Anniston Army Depot
Statement of Work
Lab Sampling and Analysis
1.0 Description of Work: The Government has a requirement to generate analytical data from laboratory analysis of samples that have been collected to comply with Anniston Army Depot
(ANAD) environmental monitoring requirements for the following:

• Testing requirements as outlined in the Anniston Army Depot (ANAD) National
Pollutant Discharge Elimination System (NPDES) Permit No. AL0002658, issued by the Alabama Department of Environmental Management (ADEM) for ANAD’s wastewater and storm water discharges.
• Hazardous waste determination samples analyzed in accordance with all current state and federal regulations.
• Other analyses required by ANAD’s environmental and quality programs for the characterization of various materials and substances.
1.1 This contract will be a base contract with four option years.
1.2 Scope Changes. The contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
2.0 Scope of Work:
2.1 The contractor laboratory shall comply with the annual Discharge Monitoring Report-
Quality Assurance (DMR-QA) Study mandated by the Environmental Protection Agency (EPA) and the Clean Water Act (Section 308) as well as relevant and applicable ADEM requirements.
The contractor laboratory may use reporting data from a Water Pollution (WP) Study. Study samples must be purchased from an accredited proficiency test provider by the contractor. A list of accredited proficiency testing providers is listed in the annual study announcement letter.
When the study opens, a copy of the study announcement will be emailed to the contractor.
2.2 The contractor shall provide all labor, equipment, and materials necessary, for the transportation and analysis of samples collected and stored at the ANAD environmental laboratory, including the required sample containers, and transport coolers, and courier service.
2.3 Disposal of any waste generated from analyses or left over from sampling shall be the sole responsibility of the contractor, after the applicable holding time. Contractor shall provide information upon request as to the final disposition of any wastes, including certificate(s) of disposal or destruction. Disposal shall be conducted by the contractor in accordance with

2.3 Disposal of any waste generated from analyses or left over from sampling shall be the sole responsibility of the contractor, after the applicable holding time. Contractor shall provide information upon request as to the final disposition of any wastes, including certificate(s) of disposal or destruction. Disposal shall be conducted by the contractor in accordance with applicable environmental laws and regulations and in compliance with relevant safety standards.
2.4 The required work consists of analyzing samples from ANAD discharge sampling points, analyzing samples from hazardous waste and production processes, and providing timely reports on the analytical results. ANAD environmental lab personnel will prepare samples for analysis.
2.4.1 The Contractor shall pickup the government provided samples as coordinated with the
Contracting Officer Representative (COR). The COR will notify the Contractor at least 24 prior to sample pickup. The Contractor shall be responsible for providing all materials required for ensuring proper sample conditions during transport. Samples shall be picked up during normal operating times unless an alternate time and day is agreed upon by both parties. All requested pick-up samples are to be picked up at the time requested by ANAD Environmental Lab
2.4.2 Should ANAD personnel be required to ship samples via FedEx or other transportation service, Contractor shall be responsible for providing all shipping materials, including shipping labels, coolers, packing material, etc. and shall be shipped at the Contractor’s cost.
2.5 All samples shall be analyzed within the proper hold times and results shall be reported in accordance with Attachment B of this statement of work.
2.6 The contractor shall accomplish required testing as follows. A detailed breakdown of required testing can be found in Attachment A.
2.6.1 Resource Conservation and Recovery Act Waste Profile Sampling.
The contractor shall analyze samples, collected by the Depot, for the purpose of hazardous waste determination by the method requested. Typical analytical sampling methods requested for waste profiling include, but are not limited to, Polychlorinated Biphenyls (PCBs), Perfluorooctanoic acid and Perfluorooctane Sulfonate (PFOA/PFOS), Explosives, Toxicity
Characteristic Leaching Procedure (TCLP) metals, total metals, TCLP Volatile Organic Analysis
(VOA), TCLP Semi-Volatile Organic Analysis (SVOA), Total VOA, Total SVOA, flash point, and pH. These tests will be requested based on the process generating the waste material and chemical and/or physical properties of the material to be tested. Therefore, requested analyses may be added or excluded. Sample matrices include, but are not limited to, solids (organic and inorganic blast media, filters consisting of metals, charcoal, plastic or organic woven material, soils, rags/cloth, paint chips, absorbents), liquids (water, paints, solvents, antifreeze, petroleum fluids, detergents), and sludges (wastewater treatment filter cake, grease, wet soils, chemical plating/cleaning vat residuals, and oil and grease).
