Statement of Work IE 150 St. Stephens Indian School

Perimeter Fence Installation August 23, 2024

A. GENERAL

1. Purpose:

St. Stephens Indian school is seeking the services of a qualified contractor for the construction of a perimeter fence located at 128 Mission Road, St. Stephens, WY, 82524. The selected Contractor shall be responsible for providing all necessary services, including but not limited to selective design, construction, installation, and supervision, in accordance with the requirements outlined in this statement of work, along with the contract terms, conditions, specifications, and any specific requirements.

It is imperative that the Contractor adheres to all relevant codes, including architectural, civil, structural, mechanical, electrical, plumbing, and other applicable codes as determined by BIA/BIE. All work performed must conform to the prescribed Codes and Standards, ensuring safety, quality, and compliance of the project.

The purpose of this Statement of Work (SOW) is to invite proposals from potential contractors for the work required at this location. It is important to note that this SOW does not constitute an award or a commitment to award the project. Instead, it serves as an initial step in the procurement process, allowing interested parties to submit their proposals for consideration. The final selection and award of the contract will be based on a thorough evaluation of the received proposals and compliance with all relevant procurement procedures and criteria.

2. Project Location:

St. Stephens Indian school is situated in the city of St. Stephens, Wyoming.

3. Definitions and Acronyms:

See ASTM F552, “Standard Terminology Relating to Chain Link Fencing” for a complete list.

“ADAABAAG” means “Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines”.

“A-E” refers to the Architectural and/or Engineering firm. “AHJ” refers to the Authority Having Jurisdiction

“ASTM” refers to the American Society for Testing and Materials.

“BIA” refers to the Bureau of Indian Affairs.

“BIE” refers to the Bureau of Indian Education.

“CO” refers to the BIA or BIE Contracting Officer.

“COR” refers to the Contracting Officer’s Representative.

“Design Handbook” refers to the current edition of the BIA School Facilities Design Handbook.

“DOI” refers to the U.S. Department of the Interior.

“DSRM” refers to the “Division of Safety and Risk Management” which is the Authority Having Jurisdiction and located in Albuquerque, NM.

“Plan Review Procedure” refers to the October 10, 2012, Rev. No. 8, “Safety, Health and Accessibility Design Guidelines for Architects, Engineers and Design Firms”.

“SOW” refers to Statement of Work.

B. CODES AND STANDARDS:

Incorporation by reference –

The referenced portions of all documents and publications (such as manuals, handbooks, codes, standards and specifications) issued by any technical society, trade or professional organization or association, or regulatory or governmental authority which are cited in this statement of work for the purpose of establishing requirements applicable to equipment, materials or workmanship under this contract, shall be deemed to be incorporated herein as fully as if printed and bound with the specifications of this contract, in accordance with the following: Wherever reference is made to any such document, the Contractor shall comply with the requirements set out in the edition specified in this contract, or if not specified, the latest edition or revision thereof, as well as the latest amendment or supplement thereto, in effect on the date of the solicitation for this project, except as modified by, as otherwise provided in, or as limited to type, class or grade, by the specifications of this contract.

Copies to be provided by Contractor - The Contractor shall have available online and at the Project site, for inspection and reference by the COR, a copy of each manual, handbook, code, standard or specification which is incorporated by reference in this SOW and which governs quality and workmanship

The Contractor shall provide a multi-disciplined team to furnish the services required to complete the work. Each responsible team member must be knowledgeable of and provide work in compliance with the most current editions of all applicable codes, standards, design handbooks, plan review procedures, and guidelines as adopted by BIA.

Where applicable, the Contractor shall adhere to all federal and state statutes pertaining to archaeological, historical, and environmental clearances which may affect this project. Strict adherence to the National Environmental Protection Act (NEPA) and the National Historic Preservation Act (NHPA), Section 106, will be mandatory.

D. SCOPE OF WORK:

1. Site Assessment:

a. Conduct a thorough site assessment to ascertain precise perimeter dimensions and determine the necessary materials for the fence installation. Verify layout information for chain-link fences and gates.

