About this file
This is a Requirements/Specification Document from the National Institute of Standards and Technology (NIST) for the procurement of stable optical reference lasers.
NIST's Communications Technology Laboratory, Spectrum Technology and Research Division, Fiber Sources and Applications Group (675.02) is seeking to procure two (2) Stable Optical Reference Laser units for use in precision ranging and timing solutions designed for free-space field deployment. The required equipment must be portable, ruggedized, and suitable for 19-inch rack-mount integration with exceptional long-term frequency stability to support dual-frequency comb systems. Key technical specifications include: output wavelength between 1540nm and 1560nm; minimum 10 mW output power; PM1550 or similar fiber output with fc/apc connector; short-term linewidth of 300 Hz or better; Allan deviation frequency stability of ≤3×10⁻¹³ at 1 second and ≤3×10⁻¹⁴ at 200 seconds; long-term drift of ≤2×10⁻¹² per year; ambient operating temperature range of 18°C to 28°C; power requirement of 120V with less than 200W consumption; and form factor of less than 4U. Vendor requirements mandate that suppliers possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on the GSA System for Award Management (SAM.gov) at the time of award. Delivery is specified to NIST-Boulder at 325 Broadway, Boulder, CO 80305. Inspection and acceptance are expected on-site and not to exceed seven business days. Base manufacturer warranty is acceptable; installation, training, calibration, maintenance, and travel requirements are marked as not applicable (N/A).

Requirements / Specification Document
TITLE: Stable Optical Reference Laser
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Spectrum Technology and Research Division Fiber Sources and Applications Group (675.02)
General Statement of Need:
The Fiber Sources and Applications group is developing precision ranging and timing solutions for deployment in free-space environments. To minimize measurement uncertainty and ensure system synchronization, these fielded units require a robust optical reference capable of providing dual-frequency comb systems to a drift-free frequency standard. Current laboratory solutions are too bulky for field use; therefore, we require a portable, ruggedized frequency reference designed for 19-inch rack-mount integration. The hardware must demonstrate exceptional long-term stability, specifically maintaining a fractional frequency stability of 3×10−14 or better, to ensure that timing drift does not compromise the precision of the ranging data during extended field operations.
Item Specifications and Quantities:
Item 1: Stable Optical Reference Laser Quantity: 2 EACH Specifications: 1.1 Output wavelength between 1540nm and 1560nm
1.2 >10 mW output power in this band
1.3 PM1550 or similar fiber output, fc/apc connector
1.4 Linewidth (short term) ≤300 Hz
1.5 Frequency stability measured as an Allan deviation:
≤3 x 10-13 @ 1s ≤3 x 10-14 @ 200s
1.6 Long-term accuracy (drift per year)
≤2 x 10-12
1.7 Ambient operating temperature: 18 °C - 28 °C
1.8 Power: 120 V, <200W