2.6.2 Asbestos and lead samples from buildings, roofing, construction projects, equipment, etc., throughout ANAD. Periodically, ANAD will require asbestos sampling from a construction or demolition project and/or other remediation type activity. The asbestos samples, which were collected by the Depot, shall be analyzed via Polarized Light Microscopy (PLM) method. The quantity of asbestos and/or lead sampling throughout the year cannot be estimated, therefore, pricing shall be based on a per sample analysis.
2.6.3 Industrial Wastewater and Sewer Treatment Plant. ANAD’s National Pollution
Discharge Elimination System (NPDES) permit requires the collection and sampling of several analytes in the water prior to discharge. The required analytes are included in Appendix A.
2.6.4 Toxicity and Biomonitoring Testing at the Sewage Treatment Plant: The Contractor shall be responsible for all sample collection and testing analysis. The sample collection and testing shall be performed in accordance with the latest edition of "EPA Short-Term Methods for
Estimating the Chronic Toxicity of Effluents and Receiving Water to Freshwater Organisms
(EPA 821-R-02-013)". Specifically, the Larval Survival and Growth Test, (Method 1000.0) shall be used for the (Pimephales promelas ) test and the Survival and Reproduction Test (Method
1002.0) shall be used for the ( Ceriodaphnia dubia) test. The sample collection and testing shall be performed on a quarterly basis as outlined in Attachment A.
4.0 Contractor Responsibilities: The contractor shall be responsible for performing the work described in this section and for providing all equipment and personnel necessary to perform this work. The Contractor shall:
4.1 Maintain a 2 month supply of sampling supplies as follows:
4.1.1 Coolers in a size and capacity necessary for transportation of all samples from each event.
4.1.2 Sampling bottles. Bottles shall be clean per the Environmental Protection Agency
(EPA) December 1992 Specifications and Guidance for Contaminant-Free Sample
Containers and Office of Solid waste and Emergency Response Directive #9240.0-
05A, EPA/R-93/051.
4.1.3 Plastic bags and bubble bags for use during shipping.
4.1.4 Shipping labels.
4.2 Arrange subcontracting of all analyses that are outside its capabilities to perform.
Subcontractors are responsible for all reporting and for complying with quality control requirements as is the primary Contractor. ANAD Environmental Lab shall be notified of any analyses submitted to a subcontractor. ANAD shall receive documentation ensuring the subcontractor is compliant with the National Environmental Laboratory Accreditation
Conference (NELAC) and other requirements set forth in this scope. This documentation shall be received before the samples are sent to the subcontractor for analysis.
4.3 Maintain a proper Chain of Custody (COC) for all samples from the time the samples are received from ANAD until the analytical results are reported to ANAD.
4.4 Upon arrival at the Environmental Lab, ensure that the COC is correct and shall resolve any discrepancies with ANAD Environmental Lab personnel before acceptance of the samples.
Should there be any discrepancies with a particular sample (pH, preservative, etc.), the contractor lab shall notify ANAD Environmental Laboratory immediately in order to resolve the issue and re-submit the sample.
4.5 Handle and analyze all samples in such a way as to ensure the integrity of the sample/analysis and such that all hold time/preservative requirements are met. In the event of an error concerning the sample, analysis, or hold time, the contractor shall contact the ANAD
Environmental Lab immediately to resolve the issue.
4.6 Refrigerate and store excess samples for 2 calendar weeks from receipt in case analytical results require verification or in case other issues arise. After 2 calendar weeks, the contractor will properly dispose samples in accordance with standard laboratory operating procedures and all applicable environmental laws and regulations.
4.7 Furnish all sample analytical results (that lists only specific analytes) to the ANAD Program
Manager designated on the chain of custody and to the laboratory chemist. Results shalll be submitted electronically (read-only format) no later than 7 calendar days from when the sample is received unless rush results are requested by ANAD and a time frame is agreed upon by both parties. Contractor laboratory quality control data must also be submitted with each report. The report shall include, at a minimum, analyte chemical name, Chemical Abstract Services (CAS) number, result, unit, Method Detection Limit, reporting or quantitation limit, flag, dilution factor, date/time analyzed, analyst, and batch number. A copy of each invoice and report shall also be sent to the Directorate of Risk Management’s Program Analyst for budgetary accountability.