Verify dimensions by field measurements.

2. Fence Design and Materials:

a. Develop a comprehensive fence design that prioritizes the school's security requirements while ensuring an aesthetically pleasing appearance.

b. Select top-quality, durable materials capable of withstanding wear, harsh weather conditions, and potential vandalism. Materials must comply with ASTM F1043, ASTM A1011, ASTM A491, ASTM A392, ASTM F668, and ASTM C94 standards. Federal Specifications RR-F-191k/1D Fencing, Wire and Post Metal (Chain-Link Fence Fabric), Type IV, Class B.

c. Integrate gates and access controls seamlessly into the fence design.

3. Site Preparation:

a. Clear the designated area of any obstacles or debris within the perimeter fence zone.

b. Execute precise excavation and leveling of the perimeter area where the fence will be installed.

c. Establish any necessary foundations or support structures for the fence, in compliance with ASTM F900.

4. Perimeter Fencing Specifications:

1. 1,672 linear feet of black vinyl coated fencing shall be installed in accordance with manufacturers’ specification.

2. Fence fabric shall be six (6) feet high, black, vinyl-coated 9-gauge wire with 2” mesh. Fence Fabric shall be installed in accordance with ASTM 567 and comply with ASTM A392, with zinc coating applied to steel wire before weaving according to ASTM A817.

3. Framework shall be standard weight, Schedule 40, hot dip galvanized round steel pipe complying with ASTM F 1083. Comply with ASTM F 1043, Material Design Group IA, external and internal coating Type A, consisting of not less than 1.8 oz./sq. ft. (0.55-kg/sq. m) zinc; and the following requirements:

A. Corner, End and Pull Posts shall be equivalent to a minimum of 73 mm (2-7/8 inch) O.D galvanized Schedule 40.

B. Pull posts shall be used at all abrupt changes in grade and at intervals no greater than 152 meters (500 feet). On runs over 152 meters (500 feet), pull posts shall be evenly spaced between corner and end posts.

C. Line Posts shall be a minimum of 60.3 mm (2-3/8 inches) O.D galvanized Schedule 40 steel pipe.

Posts shall be spaced equidistant in the fence line with a maximum spacing of 3 meters (10 feet) on center.

D. Post Brace Rails shall be equivalent to a minimum of 42.2 mm (1-5/8 inches) O.D galvanized Schedule 40 steel pipe. Provide brace rail with truss rod assembly for each gate, end, and pull post.

4. No bottom rail is required. A bottom tension wire is required. Top rail and middle rails are required.

5. For framework installation, all posts shall be set plumb in concrete footings in accordance with ASTM F567. Minimum footing depth shall be per manufacturer’s recommendations, but no less than 1 meter. Minimum footing diameter shall be per manufacturer’s recommendations, but no less than 300 mm (12 in.). For swing gate posts, the foundation diameter shall be not less than 450 mm (18 in.). Top of concrete footing shall be at grade, crowned to shed water away from the post.

A. Fabric shall not be attached to posts until the concrete footings have cured for at least five days.

B. Tension wire: Shall be installed 100 mm (4 in.) up from the bottom of the fabric and 100 mm (4 in.) down from the top of the fabric. Tension wire shall be stretched taut, independently and prior to the fabric, between the terminal posts and secured to the terminal post using a brace band. Secure the tension wire to each line post with a tie wire.

C. Post Bracing Assemblies shall be Installed according to ASTM F 567, maintaining plumb position and alignment of fencing. Install braces at end and gate posts and at both sides of corner and pull posts. Locate horizontal braces at two-thirds fabric height on fences without top rail. Install so posts are plumb when diagonal rod is under proper tension.

6. Two pedestrian locations swing gates in accordance with ASTM F900 Specification for Industrial and Commercial Swing Gates.

