Performance Work Statement Fort Stewart Custodial Services Revision date: 06 August 2024
1. General Information and Scope of Work
1.1. Agency: The Department of Defense Education Activity (DoDEA), as one of only two Federally operated school systems, is responsible for planning, directing, coordinating, and managing prekindergarten through 12th grade educational programs on behalf of the Department of Defense (DoD). DoDEA is globally positioned, operating 165 brick and mortar schools in eight districts located in seven states, 11 foreign countries, Guam, and Puerto Rico. DoDEA employs over 8,000 educators who serve more than 72,000 children. DoDEA also has a fully accredited virtual high school located in Virginia with teaching hubs in Europe and the Pacific.
1.2. Introduction: A facility maintenance program consisting of custodial services are required to ensure DoDEA Fort Stewart schools provides a safe and healthy environment that supports and enhances the educational mission and maintain a safe, healthy, and sanitary school environment for faculty and students within Fort Stewart. The Contractor shall provide all management, tools, equipment, labor, and transportation necessary to ensure that custodial services are performed in accordance with the objectives and standards outlined within this Performance Work Statement (PWS). This requirement calls for the continuous efforts on the part of the Contractor to ensure appropriate safety and functionality of facilities are maintained throughout the life of the contract, to include requirements to support operational needs. The Contractor is required to provide and manage a full-service facility custodial service program, to support changing educational requirements for the DoDEA Fort Stewart schools.
1.3. Background: The Fort Stewart Schools are attended by dependent children in grades Pre-Kindergarten through 6th grade who reside on federal property in the vicinity of Hinesville, Georgia. There are currently three schools at Fort Stewart. All three schools accommodate children in grades Pre-Kindergarten through 6th grade. They are Murray Elementary School, Diamond Elementary School, and Kessler Elementary School. The Community Superintendent’s Office (CSO) for the DoDEA Americas Southeast District/ Fort Stewart Community Schools is located on Fort Stewart.
1.4. Scope of Work: The Contractor shall be required to provide a comprehensive Custodial program for the Fort Stewart Community Schools and the CSO located at Fort Stewart Georgia to accomplish the objectives and requirements of this Performance Work Statement (PWS) without interfering with school operations. The major elements of the services required include:
1. Custodial Services
2. Floor Maintenance
3. Lavatory Services
4. Cafeteria Services Service locations and facilities covered under this contract are listed below: Murray Elementary School (Bldg. 7155) 24, Murray Ave, Fort Stewart, GA 31315 Diamond Elementary School (Bldg.7080) 2493 Hero Rd., Fort Stewart, GA 31315-1044 Kessler Elementary School (Bldg. 7560) 1127 Austin Rd Fort Stewart, GA 31315 Community Superintendent Offices (Bldgs. 5601, 5604,5605, 7393, and 7395) 376 Davis Avenue and 2772 Hero Road Fort Stewart, GA 31315
2. Requirements & Objectives. The contractor is expected to develop the total solution for meeting all the requirements of the objective in accordance with a performance-based approach. The government reserves the right to incorporate the winning offeror’s proposed technical response into the contract.
2.1 Custodial Services. (Objective 1). The objective is for the contractor to develop, maintain, sustain, and perform comprehensive housekeeping services to provide a clean, healthy, neat, and professional environment for school and office facilities at elementary schools, Community Superintendent Offices (CSO) and associated spaces which will result in a clean, healthy, neat, and professional environment at those facilities.
Frequency. Frequencies associated with this objective are established by the respective tasks stated below. Each task establishes the Contractor’s course of action to meet the overall objective effectively and efficiently.
Performance Standard. Performance standard for services rendered under this objective is based on adhering to the established performance frequencies. The Contractor shall complete all daily tasks no later than 2100 each day. Acceptable quality levels are outlined in the Performance Requirements Summary.
The tasks listed below are provided to help the contractor in gaining a better understanding of the requirements in order to successfully meet the objective. The tasks are not all inclusive, and the contractor is expected to develop the total solution for meeting all the requirements of the objective in accordance with a performance-based approach.
2.1.1 Interior And Exterior Entry Door Windows, As Well As Windows Above The Front Entry Doors. (Monday through Friday) The contractor shall clean all interior and exterior entry door windows, as well as windows above the front entry doors in such a manner that all traces of film/residue, dirt, smudges, fingerprints, streaks, watermarks, or foreign matter are removed from frames, casings, sills, and glass. The contractor shall remove film, dirt, smudges, water spots, watermarks and other foreign matter from all interior/exterior window glass, doors glass, display cases, directory boards, and draft shields of windows, mirrors, and adjacent trim, door surfaces, frames, screen openings and frames, wooden and/or painted doors, and window bars. After cleaning, all interior/exterior window and door glass, wooden and/or painted doors and frame surfaces shall be cleaned, bright, and free of foreign matter. After cleaning, all screen openings and frames shall be clean and free of foreign matter, and screens shall be correctly reinstalled.
