About this file

This Statement of Work (SOW) details the requirements for a legislative subscription service for the Federal Energy Regulatory Commission's (FERC) Office of External Affairs. The service will track Congressional bills in energy regulation areas (Coal, Oil, Electric, Hydropower, LNG, Renewable Energy) through their legislative process, providing comprehensive and near real-time information within 24 hours of bill introduction or changes. Key deliverables include initial bill text, expert analysis, amendment copies, full text transcripts of committee and floor discussions, final bill details, vote counts, and research capabilities through keywords, public law citations, and bill numbers.

The service must offer unlimited access for eight Office of External Affairs (OEA) staff members, with capabilities including customizable mobile and email alerts, searchable profiles of Congressional members, committee membership information, and contact details. The subscription will enable the Government Affairs Division to monitor and potentially influence Congressional budget and appropriations actions, with a focus on tracking legislative developments relevant to the energy industry and regulatory domain. This procurement is a follow-on to a previous contract with Bloomberg Industry Group, using an unrestricted solicitation under Solicitation Number 89603025Q0025, with a potential contract duration of 60 months (one 12-month base period and four 12-month option periods).