A. Match gate fabric to that of the fence system.

B. Swing Gate Height x Width - 6 feet height x 4 feet width nominal.

C. Gateposts shall be a minimum of 73mm (2-7/8 inch) O.D hot dip galvanized Schedule 40 steel pipe, complying with ASTM F1083.

D. The swing gate shall be galvanized steel welded fabrication, in compliance with ASTM F900. Gate frame members shall be a minimum of 48.3 mm (1.90 in.) O.D. schedule 40 galvanized steel pipe, in compliance with ASTM F 1083.

E. Frame members shall be spaced no greater than 2.44 meters (8 ft.) apart vertically and horizontally.

F. Protect welded joints by applying zinc-rich paint in accordance with ASTM Practice A780.

G. Provide hinges, latches permitting operation from both sides of gate, and keepers for each gate leaf. Fabricate latches with integral eye openings for padlocking; padlock shall be accessible from both sides of gate.

H. For swing gate posts, the foundation diameter shall be not less than 450 mm (18 in.). Top of concrete footing shall be at grade, crowned to shed water away from the post

7. The five (5) vehicular access locations shall be rolling gates in accordance with ASTM F1184 Specification for Industrial and Commercial Horizontal Gates. There shall be a double rolling gate near the Visitor Entrance.

8. Top rail shall be 1 5/8 inches o.d. black coated steel pipe, weighing 2.30 lbs. per ft. of 21 ft. lengths joined by 6 inches long outside sleeves, black coated, rail to run continuously along top offence.

Bottom and intermediate rails, if required, shall conform to the same as top rail and joined at line posts with black coated boulevard clamps.

9. Line posts shall be 2 1/2 inches o.d.; they shall be black coated by the fusion-bond method.

10. Gate frames shall be made of 2 1/2 inches o.d. black coated steel pipe. Gates shall be welded at the corners to form a rigid panel. Frame shall be filled with vinyl-clad chain link fabric of the same gauge and color as used for the fence and fastened with resin clad fittings.

11. Truss rods of 3/8 inch diameter steel with turnbuckles shall be constructed in both diagonal directions on each gate.

12. All gates shall have 180-degree offset-type hinges with "hold backs" capable of locking gates in the opened position. Center locking latches shall be of the "drop rod" type and center stops shall be of the depressed channel type set in concrete.

13. Top rail pipe shall be 1 5/8 inches o.d.

14. Gate posts for 3 ft to 20 ft. gates shall be 3 inches o.d. Construct "gatekeepers" or gate "holdbacks" on each gate. Gate posts for the 20 ft. gate, with 10 ft. leafs, shall be made of 4 inches o.d. Gate posts for gates greater than 20 ft. with heights greater than 6 ft., shall be made of 6 5/8 inches o.d.

15. Cantilever Gates maximum single gate opening width of 30’ (double gate width of 60’).

16. The depth of the post shall be 3 feet.

17. Gates shall be equipped with a positive strongarm latching device that accommodates padlocking.

To secure gates in an open position, a plunger rod, catch, and semi-automatic outer catch shall be installed on drive gates. The facility manager and COR shall approve the hinges, latches, and catches.

18. Fence posts shall be installed with a maximum of 6 inches of clear opening from end posts to buildings, fences, property lines, or other structures.

19. Install gates level, plum, and secure for full opening without interference. Attach hardware using tamper-resistant or concealed means. Adjust hardware for smooth operation and lubricate where necessary.

20. The Cantilever Slide Gates shall be SECURE-TRAC® model or brand equivalent, manufactured in accordance with ASTM F 1184 Type II Class 2, and compliant with UL-325 and ASTM 2200 standards.

The gate frame shall be constructed from black coated steel for superior strength and durability. All square steel members shall be 2" x 2", weighing 0.94 lb/ft (1.39 kg/m). The entire frame shall be welded to a one-piece top track. The bottom rail shall be 4" x 2", weighing 1.71 lbs./ft (2.54 kg/m).

Cantilever gates: Maximum single gate opening width is approximately 30 feet.

