About this file

This is a Statement of Work (SOW) for concrete repair and replacement services at the San Luis Valley-Closed Basin (SLV-CB) Shop Floor facility managed by the Bureau of Reclamation's Upper Colorado Region, Alamosa Field Division. The requirement involves removing and replacing damaged concrete features that have shifted or heaved, with the contractor responsible for all demolition and concrete work, furnishing all equipment and materials, and performing required testing. The work is classified under Product Service Code Z2EB (Repair or Alteration of Maintenance Buildings) and NAICS code 238110 (Poured Concrete Foundation and Structure Contractors).

This is a Total Small Business Set-aside acquisition at or below the simplified acquisition threshold, with quotations to be solicited directly from suppliers rather than posted on SAM. Award will be made to the responsible offeror offering the best value based on evaluation of three factors: technical capability, past performance, and price. Contract award is anticipated to begin on or about August 1, 2026. One or more items are subject to Free Trade Agreements. The point of contact is Ronda Lucero at ronda_lucero@ios.doi.gov. Prospective offerors will have access to technical information necessary for quote preparation through the SOW and a scheduled site visit.

1.4 – Site Visit The Government (Reclamation) highly recommends perspective Offerors to complete a site visit for a complete understanding of the project objectives and scope.

**A site visit is to be determined.

1.5 - Government Furnished Materials Government shall provide, if available, design data if requested by the Contractor for the purpose of fulfilling the requirements of these specifications.

2.0 - General

2.1 – Background The east concrete slab of the shop floor has shifted to the point of creating hazardous walkway. The slab has a vault with stairs that is designed to function as a mechanic service walkway. This vault has shifted to the point it may affect stability. The outside walkways have deteriorated due to insufficient drainage and water damage. There is also a section that has heaved outside the main door which limits the door from opening fully.

2.2 – Purpose The east foundation slab in the shop has lifted and cracked around the concrete vault/vehicle maintenance pit in the middle of the slab. It appears that freeze-thaw from moisture under the slab is the cause of the lifting. The issue at the shop slab appears to be indicative of a wider drainage issue in the area of the Alamosa shop building. The Alamosa office and shop building area appears to be at a lower elevation than the surrounding land, which causes runoff to flow to and pond at various spots on the property.

2.3 - Scope The concrete slab on the east side of the Alamosa shop building needs to be removed and replaced. The concrete slab covers approximately 800-ft2. The walls of the vault in the middle of the slab shall be removed a minimum of 18-inches below the bottom of the new concrete slab. The vault shall be filled with engineered fill material and compacted in 6-inch lift to a 95% dry density. ½-inch fibre expansion joint shall be placed between new concrete placements and the existing concrete. Concrete joints shall be filled with self-leveling polyurethane sealant. The vault dimensions are 26.25 ft. long x 3.4 ft. wide x 5.2 ft. deep (464 ft3). Also recommended is to improve the overall drainage scheme of the paved areas around the shop building. This will include removing the drain at the disused wash bay and paving it over so that runoff flows away from high traffic areas where it could otherwise freeze over and become a hazard. There are existing drains in the gravel parking lot area that the new drainage scheme can flow to. The heaving area outside the north entrance of the shop will need to be removed and replaced. The perimeter sidewalks will need to be repaired or replaced along with deteriorating sidewalk aprons.

The following Photographs are provided for as reference only.