2.1.2 Main entrances/Stairwells and Landings. (Monday through Friday) The contractor shall ensure that the main entrance; landing, steps, and sidewalks are swept or vacuumed in the morning before occupants have entered the building and after occupants have returned from lunch. Both sides of the entrance glass will be cleaned. Kick plates and push bars shall be cleaned and polished. Hand railings, ledges, grills, fire apparatus, doors, and radiators shall be dusted.
2.1.3 Clean and Disinfect. (Monday through Friday)
The contractor shall clean and disinfect all doors, windows, counters, desks, cabinets, furniture, tables, chairs, lighting, appliances, fixtures, sinks, and telephones. Nurses Stations shall be cleaned and disinfected to reduce the potential of health hazards from bodily fluids.
2.1.4 Spot Clean and Miscellaneous Spot Cleaning. (As Required) The contractor shall ensure all walls, shelving, dispensers, chromium, ceilings, air ventilator units and other surfaces will be spot cleaned and horizontal surfaces dusted. Removal of soil and stains from furniture, door surfaces, windows, sills, handrails, walls, access panels, wainscoting, base boards, and structural surfaces at any time such soil and stains appear. Germicidal detergent shall be used in restrooms, locker rooms, and shower rooms. Brass hardware, aluminum bars, other metal on doors shall be polished with a polishing compound. Remove stains from upholstery fabrics using agents which do not harm the fabric. All movable items/furnishings shall be removed prior to commencement of stain removal. After application of stain removal, all movable items/furnishings shall be moved back to their original positions.
2.1.5 Clean Venetian Blinds. (Semi-Annual)
The contractor shall clean venetian blinds in accordance with the recognized standards of the industry using care and taking precaution not to bend, break, or cause damage.
2.1.6 Clean Chalk, White, and Interactive Boards. (Monday through Friday) The contractor shall remove chalk writing and chalk dust from board writing surfaces, frames, and trays. White Interactive boards and other marking systems shall be similarly cleaned and dusted. The contractor shall use care when cleaning Interactive boards, taking precaution not to bend, break or cause damage. All movable items/furnishings shall be removed prior to commencement of cleaning. After cleaning, all movable items/furnishings shall be moved back to their original positions.
2.1.7 Clean Children’s Tables and Chairs. (Monday through Friday) The contractor shall clean and disinfect all children’s tables and chairs. Nighttime service shall also include cleaning the underside of tables and chairs.
2.1.8 Clean Classroom Kitchen Areas. (Monday through Friday)
The contractor shall sweep, mop, sanitize, and disinfect counters, sinks, floors beneath the refrigerators, stoves, and the outside surface of the overhead exhaust system located over the stoves. Walls behind the refrigerators and stoves shall be cleaned, sanitized, and disinfected up to 10 feet from the floor.
2.1.9 Monitoring and Policing. (Monday through Friday)
The contractor shall monitor facilities on a daily basis and no other task in this PWS removes this responsibility from the contractor. Facilities shall require additional cleaning as the need arises (i.e., cleaning up spills, spots, soil, debris, toilet overflows, body fluids to include, but not limited to, blood, feces, urine, and vomitus.) Upon discovery, body fluids must be cleaned up within 5 minutes. Standard, transmission-based, and universal precautions must be followed when cleaning up body fluids.
2.1.10 Clean and Polish Metal and Wood Surfaces. (Monday through Friday) The contractor shall ensure that all metal push plates, name plates, metal surfaces of doors (kick plates, handles, push bars, etc.) metal protective corner plates, buttons, and other fixtures are cleaned and polished to include, all wood surfaces doors and wood furniture.
2.1.11 Clean Telephones. (Monday through Friday)
The contractor shall clean and disinfect all telephone surfaces as appropriate to the disinfection cleaning standard in the given work area.
2.1.12 Remove Trash. (Monday through Friday)
The contractor shall ensure all interior and exterior trash receptacles within 80 feet of a building are emptied and returned to their original position once service has been completed. Trash receptacles are to be cleaned, sanitized, and disinfected inside/outside to remove all soil, foreign matter, and odors. Boxes, cans, and paper placed near a trash receptacle marked TRASH are to be removed. Soiled or torn plastic trash receptacle liners shall be replaced at time of service. Liners shall be no thinner than 1.5 mil liner and shall be sufficient in size to remain completely in place in the receptacle even when full. Trash shall be disposed of in secured plastic bags and placed in the appropriate outside dumpsters or compactors. Trash that has fallen inside the facility or onto the grounds during removal shall be retrieved by the contractor. Trash on playgrounds will need to be removed as well. The contractor shall ensure all outside trash collection dumpster/compactor lids are closed after each deposit.