21. The Pedestrian Swing Gate System shall be designed as an exterior security swing gate. The swing gate(s) shall be pre-assembled, pre-hung and tested at the manufacturer’s location.

22. The vinyl covered wire shall withstand an accelerated aging test of a minimum of 2,000 hours at 145 degrees F.(63 degrees C.), without any cracking or peeling and shall exhibit a maximum shrinkage of 1/16 inch per 12 inches. The vinyl clad chain link fabric wire shall withstand a mandrel bend test (10 X o.d. on wire at minus 50 degrees C) without cracking.

23. The vinyl coating shall be a self-extinguishing character and have an average tensile strength of 3300 psi, elongation of 275%, high abrasion resistance, maximum deformation of 15% at 120 degrees c (UL test laboratory.

24. Steel pipe shall conform to the current requirements of ASTM Designation A 53, Schedule 40, plain end. Steel pipe shall be hot dipped galvanized after fabrication in accordance with the current requirements of ASTM Designation A 123.

5. Or-Equal Clause:

References in the Specifications/Statement of Work to materials, products, or equipment by trade name, make, or catalog number, or to specific processes, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may propose for approval or rejection by the Contracting Officer the substitution of any material, product, equipment, or process that the Contractor believes to be equal to or better than that named in the Specifications/Statement of Work, unless otherwise specifically provided in this contract.

Framework, posts, rails, fabric, and fittings for chain-link fence system shall be manufactured and supplied by:

6. Material Specifications:

A. Framework: SS 40 conforming to Standard Specification ASTM F1043, Group IC galvanized before forming product shall be minimum G-210 (M653)

1. High-strength steel conforming to ASTM A1011.

2. O.D. coating Type B and I.D. coating Type D.

3. Black Polyester color coating required per ASTM F1043.

B. Fabric Options: The fabric will be 9-gauge wire with a breaking strength of 1290 pounds woven in a 2" diamond mesh. The top selvage will be twisted and barbed, and the bottom selvage will be knuckled unless otherwise specified.

1. Black vinyl coated fabric shall be manufactured in accordance with ASTM A392 and coated before weaving. The height of fabric shall be 72 inches. The coating thickness shall be equivalent to that provided by 40 ounces of coating material per square foot of surface area. The steel wire and coating shall conform to relevant ASTM standards for vinyl-coated chain link fabric.

2. Black vinyl-coated fabric shall be coated before or after weaving in accordance with ASTM F668, Class 2b or AASHTO M181, Type IV, Class B fused. The color shall be fusion bonded to the wire. The color shall be black and shall comply with ASTM F934.

3. The black vinyl color-coated fabric must meet the ASTM F668 Standard Specification for PVC and other Organic Polymer-Coated Steel Chain-Link Fence Fabric.

7. Concrete Mix:

A. Contractor shall provide air-entrained concrete conforming to ASTM C94 with a minimum compressive strength of 2500 psi for corner posts, pull posts, and gate posts. 75 mm (3-inch) slump, and 25 mm (1-inch) maximum size aggregate. Air entrainment is recommended and should be consistent with local soil conditions. If hand-mixing concrete on-site, the Contractor must submit a mix design for approval.

8. Components:

A. Rails and Braces: 1-5/8" O.D.

B. 2 pedestrian swing gate, 4 vehicular rolling gates: Per ASTM F 900.

C. Fittings, Tie Wires, and Hog Rings: Per ASTM F626.

D. Tension Wire: Per ASTM A824. (If required) Color coated to be per ASTM F1665.

9. Installation:

A. General: Verify the layout information for chain-link fences and gates shown on Shop Drawings in relation to property survey and existing structures. Verify dimensions by field measurements.

Installation to conform to ASTM F567.

