth to be operational will be met by the lead instructor.

2.0. Hours of Operation. The contractor’s personnel shall schedule work to be performed on weekdays, Monday through Friday from 0800 - 1700 except on U.S. Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Exceptions shall be coordinated in advance and approved in writing by the Contracting Officer (CO) or GR.

2.1. U.S. Federal Holidays.

*U.S. Federal holidays falling on a Saturday will be observed on the preceding Friday, and holidays falling on a Sunday will be observed on the following Monday. 2.2. Temporary Work Stoppage. In the event the U.S. Government requests a temporary shutdown of the facility, the contractor will be notified in writing by the CO or GR. Any Government caused delays as a result of a temporary shutdown that may require an adjustment to the contract will be coordinated through the CO.

3.0. Disposal of Materials. All debris and unserviceable materials generated under this contract such as scrap, salvage material, industrial waste, non-recyclable materials and equipment/material not listed on hand-receipts shall be disposed of off-base by the contractor in accordance with all applicable federal, state, and local regulations. Hand receipt items require turn-in action by the contractor when the listed items have to be replaced.

4.0. Inspection/Acceptance. Upon completion of above work, acceptance inspections shall be conducted by the contractor and the GR. If any deficiencies are found during the inspection, the contractor shall make correction(s) as required, at no additional charge to the Government.

Acceptance will take place after the GR confirms all specification in this SOW and all terms of the contract have been met.

5.0. Contract Manager (CM). The Contractor shall provide a qualified CM who shall be responsible for the overall performance of the work. The CM must be able to read, write, speak and understand the English language sufficiently to facilitate the performance of this SOW. All written correspondence from the contractor shall be in English.

6.0. Installation Access. All personnel entering HARB must have specific permission of the installation commander for entry. This permission is granted when a Contractor employee is issued an identification card/ base pass. The GR will provide information necessary to obtain identification cards/ base passes. The contractor shall be responsible to ensure that all of its employees obtain, and keep on their person at all times while working on the base, a USAF identification card/ base pass. Upon completion of the work or termination of an employee, the contractor shall be responsible for turn in of identification cards/ base passes to the GR or to the Pass and Registration Office of Security Forces.

6.1. The Contractor shall ensure that employees have a current and valid driver’s license before allowing the employee to operate a contractor-owned vehicle on the base. The Contractor and its employees shall comply with all security requirements imposed by the local installation commander at all times while on the military installation. Any contractor traffic violations may result in the denial of driving privileges on the installation.

7.0. Restricted Area/Access Coordination. The GR is responsible for coordinating with the facility manager/user/occupant/requester to provide access, escorts, or temporary visitor access badges for contractor personnel while performing SOW duties. The Contractor shall be responsible for scheduling access/escorts/badges by contacting the facility manager/requester at the Entry Control Point of the restricted/controlled area.

7.1. Contractor performance within restricted/controlled areas shall require Contractor compliance with various levels of security and established personnel security entry control procedures. The Contractor shall coordinate with the GR to ensure all contractor employees performing services in secured areas are processed for a controlled area, limited access, or visitor badge by the Entry Controller of the restricted/controlled area.

8.0. Safety Requirements. The Contractor will comply with all U.S. Occupational Safety & Health Administration (OSHA) regulations and is subject to the 482nd Safety Officer's inspections.

9.0. COVID 19 Health Procedures. Due to the COVID-19 pandemic the Contractor shall conform to all procedures of the Health Protection Condition (HPCON) in effect at the time and work is being performed.
