About this file

This Statement of Work (SOW) details a construction project for the Miami Veterans Affairs Healthcare System (MVAHCS) to expand and upgrade the existing Utility Building and Boiler Plant. The project involves constructing a new two-story utility building addition, installing two temporary 400-horsepower dual-fuel boilers, and constructing a new boiler plant with three new 400-horsepower boilers. The contractor will be responsible for installing utility connections, performing all construction activities, maintaining steam production capacity throughout the project, and ensuring proper commissioning and testing of the new systems.

Key requirements include a phased approach with specific project stages, comprehensive safety and maintenance protocols, and strict adherence to VA directives and building codes. The project has a 730-calendar-day performance period, during which the contractor must install temporary boilers, transfer existing systems, demolish the old boiler plant, construct the new facility, commission the new systems, and provide comprehensive training to VA personnel. The contractor must also comply with extensive safety, environmental, and personnel management requirements, including background checks, safety certifications, and maintaining a professional work environment throughout the project.

I. Project Overview:

The Miami Veterans Affairs Healthcare System (MVAHCS), located at 1201 NW 16th St., Miami, FL 33125, requires the expansion of the existing Utility Building (Building 44) and its Graphics Control to correct several Heating, Ventilation, and Air Conditioning (HVAC) deficiencies as per the Facility Condition Report. The existing Boiler Plant does not meet the standards and requires N+1 redundancy utilizing a minimum of three (3) boilers. The existing Boiler Plant does not have adequate clearances around and above the boilers for proper maintenance and operation.

The objective of this project is to renovate and upgrade the existing steam generation and its associated auxiliary systems in the Boiler Plant, Utility Building 44, located at the (MVAHCS). This includes constructing a new Boiler Plant and a new extension to the existing utility building, a Boiler Control Room adjacent to Building 44 with three (3) new 400-horsepower (HP) Boilers. The contractor shall furnish and install two (2) 400 HP Rental, stand-alone, Dual Fuel, (Natural Gas/Oil) Mobile, Temporary Boilers and a Boiler Control Room to always supply and maintain the Hospital Steam Load during construction as per the 100% construction drawings, narrative, addendums, Physical Security & Resiliency Design Manual (PSRDM), and specifications provided. The rental shall be provided on a monthly basis until the project is completed and accepted by the Government.

The Contractor shall, in accordance with the 100% Design, Narrative, Addendum, and Specifications, prepare the site for building operations, including demolition and removal of existing structures, furnish labor and materials, and complete all tasks as per this SOW. All work shall be coordinated with the project CORs. A cost-loaded schedule shall be provided after the issuance of the NTP and before the commencement of work.

II. Project Phases: The contractor shall start by setting up the two (2) temporary (rental) boilers, the boiler control room, and its Protective Barriers and Perimeter Fence. The project shall be phased to always supply and maintain the hospital's steam load during construction.

i. Phase 1: Temporary boilers, Boiler Control Room installation and commission, and Protective Barriers and

Perimeter Fence as per Drawings, Addendums, and PSRDM.

ii. Phase 2: Existing boiler plant systems transfer and/or relocation.

iii. Phase 3: Existing boiler plant demolition.

iv. Phase 4: New boiler plant construction.

v. Phase 5: New boiler plant and control room commissioning.

vi. Phase 6: Temporary boilers and boiler control room decommissioning.

1. Note: Simultaneous phase work shall be allowed if it does not interfere, jeopardize, impact patient care, and/or compromise steam production capacity and redundancy. Simultaneous Phase Work Plans shall be submitted for review and approval by VA prior to being executed.

2. Note: The two (2) temporary (rental) boilers and boiler control room shall be located in the West parking lot, to the right of the Utility Plant outside the Blass Wall (West Side). Reference drawings and Addendums, Temporary Boiler Plant Plan Notes & Requirements, and PSRDM.

III. Specific Project Requirements:

i. Temporary Boiler Plant

1. The contractor shall furnish and install two (2) 400 Horsepower (HP) rental stand-alone, portable, self-contained, dual-fuel (natural gas/oil) temporary boilers and a boiler control room to provide steam to the MVAHCS for the duration of the project. For the purposes of this SOW, the term “Temporary Boiler Plant” shall refer to the (2) temporary boilers and the boiler control room and all associated utility systems.

Installation shall be completed in accordance with the provided Construction Documents, Master Specifications, and SOW.

The VA shall be provided two (2) weeks to transition into the Temporary Boiler Plant upon final acceptance. During this two (2) week timeframe, the government boiler plant operators will operate the boiler plant under the full steam load of the facility. If during this (2) week timeframe, the boiler plant trips offline, experiences failures of the boilers, or otherwise proves to not meet the load demand of the facility, the contractor shall be responsible for making the necessary repairs and/or modifications. Once the necessary repairs and/or corrections are complete, the (2) week transition timeframe shall restart.

3. Temporary Boiler Plant Construction: The contractor shall provide all labor, tools, and materials required to modify, extend, and connect all required utilities to ensure the operation of the Temporary Boiler Plant.

These utilities shall include, at a minimum, water, steam, electrical power, condensate water return, natural gas, oil, controls, lighting, blow-down lines, drain lines, sewer lines, data, phones, cameras, monitors, computers, and connections to the BMS System from their current location to the location necessary to support the Temporary Boiler Plant.