B. Install fabric to outside of the framework. Attach fabric to the terminal post by threading the tension bar through the fabric; secure the tension bar to the terminal post with tension bands and 7.94 mm (5/16 in.) carriage bolts spaced no greater than 305 mm (12 in.) O.C. Chain link fabric shall be free of sag, and secured to the line post with tie wires spaced no greater than 300 mm (12 in.) O.C. Secure fabric to the tension wire with hog rings spaced no greater than 450 mm (18 in.) O.C. Fabric shall be pulled tight so that the maximum deflection of the fabric is 50 mm (2 in) when a 22.5 kilograms (50 pounds) pull is exerted perpendicular to the center of the panel. Tie wire shall be wrapped 360 degrees around the post or rail and the two ends twisted together three full turns. Excess wire shall be cut off and bent over to prevent injury. The bottom of the fence fabric shall meet the finished grade such that it prevents surreptitious human entry.

C. Post Spacing: Space line posts at intervals not exceeding ten feet.

D. Post Setting: Set terminal, gate, and line posts plumb in concrete footings. The top of the footing should be 2" above grade and sloped to direct water away from the posts.

E. Brace Gate and terminal posts back to adjacent line posts with horizontal brace rails and diagonal truss rods.

F. Top Rail: Install through-line loop caps connecting sections with sleeves to form a continuous rail between terminal posts.

G. Bottom / Middle Rail: Install between posts with line rail clamps or rail ends and bands.

H. Fabric: Pull fabric taut with bottom selvage 2" above grade. Fasten to terminal posts with tension bars threaded through the mesh and secured with tension bands at maximum 15" intervals. Tie to line posts and top rails with tie wires spaced at a maximum of 12" on posts and 24" on rails. Attach to bottom/top tension wire with hog rings at maximum 24" intervals.

I. Installation of swing gates shall be in compliance with ASTM F 567. Direction of swing shall be inward.

Gates shall be plumb in the closed position having a bottom clearance of 75 mm (3 in.) above grade. The ground under the swing arc shall be graded to allow for operation.

J. Fasteners: Install nuts for fittings, bands, and hardware bolts on inside of fence. Carriage bolts used for fittings shall be installed with the head on the secure side of the fence. All bolts shall be peened over to prevent removal of the nut.

K. The fence shall be grounded every 100 meters (110 yards) by a 6-foot ground rod connected to the fence fabric with grounding clamps and number 10-gauge wire.

10. The contractor shall arrange for the following as needed:

a. A secure staging area for storing equipment, materials, tools, and supplies, as the contractor shall have sole liability for said items.

b. Access to and provision of utilities as needed for design and construction.

c. The contractor will immediately notify the facility manager and contracting officer of any and all issues that may result in a project delay and/or impact work quality or safety.

d. The contractor will provide all labor, materials, equipment, accessories, etc., required for the project.

All materials and equipment furnished for this job shall be in current production and shall be of quality material. Used, shopworn, demonstrator, prototype, reconditioned, or discontinued equipment or materials are not acceptable.

e. All work will be performed in accordance with current applicable codes. The contractor will be responsible for obtaining all necessary permits.

f. The contractor is responsible for the removal and disposal of parts in accordance with local, state, and federal regulations, and the contractor will provide all the necessary equipment, labor, and materials to safely accomplish said removal and disposal. The contractor will recover and dispose of the parts per EPA guidelines.

g. All goods and/or services shall comply with applicable OSHA regulations in effect at the time goods are shipped and/or the service is performed. Material Safety Data Sheets

h. Material Safety Data Sheet (MSDS) are required in accordance with applicable regulations. MSDS must be left on site immediately after goods and/or services have been provided.

I. All installations will be in accordance with the manufacturer’s recommendations.

j. The contractor is responsible for removing all construction and packing debris from the work site and keeping a clean, safe work area at all times.

k. If hazardous materials are encountered during execution of the contract, the contractor will be responsible for removing and disposing said materials in accordance with federal, state, and local statutes and codes. The contractor will provide BIE with appropriate documentation regarding the disposal of said hazardous materials as requested or required.

m. Safety signs, barricades, and/or other materials will be erected by the contractor to warn visitors and staff away from work areas. The safety of visitors, staff, and contractor’s employees shall be a priority and shall be the responsibility of the contractor.