2.1.13 Recyclable Items. (As Required: Monday through Friday) The contractor shall remove all recyclable items from pre-designated areas at the same frequency as regular trash. All recyclable items shall be kept separate from regular trash during collection/removal and placed in the appropriate outside dumpster/compactor. The addition of recyclable item pickup requirements for a building that does not have this service at contract start shall not justify an increase in contract cost. The contractor shall ensure all outside trash collection dumpster/compactor lids are closed after each deposit.
2.1.14 Drinking Fountains and Sinks. (Monday through Friday)
Surfaces of drinking fountains and sinks shall be cleaned, de-scaled, sanitized, and disinfected to include the outer surface, orifice, and drain. Paper towel/soap dispensers associated with sinks shall be cleaned, sanitized, disinfected, and restocked. Disinfect all porcelain and polished metal surfaces, including the surface and drain. Main Cafeteria Kitchen and Dish room area sinks are excluded; they are not the responsibility of the contractor.
2.1.15 Interior/Exterior Glass/Plexiglass/Mirror Cleaning. (Monday through Friday) The contractor shall clean all interior/exterior glass/plexiglas/mirrors to include pictures, glass partitions/walls, display cases, directory boards, draft shields, and interior/exterior glass doors, etc.
2.1.16 Low Dusting/Spot Cleaning. (Weekly)
The contractor shall ensure low dusting/spot cleaning shall be accomplished to a height of 10 feet. Service includes all horizontal surfaces (i.e., ledges, shelves, windowsills, student desks, tables, baseboards, heating / cooling radiators and vents, piping, ventilation diffusers / grilles / registers, handrails, locker surfaces, etc.
The contractor shall remove dust, dirt, and dry soil from all exposed horizontal surfaces, including, but not limited to, furnishings, tabletops, desks, chairs, lighting fixtures, windows, window frames, windowsills, window blinds, piping, conduit, heating ducts, cooling ducts, structural projections, baseboards, and built- in air fans. Movable items on desks or tables are to be removed of dust, dirt, and dry soil and movable items are placed back to their original location. After vacuuming, the service provider shall dust all surfaces within the office space. Glass tops need not be removed from furniture but shall be cleaned. The contractor shall also clean radiators and heating lines.
2.1.17 High Dusting. (Semi-Annually: Summer & Winter).
The contractor shall ensure high dusting is accomplished to a height of 25 feet from floor surface or landing. Service shall include but not be limited to grills, vents, stairwells, ledges, light fixtures, interior/exterior housing lens/diffusers, piping, conduit, heating/cooling ducts, exhaust vents, lighting fixtures hangers and structural projections. All areas above 25 feet from floor surface are to be serviced as above semi-annually.
2.1.18 Grounds Policing. (Twice per week)
The contractor shall ensure grounds cleaning encompass all areas within 80 feet of a building to include sidewalks, curbs, parking lots, playgrounds, and interior/exterior courts. Service shall include sweeping of sidewalks and removal of items such as, but not limited to, paper, boxes, plastic, butts, cans, bottles, gum, food, and debris.
2.1.19 Cleaning of Entrances and Entrances Platforms (Steps, Sidewalks, Docks, and Parking Lots). (As required during inclement weather) The contractor shall ensure related areas (within 50 feet of building) include all walls, sidewalks, loading docks, parking lots, Dumpster & Recycle pads/area, outside furniture, picnic tables, entrance lighting/canopies, interior/exterior trash receptacles and entrances/entrance platforms are cleaned and free from ice and snow in the winter months.
2.1.20 Emergency Cleanups. (As Required)
The COR shall authorize services and shall notify the contractor of any emergency event as soon as possible. Emergency cleaning must be completed within 8-man hours (1 task is equivalent to 8-man hours). In addition, emergency cleanups are considered additional services and shall not disrupt regularly scheduled cleaning requirements. The contractor shall clean and remove from floors, walls, baseboards, furniture, etc., water, soil, sewage, and debris from accidents, leaks, plumbing system breaks or backups, fire and smoke damage, and weather conditions, etc.
2.1.21 One-time Cleanups and Special Events Cleaning. (As Required) The COR shall authorize services and shall notify the contractor of upcoming events as soon as possible. One-time cleanups/special events cleaning are considered additional services and shall not disrupt regularly scheduled cleaning requirements. Special events cleaning includes setting up and breaking down tables, chairs, and trash cans, wiping off tables and chairs, cleaning spills, dumping trays, disposing of trash, sweeping, mopping, and buffing floors. Additional cleaning shall be provided in building areas or on school grounds where meetings or other functions have taken place.
2.1.22 Emergency Cleanups beyond Normal Operating Hours. (As Required) When required by circumstances, the contractor shall perform emergency cleanup services beyond normal operating hours. These services shall include, but not be limited to, emergency cleanups as noted above.
2.2 Floor Maintenance Services (Objective 2). The objective is for the contractor to provide floor maintenance services for school and office facilities, including elementary schools and Community Superintendent Offices (CSO) and associated spaces, which shall result in a clean healthy, neat, and professional environment at those facilities.
