About this file

This is a Requirements/Specification Document for a federal procurement issued by NIST's Communications Technology Laboratory, Spectrum Technology and Research Division, Shared Spectrum Metrology Group (675.03).

NIST seeks to procure an indoor Open RAN end-to-end system with 5G Radio Intelligence (RIC) capability in the 78 GHz band to support the Open Radio Access Network standard and expedite Open RAN deployment. The procurement consists of two items: (1) MX-PDK 3-Node Software License (Quantity: 1) with specifications including MX-5G (OAI RAN, OAI CN, Open5GS), MX-RIC (RICs/xApp/rApp/SDKs), MX-DATA (multi-source data lake), FHI 7.2 LITEON/Benetel, Dashboard & CLI, Emulation (Open RAN Studio), and Artifacts (TelcoFabric); and (2) Hosted DevOps and Application Service Management (Quantity: 1 for 3 years coverage) encompassing technical support and maintenance, software updates, dedicated support channel, and ticketing system. Vendors must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award.

Delivery shall be completed no later than three months after receipt of order to NIST-Boulder (Attn: Aziz Kord, Mail Stop 675.01, 325 Broadway, Boulder, CO 80305). The procurement requires software delivery via email (azizollah.kord@nist.gov), electronic manuals, and license keys. Installation shall be turnkey with remote setup via Microsoft Teams. Training for 10 trainees must cover operation, maintenance, troubleshooting, and safety, delivered virtually by the vendor using PowerPoint presentations and electronic manuals. A three-year base manufacturer warranty covering labor, parts, travel, and return liability is required, with acceptance expected within 7 business days based on basic functional testing and key performance indicators verification. A three-year maintenance plan including software updates is mandatory.
