About this file
This document is an attachment outlining the salient characteristics for an EWOC (Electronic Warfare Operations Center) Training Systems procurement. The system must be a satellite communications (SATCOM) training platform capable of transmitting and receiving live communications over Ku band (12-18 GHz) with future upgrade options to other common SATCOM bands.
The system must include a 2.4-meter parabolic antenna (non-inflatable) with motorized control of azimuth, elevation, and polarization from a user workstation located up to 30 feet away. Key technical specifications include a High Power Amplifier with minimum 50W power, Ku-band waveguide assembly, Low Noise Block, and upconverter. The antenna and user workstation must be interchangeable with existing simulator equipment, specifically Radyne brand MODEMs and Narda brand Test Translators, and capable of receiving signals via single coaxial RF cable on L-Band for simulation integration. The system must support 110/120V single-phase U.S. standard wall outlet power and include both physical and digital emergency stop capabilities.
Operational requirements mandate setup and teardown in 30 minutes maximum, full operational status within 15 minutes of power-up, continuous operation for 8-12 hours daily without failure or degradation, and easily replaceable Line Replaceable Units (LRUs) within 45 minutes. The system must be TAA compliant, ruggedized, include a comprehensive support plan with warranty parts and labor, and require annual manufacturer site support to maintain Risk Management Framework compliance. The feedhorn must be ground-accessible and within line of sight for educational instruction on polarization concepts and signal propagation principles.

Attachment 1
EWOC Training Systems 1_4 Salient Characteristics 20260910
1. Must be able to Tx/Rx live over Ku band (12-18GHz) with option to upgrade into other common SATCOM bands in future.
2. Must have full support plan to include full system warranty parts, labor, and system training. Must also contain parts that are easily interchangeable or replaceable by operators or instructors. All Line Replaceable Units (LRU’s) must be easily replaceable in a short amount of time (maximum 45 minutes) to include reconfiguration of system.
3. Must have availability for annual manufacture site support structure to maintain Risk
Management Framework (RMF).
4. Must be TAA compliant.
5. Entire system must be easily set up and torn down (i.e. “stowed”) by an operator in a maximum of 30 minutes.
6. System must have the ability to easily power off when not in use and power back up and be fully operational within 15 minutes. Must also be ruggedized and able to operate for 8-12 hours daily without system failure or degradation.
7. Antenna and user workstation must be interchangeable between existing simulator system. This includes Radyne brand MODEMs and Narda brand Test Translators.
8. Antenna does not need auto satellite acquisition but all tasks must be motorized and controlled from the user workstation, including Azimuth, Elevation, and Polarization.
Must also allow the user to validate signal power (i.e. onboard spectrum analyzer or other GUI)
9. System must be able to have a simulation capability and fully integrate into our current simulation system Radyne MODEM and Narda Test Translator. In order to connect into our current simulator, the system would need to be able to receive signals via a single Coaxal RF cable on L-Band.
10. Must have a physical Emergency stop on the antenna that is capable of cutting power to the antenna. Must also have a digital emergency stop on the user interface as well.
11. Must be able to power off of U.S. standard wall outlet single phase 110/120V.
12. Must have a 2.4 meter parabolic antenna or similar, and antenna will not be inflatable.
13. System components external to the antenna must maintain a small footprint and be operational from the user workstation, located up to 30 feet away from the system.
14. Includes Ku-band wave guide assembly (at least), Low Noise Block, Up converter, and High Power Amplifier with no less than 50W power.
15. Feedhorn must be within line of sight and easily accessible from the ground from the students (operators) perspective. This enables instruction of polarization concepts and allows the students to see how the hardware effects signal propagation and gathering. Feedhorns that are located at a high elevation relative to the ground are not suitable for teaching these fundamental concepts.
