About this file

This Statement of Need (SON) details NOAA's Global Monitoring Laboratory's requirements for compressed gas cylinder mixtures to be delivered to their facility in Boulder, CO. The document specifies precise technical specifications for 15 different types of gases, including balloon-grade helium, research-grade helium, UHP nitrogen, UHP hydrogen, CO2 mixtures, and specialized gases like nitric oxide and sulfur dioxide. The estimated annual quantities range from 1 to 150 cylinders per gas type, with a total of approximately 190 rental cylinders (excluding NOAA-owned balloon-grade cylinders).

Delivery requirements include weekly deliveries on Monday through Friday, with authorization requests placed at least 2 weeks in advance. Cylinders must be refilled and/or delivered within 2 weeks of authorization, with pickup of empty cylinders occurring within 2 weeks of request. Deliveries will be made to the David Skaggs Research Center's loading docks, with specific security protocols requiring delivery drivers to obtain identification badges. A unique constraint is that one cylinder of research-grade helium must be delivered for purity testing and must pass all GML-conducted tests.