Frequency. Frequencies associated with this objective are established by the respective tasks stated below. Each task establishes the Contractor’s course of action to meet the overall objective effectively and efficiently.

2.2.1 Floor Maintenance for all uncarpeted areas. (Annually)
The contractor shall provide floor maintenance services. Floor maintenance shall include, but not be limited to, the techniques of scrubbing, stripping, sealing, waxing, spray buffing, burnishing, and finishing of all uncarpeted floor areas, unless otherwise stated. All items (i.e., chairs, file cabinets, desks, trash receptacles, mats/rugs, and tables, etc.) shall be moved then returned to their original position once service has been completed. Floors will be wet mopped except for wood and carpeted floors. The contractor shall wet mop, scrub, strip, apply floor finish, or spot clean floor surfaces as appropriate, in areas with ceramic, vinyl composite tile (VCT), or bare concrete floors. Spot cleaning includes, but shall not be limited to, the removal of accumulated waste in depressions, water, stains, soil, and accumulation of dirt in high traffic areas and where open windows and doors allow rain, snow, sleet, or dirt to be blown in or brought in by traffic. All floor surfaces except bare concrete shall have a polished finish. All floor areas (resilient) shall be in accordance with industry standard with a uniformed glossy finish at all times.
2.2.2 Scrubbing of floors. (Semi-Annually)
The contractor shall scrub all non-carpeted floors to include concrete and ceramic floors and mop to remove dirt and foreign materials from the floors, grout cracks, and baseboards. Chairs, trash receptacles, and easily moveable items will be moved to scrub and mop underneath.
2.2.3 Stripping and Waxing Floors. (Thanksgiving, Winter, Spring, and Summer) The contractor shall strip and wax floors a minimum of four (4) times a school year during the breaks (i.e., Thanksgiving, Winter, Spring, and Summer). The contractor shall identify and provide a schedule to COR of common areas, classrooms, hallways, or wings in need of stripping and waxing no later than ten (10) days prior to the break. The contractor shall apply an even coating of non-skid floor finish. All items (i.e., chairs, desks, file cabinets, bookcases, trash receptacles, mats/rugs, and tables, etc.) shall be moved then returned to their original position once service has been completed.
2.2.4 Spray Buffing Floors (Quarterly and Weekly)
The contractor shall spray buff classrooms, administration offices and hallways. Classrooms and administration offices are to be buffed quarterly and hallways weekly during the school year. All items (i.e., chairs, desks, trash receptacles, mats/rugs, and tables, etc.) and easily moveable items will be moved to spray buff underneath. All items shall be moved then returned to their original position once service has been completed.
2.2.5 Vacuum Carpeted Floors, Walk-Off Mats & Area Rugs. (Monday through Friday) The contractor shall furnish, and use, High Efficiency Particulate Air (HEPA) beater-bar type vacuum cleaners to thoroughly clean, and to restore the resilience of, carpeted areas/walk-off mats & area rugs. All vacuum cleaners shall come equipped with attachments, or have the capability, to clean corners, edges, and tight-fitting areas. All exterior walk-off mats/entrance mats shall be vacuumed, swept, or hosed down to remove visible dirt, debris, and other foreign matter. Carpet shall be spot cleaned (4 square foot area or less), as needed, in accordance with available manufacture recommended methods to remove spills/spoilage. Mats/ area rugs and easily movable items shall be relocated to maintain floors/ carpeting beneath them and returned to their original position once service has been completed. The contractor shall not place unsanitary items such as chairs, mats/ area rugs, and trash receptacles on food preparation/eating surfaces. All tears, burns, and raveling shall be brought to the attention of the COR /QAE upon discovery.
2.2.6 Shampooing Carpeted areas and rugs. (Semi-Annually)
The contractor shall remove spots, dirt, film, water soluble, and petroleum-based stains from floor carpeting and area rugs, utilizing spot pre-cleaning methods and subsequent removal of foreign materials/residue utilizing a wet/dry shampoo machine. Movable items and furnishings are to be removed prior to commencement of shampooing services.
2.2.7 Sweep Floors. (Monday through Friday)
The contractor shall sweep all uncarpeted floor surface to include stairs, kitchen areas and janitor/storage closets, baseboards, corners, abutments, stair guards, wall edges, and floor drains, floors shall be free of visible dirt, dust, debris, and other foreign matter. Mats/rugs and all easily movable items shall be relocated to maintain floors beneath them and returned to their original position once service has been completed. The contractor shall not place unsanitary items such as chairs, mats/rugs, and trash receptacles on food preparation/eating surfaces.
