About this file

This is a Draft Statement of Work (SOW) for a Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to manufacture replacement model support system components for NASA Ames Research Center's Unitary Plan Wind Tunnel (UPWT). The contract covers the design, fabrication, and delivery of over 122 precision-machined parts per complete model support system, with initial procurement focusing on the most complex, high-risk components. The largest parts are machined from ASTM A668 forgings, measuring up to 99 inches long and 15.5 inches in diameter, weighing up to 1,400 pounds, and require exacting tolerances including precision grinding of bearing race lands to 0.0005 to 0.001 inch roundness and cylindricity. Initial procurement parts include Details, Knuckle (A327-1826-M46); Details, Sleeve (A327-1826-M54); Details, Sting Adapter (A327-1826-M35); and Details, Machining, Sting Body variants (A327-1826-M31-1 and M31-2), all marked as Preliminary-IR revisions.

The contract period extends five years from the anticipated award date of October 30, 2026, through October 29, 2031, with typical part delivery 12 months after each delivery order. The contractor must furnish all materials, material certifications, forgings, machining, grinding, heat treating, inspection reports, and shipping to NASA Ames at Moffett Field, California. Critical requirements include raw forging inspection per ASTM E2375 Class A criteria prior to machining and final machined parts inspection per ASTM E2375 Class AA criteria; electronic detailed inspection reports with 3D chromatic capability for each individual part; material traceability records identifiable to heat number; Certificates of Material Conformance; hardness testing reports; and a comprehensive Acceptance Data Package upon delivery. Forgings must be sourced from the USA or Canada, and the contractor's quality system must conform to AS9100D and/or ISO9001. Milestone payments are structured as 10 percent upon receipt of delivery order, material costs upon receipt of forgings and materials, fabrication costs upon approved inspection reports for each part, and remaining costs upon successful completion of all deliverables and data submission.

1 DESCRIPTION OF PROJECT

1.1 BACKGROUND: NASA Ames Research Center’s Unitary Plan Wind Tunnel (UPWT) contains two test sections which share a common model support system design. The model support systems are used to hold the wind tunnel model and move it within the wind tunnel test section. The critical internal components of the model support system are dubbed the “Knuckle and Sleeve”. A machined “knuckle” rotates within a machined “sleeve” (Figure 1). Each of these parts have two rotational centerlines that are offset by 7.5°. By coordinating their rotation, the sting angle can be continuously varied in both pitch and yaw to accommodate a 30-degree cone angle (±15°) about the sting mount’s centerline. The interior parts of both model support systems are the same, but the cylindrical “center bodies” that contain the parts differ in length and mounting features.

Figure 1: Knuckle Sleeve Assembly Section Drawing

1.2 PROJECT JUSTIFICATION AND PLAN: The smooth and precise operation of this equipment is essential for recording accurate data at rapid intervals. The existing design works well but has worn out. Complete replacement is planned for both model supports, copying the original design. The piece parts will be purchased under this contract. Final assembly will be done at NASA Ames by the tunnel mechanics who will ultimately maintain the hardware- this will improve their understanding of the mechanism. This does not preclude interim fit checks of mating parts could be done by the contractor as work progresses.

1.3 PROJECT COMPLEXITY: Each complete model support system requires over 122 parts. Some of the large rotating parts require complicated machining and exacting tolerances for the needle bearing races that allow relative movement. The largest and most complex parts are machined from ASTM

A668 forgings and are up to 99" long, 15.5" diameter, and weigh 1400 lb. Some parts require precision grinding of bearing race lands to .0005” to .001” roundness and cylindricity.

1.4 PHASING PLAN: Due to the phasing plan of project funding, the parts will be purchased in groups as money becomes available. Under this Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite

Quantity (IDIQ) contract, the most complex, high-risk parts will be purchased first. Additional parts will be purchased as funding becomes available, using the price breakdown requested in this SOW as guidance to determine which parts to purchase each fiscal year.

1.5 PERIOD OF PERFORMANCE: The expected period of performance for this contract is five years from the Award Date (tentatively on October 30, 2026).

2 SCOPE OF WORK
