AICRAFT MAINTENANCE FACILITYS 456, 457, 458
Install F-16/F-35 GPS Repeaters in Buildings 456, 457, 458 Project:
The Government has a requirement to provide and install GPS Repeaters to enable satellite reception inside of maintenance facilities. Work shall be accomplished at Atlantic City Airport, New Jersey Air National Guard, Egg Harbor Township NJ and is specified herein. The government will approve the pre-planning, scheduling, on-site investigation of actual conditions, drawings, ordering materials, submissions of persons for Entry Access and like work by the contractor prior to the beginning of the project.
Scope of Work
1. The contractor shall ensure GPS signal is attainable via F-16 and F-35 Aircraft from all aircraft parking spots in buildings 456, 457, and 458. This requires the installation of outdoor receive antennas (active) with line of site with overhead satellites. Coaxial cables shall run from the receiver antennas to interior wall mounted signal controllers to allow the user to precisely control the output level of the signal. The conditioned signal is then ran to the indoor mounted passive antennas. The number of passive antennas mounted in buildings 456, 457, and 458 must be adequate so that all aircraft housed in the buildings are capable of receiving a steady, reliable GPS signal. Lightning/surge protection shall be installed to prevent damage to equipment.
a. Install active GPS antennas on buildings 456, 457, and 458.
i. Antennas shall be properly positioned to have sufficient line of sight with satellites.
ii. Antennas shall be mounted to withstand the following conditions:
1. Basic wind speed (no ice) = 90 MPH
2. Basic wind speed (with ice) = 40 MPH
3. Temperature range = -40C to 40C
b. Route coaxial cable from exterior mounted active antennas to interior signal controllers.
i. All building penetrations must be approved by the 177th CES.
1. Building penetrations shall be sealed after work to prevent travel of air, water, & insects
ii. Bend radius of coaxial cable shall meet the manufacturer specifications.
iii. Length of coaxial cable shall not exceed GPS equipment manufacturer specifications to prevent signal loss.
iv. Cable shall be affixed to structure and not “free hanging”.
v. The contractor shall weather proof all outside coaxial cable terminations to prevent corrosion and failures by using cable weather proofing kits.
vi. The contractor shall ensure that the coaxial cables have drip loops entering into the building penetration.
c. Install signal controllers in buildings 456, 457, and 458.
i. Signal controllers shall be easily accessible by the user to allow for setting adjustments.
ii. Signal controllers shall be connected to 110VAC.
1. 110VAC connection source shall be approved by 177th CES.
iii. Signal controllers shall have an automatic control to maintain the set output level regardless of uncertain loss or gain.
d. Install passive antennas in buildings 456, 457, and 458.
i. Passive antennas shall be installed to allow for GPS signal in all aircraft parking spots in buildings 456, 457 and 458.
ii. Passive antennas shall be mounted to withstand the following conditions
1. Basic wind speed (no ice) = 60 MPH
2. Temperature range = -40C to 40C
e. Connect passive antennas to signal controllers.
i. If coaxial cable is used to connect the passive antennas to the signal controllers, the following conditions must be met:
1. Length of coaxial cable shall not exceed GPS equipment manufacturer specifications.
2. Bend radius of coaxial cable shall meet manufacturer specifications.
3. Cable shall be affixed to structure and not “free hanging”.
f. Lightning/surge suppression shall be installed between the outdoor receive antennas and the signal controllers in accordance with manufacturer’s specifications.
i. Spike suppression should protect up to at least +15V and 20,000Amps.
ii. The lightning/surge suppressor shall be grounded in accordance with manufacturer’s specifications.
