About this file

This document is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center, Training Directorate, Simulators Division (AFLCMC/WNS) seeking industry capabilities for F-15 training systems support. The RFI covers comprehensive support for training systems across multiple Air Force commands, including Air Combat Command (ACC), Air Education and Training Command (AETC), United States Air Force in Europe (USAFE), and Pacific Air Forces (PACAF). Key support areas include maintenance and aircrew training capabilities for Integrated Aircrew Trainers (IATs), Maintenance Training Devices (MTDs), and Mission Training Centers (MTCs) located at various CONUS and OCONUS bases.

The RFI requires potential vendors to complete a questionnaire (Attachment 2) focusing on capabilities in operations, maintenance, and sustainment (OM&S) support, Contractor Logistics Support (CLS), Training System Support Center (TSSC) services, and design/implementation of concurrency upgrades for hardware and software. Critical requirements include maintaining simulator concurrency with real-world aircraft, ensuring interoperability across the DMO Network, and adhering to CAF DMO Interoperability Standards. Respondents can request a virtual one-on-one session to clarify questionnaire inputs, though the Government is not obligated to grant all meeting requests. The document emphasizes that this is an information-gathering effort and does not guarantee a contract award.

Description of Effort This Request for Information (RFI) aims to gather information regarding industry capabilities for supporting the Air Force's F-15 training systems.

Support of F-15 Training Systems includes providing critical maintenance and aircrew training capabilities across Air Combat Command (ACC), Air Education and Training Command (AETC), United States Air Force in Europe (USAFE), and Pacific Air Forces (PACAF). This includes supporting Integrated Aircrew Trainers (IATs) and Maintenance Training Devices (MTDs), Mission Training Centers (MTCs), located at various CONUS and OCONUS bases. The IATs facilitate comprehensive flight, mission, and tactics training, the MTDs provide hands-on maintenance training using replicated aircraft equipment, the MTCs are high-fidelity training system platform. Key areas of interest include operations, maintenance, and sustainment (OM&S) support, Contractor Logistics Support (CLS), Training System Support Center (TSSC) services, and the design, development, implementation of concurrency upgrades to hardware and software, provide interconnected simulation services for F-15 aircrews at multiple operating bases.

A critical requirement is maintaining simulator concurrency with real-world aircraft and weapons systems, ensuring interoperability across the DMO Network (DMON), as applicable, and adherence to CAF DMO Interoperability Standards. The Government anticipates a potential requirement for combined military flight simulator services.

The Air Force seeks information on potential sources with the expertise, capabilities, and experience to provide comprehensive support for both training device and mission

June 16, 2025 training center components. This includes expertise in maintaining concurrency, ensuring interoperability, and delivering high-fidelity training capabilities.