2.2.8 Mop Floors. (Monday through Friday)
The contractor shall mop all uncarpeted floor surfaces to include stairs, kitchen areas, janitor/storage closets, baseboards, corners, abutments, stair guards, wall edges, and floor drains shall be mopped. Floor surfaces shall be mopped with a detergent, water, and bleach solution to sanitize & disinfect them. Wet floor signs shall be posted in all areas having received service whenever children or staff members are present in order to avoid mishaps. Mats/rugs and all easily movable items shall be relocated to maintain floors beneath them and returned to their original position once service has been completed. Wood floors shall not be wet mopped, but dust mopped. The contractor shall not place unsanitary items such as chairs, mats/rugs, and trash receptacles on food preparation/eating surfaces. All mop strands, splash marks, or mop streaks are to be cleaned from furniture, walls, trash receptacles, and baseboards. Mops/buckets shall be cleaned and emptied daily, as well as stored in janitor closets when not in use. Mops shall be hung head down on the contractor provided mop racks and shall not touch the floor. Separate mops shall be used for specific areas with mops being color coded by use (children’s/general areas, cafeteria/kitchen, and restrooms). The same color-coding system shall be used for all buildings. Mops shall be cleaned, sanitized, disinfected, and air dried daily. Mop heads shall be changed out every 2 weeks or more often if necessary.
2.2.9 Wood Floor Cleaning and Polishing. (Monday through Friday) The contractor shall clean and polish all wood surfaces to include doors and wood furniture. Wood floors shall not be wet mopped, but rather dust mopped. The contractor shall also spray a professional wood floor cleaning product and use a terrycloth mop to clean floor surface.
2.2.10 Gym Floor Dry Mop Surface Cleaning and Protection. (Monday through Friday) The contractor shall clean gym floor surface in accordance with manufacture specification standards. The Contractor shall ensure all floor surfaces and coverings are free of dust, dirt, stains, fluids, and litter. The Contractor shall dry mop gym floor daily.
2.2.11 Gym Floor Damp Mop Surface Cleaning and Protection. (Weekly) The contractor shall clean gym floor surface in accordance with manufacture specification standards. The Contractor shall ensure all gym floor surfaces and coverings are free of dust, dirt, stains, fluids, and litter. The Contractor shall damp mop gym floors weekly.
2.2.12 Gym Floor Event Surface Cleaning and Protection. (As Required) The contractor shall clean gym floor surface in accordance with manufacture specification standards. The Contractor shall ensure all floor surfaces and coverings are free of dust, dirt, stains, fluids, and litter. The COR shall notify the contractor of any event as soon as possible. As part of any event preparation the gym floor shall be cleaned as required.
2.2.13 Vacuuming, Shampooing/Extraction/Steam Cleaning of Area Rugs. (Semi-Annually) The contractor shall vacuum and thoroughly clean to restore the resilience of all government furnished area rugs on a daily basis. Upon vacuuming, all area rugs shall be free of all visible litter and soil to include paper clips and staples. The contractor shall also shampoo, extract, or steam clean all government furnished area rugs utilizing a wet/dry shampoo machine or steam cleaner on a quarterly basis or as determined by the COR/QAE. The contractor shall utilize spot pre-cleaning methods and subsequent removal of foreign materials/residue from area rugs. Area rugs shall be spot cleaned (4 square foot area or less), on a daily basis as required between scheduled quarterly cleanings, or as determined by the COR/QAE. Cleaning shall be in accordance with available manufacture recommended methods to remove spills/spoilage. The contractor shall remove all spots, dirt, film, water soluble, and petroleum base stains. The contractor shall provide a schedule or report of services to the COR for area rug shampooing, extracting, or steam cleaning approximately two weeks in advance of the start date for approval/disapproval. Upon shampooing, extraction, steam cleaning, or spot cleaning, the contractor shall ensure area rugs are restored to resilience. The contractor shall perform service throughout the facilities year round (12 months).
2.3 Lavatory Services (Objective 3). The objective is for the Contractor to provide lavatory services for school and office facilities, including all elementary, Community Superintendent Offices (CSO) and associated spaces which shall result in a clean, healthy, neat, and professional environment at those facilities.

2.3.1 Clean and Disinfect Restroom. (Monday through Friday)
The contractor shall completely clean, sanitize, and disinfect washable surfaces of sinks, toilets, urinals, fixtures, partitions, dispensers, stalls, stall doors, entry doors, handles, kick plates, ventilation grates, metal guards, and all wall surfaces to include grout. The contractor shall use deodorizers/blocks, in toilet bowls and urinals to reduce/eliminate odors.
2.3.2 De-scaling. (Monday through Friday)
The contractor shall de-scale all sinks, toilets and additional washable surfaces to remove the hard deposit formed by chemicals in water. Currently, our new schools do not require de-scaling but may require this service during the performance period of this contract.
2.3.3 Sweep and Mop Restroom Floors. (Monday through Friday)
The contractor shall sweep and mop restroom floors. Once floors have been swept, they shall be mopped with a detergent, water, and bleach solution to sanitize and disinfect them. WET FLOOR signs shall be posted in all areas having received service in order to avoid mishaps. All easily movable items shall be relocated to maintain floors beneath them and returned to their original position once service has been completed. The contractor shall not place unsanitary items such as furniture, chairs, mats/rugs, and trash receptacles on counter tops/sinks.