n. The contractor must notify BIE in advance of work that may be disruptive to normal operations and parking lot traffic flow. Any shutdown of service and/or utilities must be approved and scheduled with

BIE.

o. The contractor is responsible for providing written documentation to BIE for any work that may affect BIE’s warranties or existing equipment. Written documentation must be provided and approved prior to the commencement of work.

p. The contractor will be held liable for the cost of repair or replacement of structures, utility systems and any other parts of the facility damaged by the contractor’s acts of negligence or lack of full adherence to the requirements of the Scope contained herein. The contractor will be held liable for the cost of repair or replacement of building components and/or vehicle(s) damaged by falling/flying equipment and/or debris.

q. The contractor is responsible for the start-up and commissioning of all replaced parts. All systems must be fully functional and operational after installation. If follow-up work is required to correct installation, BIE shall not be charged.

r. All material installed under the specifications of this SOW shall be subject to testing by the COR. Any material so inspected and found to be not in strict conformance with this specification shall be promptly removed and replaced by the Contractor at his or her expense.

s. The contractor will train key BIE staff in the operation and general maintenance of the perimeter fence and any new equipment. Prior to leaving the job site, the contractor shall provide BIE with all manufacturers' warranty documents upon completion of installation and training.

t. The contractor will respond to inquiries within twenty-four (24) hours and will service any non-working units on the day of the call during the warranty period. BIE will not be responsible for any additional costs to repair or replace the new perimeter fence or parts that are still under warranty; the contractor is responsible for all liability.

u. Unless otherwise specified, the contractor shall unconditionally guarantee the labor and the materials used in performance of this contract within the specified guidelines and recommendations of the manufacturer’s warranty. If any defects or signs of deterioration are noted which in BIE’s opinion are due to faulty workmanship or materials, the contractor shall be notified and shall make the necessary repairs to correct any deficiency in the system at the contractor’s expense.

v. The manufacturer must be a United States-based company with U.S. manufacturing facility/facilities specialized in producing chain link fence products and must have a minimum of 5 years of experience in the field.

x. The fence contractor must be a company with a proven track record of successfully installing similar projects and products, adhering to ASTM F567 standards, and possessing a minimum of 5 years of relevant experience.

y. Tolerances must adhere to the current published edition of ASTM specifications. In case of conflicting tolerances, ASTM specification tolerances will take precedence.

11. Submittals:

A. Shop drawings: Provide a site plan showing layout of fence location, with dimensions, location of gates and opening sizes, cleared area, elevation of fence, gates, footings, and details of attachments.

B. Product Data: Provide manufacturer’s material descriptions, construction details, dimensions of individual components and profiles, and finishes for the following:

1. Fence and gate posts, rails, and fittings.

2. Chain-link fabric, reinforcements, and attachments.

3. Gates and hardware.

C. Samples: Color selection for vinyl finishes. If requested, samples of materials (e.g., fabric, wires, and accessories).

D. Mill Certificates conforming to ASTM F1043 (06), Part 8.1.4 – Adhesion Testing

1. Test Results shall be provided before material is shipped to site.

2. Minimum (3) random tests for each post size specified

E. Domestic certifications: Material certifications, made in U.S.A., Buy American Act or Buy America when required.

F. Provide signed manufacturer’s material certification that products are in compliance with the current ASTM standards.

12. TASK DESCRIPTION:

The contractor shall perform the following tasks and deliverables:

1. Mobilization to the St. Stephens Indian school site.

2. A secure staging area for storing equipment, materials, tools, and supplies, as the contractor shall have sole liability for said items, and access to and provision of utilities as needed for design and construction.

3. The contractor will immediately notify the facility manager and contracting officer of any and all issues that may result in a project delay and/or impact work quality or safety.

4. The contractor will provide all labor, materials, equipment, accessories, etc., required for the project.

All materials and equipment furnished for this job shall be in current production and shall be of quality material. Used, shopworn, demonstrator, prototype, reconditioned, or discontinued equipment or materials are not acceptable.

