Statement of Work (SOW)

CBP - EL CENTRO SECTOR

CPC Centralized Processing Center

1. BACKGROUND

Customs and Border Protection (CBP), U.S. Border Patrol (USBP), El Centro Sector has a requirement to secure a canopy located within a parking lot, using commercial grade chain link fence. The enclosure is in support the of the migrant surge.

2. OBJECTIVE

This requirement is to purchase and install commercial grade chain link fence with the intent of enclosing our parking lot canopies. The estimated length of the fencing is 400 liner feet. The contractor shall provide all material and labor to meet the requirements of this SOW.

3. APPLICABLE DOCUMENTS:

3.1 Commercial standards shall be used wherever practicable

3.2 Contractor shall comply with all required Federal, State and Local Laws, licenses and regulations. It is the responsibility of the contractor to be in compliance and current with all applicable laws and licensing requirements.

3.3 It is the responsibility of the Contractor to obtain all required permits prior to commencement.

4. SPECIFIC TASKS:

The contractor will exercise technical direction and control of the labor, supervision, engineering, manufacturing and test efforts required to perform this requirement and coordinate all efforts with CBP. The Contractor shall furnish all supplies, materials, tools and equipment necessary for the performance of the work of this SOW, unless otherwise specified herein.

The contractor shall complete the following tasks as required to comply with this SOW:

• Purchase and install chain link fencing around the perimeter of parking lot canopies.

Estimated at 400 linear feet

• Fencing shall be installed in a matter that is easy to disassemble once it’s no longer needed.

• If using ground sleeves with concrete footings to hold the fence, sleeves must be flush with the pavement.

• The minimum required height of the fencing is 17 feet.

• Fencing must be secured at the top by using the car port C beam with brackets on the inside. Other methods must be preapproved by CBP.

• Install two (2) gates: The main gate will be a will be 4’x8’ and the service gate will be a

12’x12’ double swing gate

• Contractor shall cleanup all materials and construction debris upon job completion.

• Contractor shall repair (or replace) any damage to Government property. Items damaged or destroyed shall be replaced and repaired to the original condition by the contractor at no additional cost to the government.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any Government-furnished equipment or Government-furnished information.

7. PERIOD OF PERFORMANCE:

All work under this SOW shall be completed within 30 days after receipt of order.

8. SECURITY:

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

9. SPECIAL CONSIDERATIONS:

9.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.

9.2 10.1 Environmental Management

In order to comply with federally mandated environmental preference programs and Department of Homeland Security (DHS) "Green Procurement Program" (GPP) policy, US Customs and Border Protection requires the use of environmentally preferable products and services.

These program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products.

These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).