4.8 Provide expedited analysis (ranging from same day to one week). Expedited analysis will be required by ANAD for certain sampling sets.
5.0 Activities on a Firm-Fixed Price Basis
5.1 Perform analytical testing on samples collected from the Anniston Army Depot.
The contractor shall provide all labor, equipment, and materials necessary, including the required sample containers and transport coolers, and courier service, for the transportation and analysis of samples collected and stored at the ANAD environmental laboratory. Disposal of any waste generated from analyses or left over from sampling shall be the sole responsibility of the contractor, after the applicable holding time.
Analytical results shall be presented in a Level II analytical data package. Analytical results shall only list specific analytes requested by ANAD. The report shall include, at a minimum, Chemical Abstract Services (CAS) number, result, units, Method Detection Limits (MDL), reporting or quantification limit, flags, dilution factor, date/time analyzed, analyst, and batch number. There is no limit in the scope of work as to the amount of samples that will be sent for analysis; therefore, pricing shall be based on one sample per analytical method and standard turn-around-time.
5.2 Provide expedited analysis of analytical data.
The contractor shall provide expedited analysis of the analytical samples, ranging from one day to one week, upon request of ANAD. Pricing shall be provided based on timeframes in which expedited analysis can be provided by the laboratory.
6.0 Quality Control Requirements: In the event that an error has been made in the analysis or sample results are questionable, the contractor shall perform a re-test without additional charge to the Government. If the holding time of the existing sample has not expired, that sample will be re-tested. If the holding time has expired, another sample shall be collected and transported for re-testing at the discretion of the Government. Replacement samples will be collected by
ANAD staff in the event that problems occur with shipping, testing, invalidation of results due to unacceptable QA/QC or rejection of results by ANAD. ANAD reserves the right to review data deliverables and reject any analytical result. Rejection will be based on sound technical review of the data deliverables by ANAD. ANAD also reserves the right to reject any analytical result if contractual requirements are not adhered to. Replacement samples shall be analyzed by the contractor at no additional cost to the government.
6.1 The contractor shall provide a Quality Control Statement or Case Narrative with all analytical reports.
6.2 The contractor shall provide a copy of the Laboratory Quality Control Procedures when submitting a proposal. Laboratory Quality Control Procedures must also be submitted for all subcontract labs.
6.3 ANAD may request that an ANAD sample be used for matrix spiking. The contractor shall provide sufficient information regarding number of containers and sample volume or mass required to perform this request.
7.0 Analysis: All analysis of samples/waste shall be the responsibility of the Contractor.
ANAD reserves the right to request copies of any analyses, including bench sheets, raw data, quality assurance/quality control (QA/QC) data, etc.
7.1 ANAD may occasionally require additional analyses for constituents or methods not specifically identified in this SOW. Upon request, the contractor may be asked to provide these analyses. ANAD may specify the sub-contract laboratory for such analyses during the contract period, if one is required.
7.2 Reporting Limits for the analytical results reported in accordance with the contract will generally be determined by regulatory action levels (i.e RCRA/ TCLP). If the reporting limits are not met, action shall be taken by the contractor to identify what issues are preventing the desired goal, and communication shall be provided between ANAD and the contractor and/or subcontractor to address actions that may be taken to achieve the required data (i.e., adjustment to injection volume, dilution factors/multiple sample dilutions, sample prep alternatives or cleanup, use of screening detectors or alternate detectors). Reporting Limits are listed under
Attachment B of this document.
7.3 Method 1311- Toxicity Characteristic Leaching Procedure – Results shall be reported using the regulatory unit (mg/l). The contractor shall determine and report the appropriate single value result for a sample where multiple analyses are required in accordance with the method for direct comparison to the regulatory threshold.
8.0 Accreditation: As outlined in the DOD Quality Systems Manual (QSM), the Contractor and all subcontractors must be compliant with the National Environmental Laboratory Accreditation
Conference (NELAC).
9.0 Applicable Publications and Regulations: The following laws and regulations with the latest amendments in effect on the date of this action form a part of these specifications, as well as those referred to in paragraph 5 above.
