About this file
This is a Statement of Objectives for comprehensive technical services supporting the transition of Building 8100 from construction completion to full functional occupancy and Federal Select Agent Program (FSAP) registration. The Defense Health Agency Research and Development (DHA R&D) seeks contractor services to serve as the "Owner's Advocate," bridging the technical gap between construction execution (USACE/construction contractors) and operational/compliance requirements of the end-user. The contractor must ensure compliance with Federal, Department of War, Army, and Defense Health Agency standards, as well as Environmental Protection requirements and state/local regulations, including consensus standards such as BMBL (current edition), NIH design review manual, Fort Detrick design criteria, Maryland Building Performance Standards, International Building Codes, International Energy Conservation Code, NFPA, ANSI, and the Guide for Care and Use of Laboratory Animals for a Biological Safety Level/Animal Biological Safety Level (BSL/ABSL) -2, -3, and -4 biocontainment research facility.
The contract is structured around four primary task categories: (1) RMO/BSO Biosafety Validation & Technical Support, which includes advisory review of technical designs, sterilization and decontamination validation, and specialized SOP and validation protocol development; (2) RO/ARO Regulatory Compliance Support, including FSAP gap analysis, registration package compilation, and centralized RFI and compliance tracking; (3) Commissioning and Operational Systems Verification, involving critical airflow and containment verification, pressure switch and interlock system witnessing, and commissioning report critical review; and (4) Project Management, requiring routine progress reporting and weekly meeting attendance. Eleven deliverables are specified with defined timelines, including technical review memos (10 business days), validation plans (30 days prior to testing), FSAP gap analysis (45 days from Notice to Proceed), biosafety/security/incident response plans (90 days from NTP), and monthly progress reports (5th business day of each month). All deliverables must be submitted to the Contracting Officer's Representative and/or Technical Point of Contact with specific quality standards regarding accuracy, compliance conformance, and tracking requirements.