2.3.4 Mop water disposal/mops and buckets. (Monday through Friday) The contractor shall ensure that all mop water is disposed of only in areas designated by the COR. Mops/buckets shall be stored in janitor closets when not in use. Mops shall be hung head down on contractor provided mop racks and shall not touch the floor. Separate mops shall be used for specific areas with mops being color coded by use (children’s/general areas, cafeteria/kitchen, and restrooms). The same color- coding system shall be used for all buildings.
2.3.5 Restock Restroom Supplies. (Monday through Friday)
The contractor shall ensure that paper towels, hand soap, and toilet paper dispensers are to be fully stocked. The contractor shall provide 2-ply toilet paper. Additional supplies shall be stored in designated storage areas, no overstocking shall be allowed. If supplies run out, the contractor shall be required to refill the dispenser immediately upon discovery/notification. Wastepaper receptacles will be emptied; paper towels, soap, toilet paper, sanitary napkin, and paper toilet seat covers dispensers will be serviced.
2.3.6 Remove Restroom Trash. (Monday through Friday)
The contractor shall empty all trash receptacles returned them to their original position. Boxes, cans, and paper placed near a trash receptacle marked TRASH shall be removed. Soiled or torn plastic trash receptacle liners shall be replaced at time of service. Trash shall be disposed of in secured plastic bags and placed in the appropriate outside dumpster/compactor. Trash that has fallen inside the facility or onto the grounds during removal shall be retrieved by the contractor.
2.3.7 Glass/Plexiglas/Mirror/Window Cleaning. (Monthly)
The contractor shall clean all glass, plexiglas, mirrors, windows, frames, casings, and sills. The Contractor shall clean interior and exterior windows and adjacent areas, including window sashes, sills, woodwork, and other surroundings of glass, to ensure all surfaces are free of all dirt and windows provide a clean, streak- free, smudge-free and mark-free appearance regardless of height.
2.4 Cafeteria Services (Objective 4). The objective is for the Contractor to provide cafeteria services for school and office facilities, including all elementary schools and Community Superintendent Offices (CSO), and associated spaces which shall result in a clean, healthy, neat, and professional environment at those facilities.
Frequency. Frequencies associated with this objective are established by the respective tasks stated below. Each task establishes the Contractor’s course of action to meet the overall objective effectively and efficiently.
Performance Standard. Performance standard for services rendered under this objective is based on adhering to the established performance frequencies. The Contractor shall complete all daily tasks no later than 2100 each day. Acceptable quality levels are outlined in the Performance Requirements Summary.
The tasks listed below are provided to help the contractor in gaining a better understanding of the requirements in order to successfully meet the objective. The tasks are not all inclusive, and the contractor is expected to develop the total solution for meeting all the requirements of the objective in accordance with a performance-based approach.
2.4.1 Clean and Disinfect Cafeteria. (Monday through Friday)
The contractor shall completely clean, sanitize, and disinfect all washable surfaces, fixtures, entry doors, handles, kick plates, ventilation grates, HVAC units, frames, casings, sills, metal guards, and all wall surfaces to include grout. School Kitchen and Dish room areas are excluded from this requirement.
2.4.2 Cafeteria Tables/Cleaning. (Monday through Friday)
The contractor shall ensure that cafeteria tables and seating/chairs have been completely cleaned, and sanitized. The contractor will be required to set-up and take down cafeteria tables for breakfast and lunch meals, and for other events. Cleaning includes wiping off tables and chairs after meal completion, mopping, sweeping, immediately cleaning spills, dumping trays, disposing of trash, and cleaning trash cans. Cleanliness must be maintained during the entire breakfast and lunch period.
2.4.3 Sweep and Mop Floor. (Monday through Friday)

2.4.5 Cafeteria Floor Maintenance. (Monday through Friday)
Floor maintenance shall include but not limited to the techniques of scrubbing, stripping, sealing, waxing, spray buffing, burnishing, and finishing of all uncarpeted floor areas as described in 3.2, to include restrooms, unless otherwise stated. All items (i.e., chairs, file cabinets, trash receptacles, mats/rugs, and tables, etc.) shall be moved then returned to their original position once service has been completed. After floors have been thoroughly serviced, the contractor shall apply an even coating of non-skid floor finish.
2.4.6 Remove Cafeteria Trash. (Monday through Friday)

2.5 Transition (Objective 5). This objective requires the Contractor to develop, submit and implement comprehensive procedures to ensure the seamless transition to the level of service prescribed and within the time allowed under the terms of the contract during the transition-in/transition-out periods. To minimize any decreases in productivity and to prevent possible negative impacts on additional services. The Contractor shall have personnel on board during the required transition-in/transition-out period(s). The transition period shall be thirty (30) days each.
