About this file
This Statement of Work (SOW) details a design-build project for the VA Northern California Health Care System in Mather, California to construct a 350-space parking structure. The project involves demolishing existing buildings (AB-5, AB-6, AB-7) and a solar array, and requires the design-build contractor to provide comprehensive services including architectural and engineering design, construction, utility connections, and site development. Key project requirements include incorporating four electric vehicle charging stations, designing an anti-suicide protection system throughout the garage, and maintaining two-way traffic around the construction site.
The project is scheduled to take 484 consecutive days, with multiple design submission phases and VA review periods. Critical project objectives include developing a parking structure that meets VA design guides, providing utility connections, performing third-party commissioning, and ensuring minimal disruption to the active hospital campus. The contractor must adhere to strict safety, security, and record management protocols, with design submissions required at 35%, 65%, 100%, and final stages. The project location is the Martinez VA Campus at 150 Muir Road, and the design must accommodate accessibility to surrounding buildings and campus infrastructure.

These phasing requirements shall describe the general sequence of the project work, estimated project duration, and what Government constraints will exist that will influence the Contractor's approach to the construction project. The Contractor shall be responsible for recording the phasing requirements.
Parking impacts, pedestrian traffic, and vehicle traffic should all be considered; the station cannot suffer construction impacts that unduly inhibit patient flow, or the site traffic flow. The VAMC will decide what impacts to the campus and the people will be acceptable and what “unduly” impact the campus, patients, employees, etc.
Submit a phasing narrative and phasing plans (on reduced size plans) within two weeks after each phasing meeting to the VAMC Project Manager. VA will review these submission(s) and return comments to the contractor within three weeks of receipt.