2. Requirements for the contractor
a. Frequency output range from passive antenna shall be cleared through 177th Communications Flight prior to install.
b. A site survey shall be done by the contractor to get accurate measurements, determine equipment, and provide recommendations to be approved by the government representative before the project begins.
c. Visiting the job site:
i. See Solicitation Document for time and place of Site Visit.
ii. No one will be allowed access without authorized official prior arrangement
iii. All vehicles and persons are subject to search at the discretion of security personnel.
iv. Persons interested in viewing the project site shall have a current picture I.D & provide valid Driver’s License number and date of birth.
d. The contractor shall procure all mounting equipment, lightning and surge protection, outdoor receive antennas, signal controllers, passive antennas, coaxial cable and connectors, boom lift, wiring, conduit, electrical connectors, and any miscellaneous hardware and/or accessories
i. Resistance for all lightning protection and grounding shall be 5 ohms maximum.
ii. All equipment and/or accessories that the contractor procures shall be corrosion resistant, i.e. galvanized/stainless steel/paint to include hardware like (bolt, nuts, washers).
e. The contractor will replace any disturbed insulation, vapor barriers, bird netting, or paneling affected by the project.
f. The contractor shall field verify all site conditions, quantities, measurements, and project requirements. No allowance or compensation shall be allowed for the contractor missing an item or element of the work due to failure of due diligence with regard to investigation, planning or lack of familiarity with existing conditions.
g. All work shall be coordinated with the Contracting Officer Representative and building manager. The buildings will be occupied during this project. Work may be interrupted at any time and special hours outside of the normal operations may be required. Work shall commence Monday through Friday between the hours of 7:00 a.m. and 4:30 p.m.
h. Smoking outside of designated areas is prohibited.
i. Photography and cell phone usage is strictly prohibited on the flightline and in aircraft hangers. Infractions will result in persons being removed from 177th Atlantic City and likely prohibited from returning.
i. Exception: Photography of contractor work may be authorized by 177th FW. Photographs are subject to review by 177th Public Affairs Office and/or OPSEC review.
j. Conduct work to ensure continuous progress toward completion while being careful to coordinate work around the needs of government operations. Military operations will continue during the progress of this project. The contractor shall cooperate so as not to impede government operations at any time.
k. Throughout the on-site performance of this project:
i. The contractor shall comply with requirements necessary to be placed on the approved Entry Access List (EAL). All persons working on-site or requiring access to the site shall undergo a background check performed by 177th Security including; Owners, supervisors, inspectors, suppliers, delivery persons, laborers, craftsman, subcontractors, designers etc. All of these members shall also accomplish Operations Security (OPSEC) Training administered by the 177th Fighter Wing.
ii. Each person shall be submitted in writing (email) for approval to the EAL by rendering to the Atlantic City ANG Representative five (5) DAYS IN ADVANCE of arrival; full name including middle name, date of birth, driver’s license number and company they work for. Exception: Photography of contractor work may be authorized by 177th FW. Photographs are subject to review by 177th Public Affairs Office/ or OPSEC review.
3. Requirements for the government
a. The government shall provide building drawings
4. Tests done by the contractor
a. The Contractor shall perform a signal test after installation, verifying that all aircraft parking spots in buildings 456, 457, and 458 are capable of receiving a steady, reliable GPS signal.
i. If the contractor receives poor results not meeting the specifications of the antennas from any of the tests listed above, they shall be responsible to fix any problems.
5. Tests done by the government
a. The government shall perform a signal test of the GPS systems using F-16 Aircraft, verifying that all aircraft parking spots in buildings 456, 457, and 458 are capable of receiving a steady, reliable GPS signal.
i. If the government receives poor results not meeting the specifications of the antennas from any of the tests listed above, the contractor is responsible to fix any problems.
6. Documentation requirements for the contractor
a. The Contractor shall have a well written proposal to include drawings, designs, specifications, and detailed out bullets or equivalent that correspond to each requirement laid out in the Statement of Work.
b. The contractor shall maintain one clean copy and one marked-up “As-Built” copy of the project drawings along with this complete “Statement of Work” (SOW) on the project site every day that work is in progress. Turn over the “As-Built” copy of marked up drawings and SOW to the government representative upon final completion.
7. Period of Performance
a. Project will be completed within 60 business days from start date.