2.5.1 Transition-In. “Transition-In” consists of the period of time between contract award and the start date of operational performance. During the transition-in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services within 30 days of award of this contract. The Contractor’s management personnel will be permitted to observe any on-going operations as approved by the COR.
During the transition-in, the Contractor at a minimum shall:
2.5.1.1 Establish a Contractor’s project management point of contact to coordinate transition-in tasks with the Government
2.5.1.2 Provide updates to the Transition-In Plan proposed in response to the solicitation within ten (10) business days after contract award
2.5.1.3 Recruit and hire necessary personnel
2.5.1.4 Obtain all required certification and clearances, including and badging
2.5.1.5 Attend post-award meetings
2.5.1.6 Work with the current Contractor for facility turnover
2.5.1.7 Accomplish WMS (Asset Essentials) Training provided by DoDEA. Training will include use of the Work Order Management Flow Chart for guidance on execution of Work Orders. More in depth WMS training is commercially available at Contractor’s expense.
2.5.1.8 Establish services and provide addresses and phone numbers to Contracting Officer (KO) and COR thirty (30) calendar days after award. This includes providing a roster with emergency contact numbers of key personnel. Updates of this information shall be provided to the COR and KO throughout the life of the contract.
2.5.2 Transition-Out. “Transition-out” consists of the period of time between award of a follow-on contract to a different Contractor and the final date of operational performance under the current contract. During the transition-out, the Contractor shall continue to provide all services, provide full access to Government facilities and equipment (if any) to the incoming Contractor and take all actions necessary to smoothly transition from the current contract.
During the transition-out, the Contractor as a minimum shall:
2.5.2.1 Establish a Contractor’s project management point of contact to coordinate transition- out tasks with the Government
2.5.2.2 Provide a Transition-Out Plan no less than thirty (30) days prior to the start of the transition-out period
2.5.2.3 Provide necessary documentation and information to incoming Contractor on the facilities, grounds, etc.
2.5.2.4 Provide facility handoff, key control, and any security issues. All keys are required to be turned over within 3 business days of completion of the previous contract
2.5.2.5 Retain staff devoted to each task or activity and time allocation for each to ensure that sufficient, qualified, and properly trained personnel are available to accomplish all contractual requirements until the end of the transition-out.
3. Constraints.
3.1. Hours of Operation. The core school support hours are between 0730 and 1700 Monday to Friday, except federal holidays. Services may be provided at other times as required by the work. This is at the Contractor’s discretion and at no additional cost to the Government. The contractor shall establish the following cleaning schedule to ensure adequate manpower is maintained for the completion of all work requirements. This scheduling methodology shall make the best utilization of the contract personnel and so not to disturb classroom instruction.
Day Shift: Begins at 6:30am: A minimum of two (2) custodial workers at each school, excluding Federal Holidays.
Evening Shift: Ends at 9:00pm: Sufficient custodial workers to perform the cleaning requirements and to ensure all requirements have been met per the daily cleaning schedules, excluding Federal Holidays.
Closing School Facilities The contractor shall ensure all school entries are locked at the end of the school day prior to contractor personnel leaving their end of duty/shift. The contractor shall ensure all exterior doors and windows are locked and secure, which entails performing a walk around to make sure all windows and doors are closed and secured from the outside and activating the alarm system if available.
Opening School Facilities The contractor shall ensure school main entry is unlocked one (1) hour prior to normal operating hours, which entails deactivating the alarm system if one is provided.

Hours of Operation Other Than Normal: In performance of this Award, the Contractor shall, on occasion, work other than normal hours to meet project requirements. In addition, some tasks may require support on the weekends (Saturday & Sunday) during special events. Work outside regular duty hours is required to accomplish work; to avoid shutdowns; to avoid discomfort, inconvenience, or safety hazards to personnel; and to respond to security violations. Contractor personnel may be allowed to work outside of the normal hours to meet contractual requirements upon prior written approval from the COR. The Contractor shall request and receive written permission from the COR prior to working other than normal hours.
During Construction Projects. The contractor shall provide continued housekeeping services for those activities relocated to alternate work sites (within the facility and/or the immediate area) due to construction.
3.2. Severe Weather and Increased Threat Condition Levels (Closures). If any DoDEA Europe facilities are officially closed, a delayed opening / early departure is announced, or when the threat conditions are increased to the point where Contractor employees are unable to access the military installation, Contractor employees will not work at the affected locations during these times unless notified by the COR.
Decisions regarding closings or adjusted schedules will be publicly announced. It is the Contractor's responsibility to monitor information regarding inclement weather and increased threat conditions, ensure that their employees are appropriately notified, and coordinate with the COR. The COR will provide the current website and guidance utilized for communicating this information upon request.
3.2.1. School Closures and Breaks. The DoDEA Fort Stewart school calendar is located at:

3.2.2. School Vacation Breaks. Fort Stewart School Year Calendar will be provided to PM within 10 days prior to the start of school year.
