About this file

This is a 2026-2031 Performance Feasibility Options (PFO) On-the-Ground Herbicide Application Blanket Purchase Agreement (BPA) Call Order for herbicide application services at Blackrock Canyon in Idaho. The work involves treating approximately 238 acres across two treatment polygons located at the Blackrock Day Use Area near Pocatello, Idaho (coordinates 42.814256, -112.330648). The project period runs from May 1, 2026 through June 18, 2026. The work site encompasses moderate terrain (approximately 65 acres or 27%) and difficult terrain with little to no off-road motorized access (approximately 173 acres or 73%), with slopes ranging from 15% to 60% at an average elevation of 4,900 feet. The area is part of the Blackrock recreation area and will be actively used by recreators, requiring cautious operations on trails.

The contractor must treat seven noxious weed species: Dyer's woad, whitetop, houndstongue, musk thistle, Canada thistle, common mullein, and moth mullein. Authorized application methods include backpack sprayers, hose/reel lines, and horse/mules for areas without motorized access; motorized vehicles are prohibited except for roadside work. The government will furnish all herbicides, surfactant, and dye. Application rates vary based on treatment area: non-riparian zones require 7.0 fluid ounces of aminopyralid, 1.0 quart of 2,4-D, and 1.0 ounce of chlorsulfuron per acre with 10-50 gallons of water carrier and non-ionic surfactant. Riparian zones (within 25 feet of water's edge) require 1.0 quart of aquatic 2,4-D per acre with the same water and surfactant specifications. Progress reports are required every seven calendar days if work extends beyond that timeline. Unit boundaries will not be flagged; the contractor must use provided maps and electronic devices to maintain work within project boundaries.
