About this file

This is a Requirements/Specification Document for procurement of Long-Range 360° Lidar Modules by the National Institute of Standards and Technology (NIST). The Communications Technology Laboratory, Radio Frequency Technology Division, Electromagnetic Fields Group (672.02) is requesting the acquisition of two identical next-generation lidar sensors to support the Channel Measurement and Modeling (CMM) project's over-the-air RF propagation measurement activities.

The specification requires a 360-degree scanning lidar module with the following technical parameters: scan rate up to 40 Hz, horizontal resolution of 4096 pixels per revolution, vertical resolution of 256 channels, 200-meter range at 10% reflectivity, and color-mapped RGB point cloud capability. The sensors must be NDAA-compliant. Delivery is required to NIST-Boulder, Attn: Samuel Berweger, Mail Stop 672.02, 325 Broadway, Boulder, CO 80305. Vendors must possess an active Export Control Classification Number (ECCN) and a current Unique Entity Identification Number (UEI) registered as "Active" on SAM.gov at time of award. Inspection and acceptance will occur on-site with acceptance not expected to exceed seven business days. No special requirements are specified for shipping, electronic media, installation, facility utilities, training, warranty, calibration, maintenance, government-furnished materials, or travel.

Requirements / Specification Document

TITLE: 360 Degree Lidar Modules

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Radio Frequency Technology Division Electromagnetic Fields Group (672.02)

General Statement of Need:

The Channel Measurement and Modeling (CMM) project performs over-the-air radio frequency (RF) propagation measurements to support standards development (e.g., 3GPP, ITU, IEEE) and industry stakeholders. These measurements are supported by multimodal sensors (cameras, lidar, etc.) to facilitate the production of digital replicas of measurement environments and targets for modeling and machine learning/AI applications. Because of large data volumes and challenges with sensor timing synchronization, the CMM project has a mission-critical need to procure a next-generation lidar sensor that provides simultaneous color and spatial ranging data. To support multimodal sensing at both the transmitter and the receiver, the CMM project seeks to acquire two identical sensors.