3.2.3. School Classroom Interruption. Any planned disruption of classroom activity shall be coordinated in advance with the COR. This includes scheduled activities in playgrounds, athletics fields, and designated areas.
3.2.4. School Closure
3.2.4.1. In the event the school superintendent determines it necessary to close the schools due to adverse weather, an installation or local disaster, security problems, or any other event, the COR will contact the contractor’s PM. The contractor is responsible for the notification of its personnel.
3.2.4.2. Generally, services to be performed under the contract have been determined to be non-essential for performance during a crisis; however, some services may be required as determined by the COR. In the event this situation occurs, the COR will notify the contractor’s PM.
3.3. Personnel. The Contractor shall provide adequate numbers of qualified personnel to assure quality performance of the services required by this contract. Furthermore, the Contractor shall provide all necessary management, oversight, direction, and supervision for all work under the contract, to include all matters pertaining to work identification, performance of services and delivery of data, employee hiring, orientation and training, utilization, payment, and administration, purchasing and subcontracts, and establishment and maintenance of records. All on-site supervisors/leads shall have the ability to read, write and speak the English language at a level of fluency that allows for clear communication.
3.3.1. Program Manager. The Contractor shall provide a Program Manager dedicated to this contract who acts as the overall manager and central point of contact with the Government for work performed under this contract. The Program Manager shall be fluent in writing, reading, speaking, and understanding the English language and shall be fully capable of conducting in-depth technical and non-technical conversations concerning their work and be able to convey those technical and non-technical discussions into easily understandable and grammatically correct written documentation.
Another individual or individuals shall be designated to act for the Program Manager in his/her absence. Notification of such designation shall be furnished to the Government. The Program Manager or designated alternate will have full authority to commit the Contractor to immediate action on matters pertaining to this contract's administration. At a minimum, the Program Manager shall possess a cell phone and email address for communication with Government personnel during normal business hours. Furthermore, the Program Manager shall be available to communicate with the Government outside of normal business hours for emergency purposes.
3.3.2. Supervisors. The Contractor shall provide Supervisors dedicated to this contract to ensure work performed under this contract meets the Government’s needs and requirements. The Supervisors shall be fluent in writing, reading, speaking, and understanding the English language and shall be fully capable of conducting in-depth technical and non-technical conversations concerning their work and be able to convey those technical and non-technical discussions into easily understandable and grammatically correct written documentation.
3.3.3. Key Personnel. The Program Manager and other proposed key personnel are considered essential to the work being performed under this contract. Before removing, replacing, or diverting any of the listed or specified personnel, the Contractor shall: (1) Notify the KO and the COR within (3) three business days; (2) submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on this contract; and (3) obtain the KO's written approval. Notwithstanding the foregoing, if the Contractor deems immediate removal or suspension of any member of its management team is necessary to fulfill its obligation to maintain satisfactory standards of employee competency, conduct, and integrity, the Contractor may remove or suspend such person at once, although the Contractor shall notify KO and the COR prior to or concurrently with such action.
The Contractor shall request military installation pass access from DoDEA for any replacement personnel and immediately pull the installation pass of personnel being dismissed or suspended from the contract. All passes that are pulled from contracted employees or subcontractors by the Contractor shall be turned over to the COR within one (1) business day or secured until turn-over can be accomplished. The COR will then return the passes to the installation authority.
3.3.4. Personnel List. Thirty (30) days after contract award and within five (5) business days of updates to the Contractor Personnel List, the Contractor shall provide a list of all personnel to perform services under this contract. The Contractor shall identify points of contacts for each school/region for duty and non-duty hours. The list shall include personnel name, telephone number, email address and assigned work area.
Furthermore, the Contractor Personnel List shall include an Emergency Contact Roster including telephone number of key emergency and on-call personnel to the DoDEA Facilities Division, local DSO, COR, and KO.
3.3.5. Personnel Conduct and Appearance. The Contractor shall provide professional and responsive service that:
1. Delivers high quality and responsive service to every customer
2. Projects positive attitude and proactive assistance
3. Treats everyone with courtesy and respect
4. Honors commitments and agreed upon deadlines
5. Is not disruptive to students, faculty, or other facility occupants During performance of this contract while in Government (School and Office) facilities, Contractor employees shall NOT under any circumstances:
1. Use verbal assault, foul language, personal or racial insults, or threats of personal violence, or comment on the personal appearance of students and Government employees.
2. Engage in any conduct of a sexual nature, verbal or physical, to include reading or display of nudity or pornographic material.
3. Engage in physical contact with students and Government employees, except as required for reasons of safety, first aid, or CPR. Show verbal or physical affection toward students or Government employees or take photographs of them.
4. Report for work under the influence of or impaired by alcohol, drugs, or medications which may affect the ability to perform safely under this…
