About this file
This Statement of Work (SOW) details the upgrade of the Edwards EST-3 Fire Alarm System to Edwards EST-4 at Cheyenne Mountain Space Force Station (CMSFS). The project involves replacing twenty-three existing fire alarm control panels (FACPs) with new EST-4 FACPs, ensuring seamless integration with existing field devices while maintaining the current FireWorks system. The upgrade aims to enhance system capabilities, improve reliability, and provide a modern fire protection solution with a redundant network configuration.
The project will be executed in two sequential phases (CLIN-1 and CLIN-2), covering nodes in various buildings across the facility. The contractor must have at least 5 years of experience in fire alarm system installation, hold a NICET II certification in Fire Alarm Systems, and possess Edwards FireWorks System manufacturer certification. Key requirements include maintaining existing devices, ensuring full functionality and compliance with current fire codes, minimizing disruption to building occupants, and providing comprehensive documentation and training to CMSFS personnel. The project includes a one-year full warranty covering parts, labor, and associated expenses for repairing or replacing defective equipment.

SCOPE OF WORK
1. GENERAL
• This scope of work outlines the requirements for upgrading the existing Edwards
EST-3 fire alarm system to the Edwards EST-4 system at Cheyenne Mountain Space Force Station (CMSFS). The existing FireWorks system will remain. The project involves replacing twenty-three (23) existing Edwards EST-3 fire alarm control panels (FACPs) with new Edwards EST-4 FACPs, ensuring seamless integration with existing field devices, and providing comprehensive training and documentation. The new Edwards EST-4 system shall have a redundant network to provide a backup in the event of a loss of communication. This upgrade aims to enhance the system's capabilities, improve reliability, and provide a modern, feature-rich fire protection solution.
• The work to be performed shall consist of furnishing necessary labor, tools, transportation, supplies, equipment, materials, and incidentals necessary to complete all the work stated in this Statement of Work (SOW). The contractor shall have at least 5 years’ experience in installation of fire alarm and life safety systems.
A minimum NICET II in Fire Alarms Systems, and Edwards FireWorks System manufacturer’s Certification, and licensed in the State of Colorado. Documentation of training or certification must be provided to the Contracting Officer for review and approval before the contract can be accepted. In addition, all work procedures and materials shall be approved by the 21 Civil Engineering Squadron (21 CES) Requirements and Optimization (R&O) prior to the start of work. The contractor shall coordinate and perform all operations in a manner that will result in a professionally and expeditiously completed project.
• All network-related activities performed under this Statement of Work must adhere to the cyber security requirements outlined in (attachment 1). This includes, but is not limited to, configuration changes, system integrations, data handling, and access control. Contractor will be responsible for ensuring that all personnel involved in network activities are aware of and compliant with these requirements.
Any deviations from the requirements must be documented and approved by the Cheyenne Mountain Space Force Station Cyber Security Team prior to implementation.
• In the event that the contractor requires access to sensitive or classified information, or any area where such information may be present, strict adherence to the Operations Security (OPSEC) Standard Operating Procedures (attachment
2) is mandatory. The contractor is responsible for ensuring all personnel accessing these areas have reviewed and understand the OPSEC procedures prior to commencing work.
2. PROJECT GOALS
• Replace all twenty-three (23) existing EST-3 FACPs with EST-4 FACPs.
• The existing FireWorks system shall remain.
• Ensure full functionality and compliance with current fire codes and standards
(NFPA 72, local AHJ requirements).
• The entire network shall be designed and installed in a redundant configuration to provide a backup in the event of a loss of communication.
• Maintain seamless integration with existing addressable and conventional fire detection devices (smoke detectors, heat detectors, pull stations, etc.).
• Minimize disruption to building occupants during the upgrade process.
• Provide comprehensive documentation and training to CMSFS personnel on the operation and maintenance of the new EST-4 system.
• Improve system monitoring and reporting capabilities.
3. PROJECT DESCRIPTION
• Provide all necessary personnel, equipment, tools, materials, transportation, supervision, and other resources required to replace the 23 existing EST-3 fire alarm systems with new EST-4 fire alarm systems. The project would re-use all existing field wiring, initiating devices and notification devices throughout the Cheyenne Mountain Space Force Station.
• Work will be performed and invoiced in two sequential phases (CLIN-1 and CLIN-2). Work on CLIN-2 will begin only after work for CLIN-1 has been completed and verified. Payment for each CLIN will be issued upon its respective verification.