5. All work will be performed in accordance with current applicable codes. The contractor will be responsible for obtaining all necessary permits.

6. The contractor is responsible for the removal and disposal of parts in accordance with local, state, and federal regulations, and the contractor will provide all the necessary equipment, labor, and materials to safely accomplish said removal and disposal. The contractor will recover and dispose of the parts per EPA guidelines.

7. All goods and/or services shall comply with applicable OSHA regulations in effect at the time goods are shipped and/or the service is performed. Material Safety Data Sheets

8. The Material Safety Data Sheets are required in accordance with applicable regulations. MSDS must be left on site immediately after goods and/or services have been provided.

9. All installations will be in accordance with the manufacturer’s recommendations.

10. The contractor is responsible for removing all construction and packing debris from the work site and keeping a clean, safe work area at all times.

11. If hazardous materials are encountered during execution of the contract, the contractor will be responsible for removing and disposing of said materials in accordance with federal, state, and local statutes and codes. The contractor will provide BIE with appropriate documentation regarding the disposal of said hazardous materials as requested or required.

12. Safety signs, barricades, and/or other materials will be erected by the contractor to warn visitors and staff away from work areas. The safety of visitors, staff, and contractor’s employees shall be a priority and shall be the responsibility of the contractor.

13. The contractor must notify BIE in advance of work that may be disruptive to normal operations and parking lot traffic flow. Any shutdown of service and/or utilities must be approved and scheduled with

BIE.

14. The contractor is responsible for providing written documentation to BIE for any work that may affect BIE’s warranties or existing equipment. Written documentation must be provided and approved prior to the commencement of work.

15. The contractor will be held liable for the cost of repair or replacement of structures, utility systems and any other parts of the facility damaged by the contractor’s acts of negligence or lack of full adherence to the requirements of the Scope contained herein. The contractor will be held liable for the cost of repair or replacement of building components and/or vehicle(s) damaged by falling/flying equipment and/or debris.

13. WARRANTY:

A. Special Warranty: Manufacturer’s standard form in which Installer agrees to repair or replace components of chain-link fences and gates that fail in materials or workmanship within specified warranty period.

1. Failures include, but are not limited to, deterioration of metals, metal finishes, and other materials beyond normal weathering.

2. Warranty Period: 15 years from date of Substantial Completion

14. DELIVERABLES:

1. The Contractor shall review the perimeter fence’s locations, dimensions, details, markings, samples, product data, and other submittals with the COR and facility manager. Submittals shall contain data regarding components, details, and materials that will be used in the project.

2. A copy of the survey, geotechnical report, civil drawings, architectural, mechanical /electrical, and structural drawings prepared by and bearing a Wyoming Professional seal shall be provided to the COR for the applicable related tasks.

3. Furnish Material List and Cost Estimate.

4. Submit all inspection and testing reports to the COR.

5. The Contractor shall perform its own final inspection of the installation with appropriate checklists and submit this to the COR before the government’s final approval.

6. The Contractor’s inspection checklist report shall include how noted items have been addressed and are to be submitted to the CO prior to securing the government’s final approval.

7. The Contractor shall provide all closed out documents, including but not limited to, warranties, operation, maintenance information, etc. as required by the contract.

15. PERIOD OF PERFORMANCE:

The delivery should be completed within 90 calendar days after the contract is awarded, with substantial completion.

16. BACKGROUND INVESTIGATIONS:

The Contractor shall be required to submit to a background investigation. The background check process will include, but may not be limited to, filling out hard copy forms, online forms, fingerprinting, and submitting documentation in a timely manner. The contractor will not be paid for any time associated with this process outside this contract but should include estimated costs in their proposal to meet this requirement. It can take 2-5 weeks for clearance, so it is imperative to start this process as soon as possible.

Typically, the Project Manager and the alternate is to submit paperwork (daily, payroll, testing, and weekly reports). The “Notice to Proceed” will not be issued until the background checks have cleared.

18. FAR CLAUSE:
