STATEMENT OF WORK
SOW
RENOVATE B600 FOR ALS
STATEMENT OF WORK (SOW)
ATTACHMENT 1
Project Number: 20-0071
26 March 2021
Department of the Air Force 27th Special Operations Wing
Cannon Air Force Base, New Mexico
1. DESCRIPTION OF PROPOSED WORK:
The scope of work includes demolition and disposal of the following: existing drywall, ceiling grid, carpet in multiple rooms, select non-load bearing walls, and student laboratory.
Additionally, walls will be reconfigured and constructed to facilitate a new layout that will accommodate a lecture hall configuration. Walls shall be refinished and painted, new carpeting and base cove shall be installed in select rooms, and new ceiling grid and tile will be installed throughout. Current student laboratory will be reconfigured to a breakroom, to include new counters, cabinets, and sinks.
1.1 Period of Performance: The Period of Performance (POP) duration is 120 calendar days.
2. GENERAL REQUIREMENTS: The Contractor shall perform all the tasks necessary to deliver the requirement in compliance with the Specifications and Drawings attached to the contract. The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting the specifications provided. Refer to Specification Section 01 14 00 Work Restrictions for this project.
2.1 Qualified Personnel: The Contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in Specifications [01 35 26 para 1.6.1.2]. Competent is defined as registered professional or, where registration is not applicable, trained and/or certified in their respective field. The Contractor shall have 48 hours to replace key personnel on the project: Project Manager, Site Superintendent, Site Safety and Health Officer, and the Quality Control Manager.
2.2 Construction Requirement: The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and specifications. All work accomplished by the Contractor shall comply with these criteria. Should a deviation be required, the contractor shall request, and receive written approval from the Contracting Officer.
2.3 Security: The Contractor shall provide personnel who meet security requirements and can gain and maintain access to the base for the duration of the project. Contractor shall provide EAL in order to attain base access IAW SOMS.
2.4 Hazardous Materials: The Contractor shall comply with Specification Section 01 74 19 for requirements.
2.5 Environmental Requirements: The Contractor shall comply with all relevant and applicable Federal, State, and local environmental laws, regulations, and executive orders, and base regulations as documented in 27 SOCES Environmental Specification section 01 57 19 which outlines provisions to help ensure Contractor compliance with environmental law.
3. ADMINISTRATIVE REQUIREMENTS: The Contractor shall identify a lead Program Manager who shall perform all program management functions and tasks necessary to satisfy the requirements consistent with operational quality, safety, security, and environmental standards as required in Specification Sections 01 30 00 Administrative Requirements, 01 35 26 Government
Safety Requirements and 01 45 00.10 20 Quality Control for Minor Construction. The program management function of this contract shall provide insight to the Government for all technical and programmatic activities performed under this contract.
3.1 On-Site Supervision: The Contractor shall provide the manpower, equipment, materials, services, and transportation necessary to ensure oversight services throughout accomplishment of this contract. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this contract and as required in Specification Sections 01 30 00 Administrative Requirements, 01 35 26 Government Safety Requirements, and 01 45 00.10 20 Quality Control for Minor Construction.
a) Project Superintendent. Per 01 30 00 para 1.6.2.1 the superintendent shall be on-site while work is ongoing
3.2 Staffing and Resources: The Contractor shall provide the manpower, equipment, materials, services, and transportation necessary to execute the project requirements in accordance with contract documents and within the period of performance. Cannon AFB is located in a sparse location where the labor force is limited.
4. WORK PLANNING/COORDINATION
4.1 Project Schedule: Within fourteen (14) calendar days of contract award the Contractor shall submit a project schedule showing all long lead material procurement timelines, major project milestones, definable features of work and shall clearly identify the critical path. Contractor shall provide this schedule on an AF3064.
4.2 Contractor Operational Hours: The Contractor shall establish a work schedule, which requires work to be performed from 7:00AM to 4:00PM, Monday through Friday. The Contractor shall provide to the CO in writing any request to work additional hours (overtime), a minimum of 14 days prior to the requested time interval. The contractor shall receive written approval from the contracting officer prior to any overtime being worked. Refer to Specification Section 01 01 00 General Requirements for additional information.
4.3 Verification of Existing Conditions and Site Survey: Use of existing condition data provided by the USAF conveys acceptance and as such does not relieve the Contractor of liability associated with performance as the Engineer of Record. The Contractor shall be solely responsible for verification and validation of existing conditions, coordination of existing conditions in parallel with proposed requirements, and above and below-grade condition assessments. The Contractor shall visit the premises and take into consideration all conditions which might affect the work.
Unless there are unforeseen site conditions which the contractor could not have been aware of prior to the commencement of the project, no consideration will be given to any claims based on lack of knowledge of existing conditions.
4.4 Pre-Construction Site Survey: Prior to the start of any on-site construction activities, the Contractor shall:
a). Conduct a project site condition survey with the 27 SOCES Construction Manager
(CM).
b). The Contractor shall note the condition of trees, shrubs, grassed areas, concrete, asphalt, and any structural damage that may exist immediately within or adjacent to the work site. Existing infrastructure that is not part of the project shall be maintained in working order. If damage occurs, it is the responsibility of the Contractor to restore the infrastructure to equal or better condition than it was prior to the damage. If the Contractor fails to note conditions, the government shall direct the contractor’s repairs and may require a full removal and replacement of the damaged infrastructure by qualified personnel.
c). The Contractor shall field verify all dimensions or examine covered connections before ordering materials or performing any work.
4.5 Project Meetings: Contractor shall at a minimum hold meetings as required in Specification Section 01 30 00 Administrative Requirements and as noted below. This list is not all inclusive and other meetings may be scheduled on a case by case basis as necessary.
Pre-Construction Meeting: A pre-construction meeting will be held at the Contracting conference rooms or via teleconferencing within two (2) weeks after the contract award.
Red Zone Meeting: Red Zone meeting shall be held at 80% project completion or within 45 days of Beneficial Occupancy.
5. CONSTRUCTION:
Upon the approval of the Contracting Officer (CO) and written notice to proceed (NTP), the Contractor may commence on-site construction activities. The Contractor shall complete the work as described below:
5.1 Staging Area: At the contractor’s request, the Government will identify space on the jobsite or in a base Contractor staging area/laydown yard where the Contractor may deliver and store non-hazardous materials within the installation.
5.2 Design and Specifications: The Government will provide the Contractor access to the 35% design drawings and specifications including any available existing engineering plans, as-built drawings, diagrams, aerial photographs, digitized map files, etc. to facilitate evaluation of the site/building, as needed. Use of any such available existing engineering plans, as-built drawings, diagrams and other data provided by the USAF does not relieve the Contractor of his/her responsibility for field measurement, verification and validation of existing conditions in the effort of developing their own necessary design/construction drawings for this project. The following information can be used as guidance for this project:
a) General 5.2.a.1 At a minimum the contractor shall provide a superintendent, quality control manager, site health and safety officer.
5.2.a.1.1 The employee filling each of these positions shall meet the minimum experience requirements of 01 30 00 para 1.6.2/01 35 26 1.6.1.1/01
45 00.10 20 para 1.5.1.2. The contractor shall submit the qualifications of the employee(s) who will be assigned to each role.
5.2.a.2 Where the specifications listed in this SOW do not address the means and methods to be used, or if the contractor needs more information, the contractor shall reference the specifications provided. If further information is needed, the contractor shall submit a written request for information for government review and response.
5.2.a.3 Contractor shall ensure products installed do not adversely affect air quality (IAW all trade specifications).
b) Carpet [02 42 51] [09 68 00] 5.2.b.1 Carpet shall be commercial grade, nylon, level loop, 40 oz tile carpet designed for medium to high traffic IAW 09 68 00 para 2.2.1.
5.2.b.2 Carpet cushion and backing shall adhere to those customarily used and accepted by the trade IAW 09 68 00 para 2.1.3.11.
5.2.b.3 Carpet shall meet warranty requirements of 09 68 00 para 1.6.
5.2.b.4 Carpet, base coves, and moldings shall adhere to base architectural standards, a sample shall be submitted to the base architect for approval 09 68 00 para
1.2 SD-04. Contractor can see examples during site visit.
5.2.b.5 Carpet adhesives shall meet the requirements of 09 68 00 para 2.4.
5.2.b.6 Carpet moldings shall be installed where floor covering material changes
IAW 09 68 00 para 2.5.
5.2.b.7 Carpet installation shall meet the standards of 09 68 00 para 3.4.
5.2.b.8 During cleanup, contractor shall accomplish cleaning & protection as required in 09 68 00 para 3.5.
c) Tile [09 65 00]
5.2.c.1 Install 1/8” marbleized vinyl composition tile that meets Cannon AFB architectural standards approved. Prior to purchase and installation, a sample shall be submitted to and approved by the base architect. See 09 65 00 para 1.2 SD-03/SD- 04.
5.2.c.2 Prior to installation, tile shall be handled IAW 09 65 00 para 1.4.
d) Gypsum board [09 22 00] [09 23 00] [09 23 82] & Texturing and Painting [09
90 00] 5.2.d.1 Gypsum board shall be 5/8” thickness.
5.2.d.2 Materials shall be delivered, stored and handled so as to prevent damage, ensuring requirements of 09 23 00 para 1.4 are met.
5.2.d.3 Gypsum board installed shall be textured and colored IAW Cannon AFB architectural standards.
5.2.d.4 All work shall meet workmanship requirements of 09 23 00 para 3.2.
5.2.d.5 Patching shall met the requirements of 09 23 00 para 3.5.
5.2.d.6 New gypsum board installation, plaster, patching and submittals shall meet four hour fire rating requirements of 09 23 82 para 1.5.4, 2.1.1.
5.2.d.7 Contractor shall avoid use of confirmed or suspected human carcinogens, and products that will adversely affect air quality (like mercury, lead, asbestos, etc.) [09 90 00 para 1.6] [09 23 00] [09 23 82].
5.2.d.7.1 Contractor shall adhere to submittal requirements of 01 57 19.
5.2.d.8 Paint shall meet Cannon AFB architectural standards and be submitted for approval by the base architect 09 90 00 para 1.2 SD-04
5.2.d.9 Contractor shall submit support methodology for gypsum board, (screws preferred). Installation shall adhere to UFC 09 22 00 para 3.1.
e) Plumbing [22 00 00] 5.2.e.1 Break room sink shall meet specifications section 22 00 00 para 2.4.9
f) Cabinets and Countertops [12 36 00] 5.2.f.1 Cabinets shall have drawers for utensil storage and doors for cookware storage below.
5.2.f.2 Countertops shall meet industry standard for kitchen counter tops (water proof/resistant) 5.2.f.3 Countertop and 4” trim/backsplash shall meet the requirements of UFC 12 36 00 paragraphs 2.1.1 & 2.2.1
5.2.f.3.1 Particle board, hard wood and granite countertops are all acceptable materials
5.2.f.4 Installation of cabinets and countertops shall conform to UFC 12 36 00 para 3.1
g) Electrical [26 05 00.00 40] [26 20 00] 5.2.g.1 Electrical work shall include installation of conduit, wiring/circuitry, and outlets as required to ensure functionality of installed electrical components to include outlets, microwave/refrigerator, garbage disposal and communication ports as listed in this SOW and in the design drawings.
5.2.g.2 Wiring shall meet the sizing requirements of UFC 26 05 00.00 40 para 2.2.1.
5.2.g.3 Interior electrical wiring shall be insulated for 600 volts, IAW 26 05 00.00
40 para 2.2.1.1.
5.2.g.4 To ensure quality products are installed, adhere to UFC 26 20 00 para 1.4.
5.2.g.5 On the as-built drawings, include a single line drawing, schematic drawing of the electrical control system and manufacturers O&M manuals on active electrical equipment IAW UFC 26 20 00 para 1.5.1 (this is only required for new installations, relocation of an existing outlet on the same circuit does not require new drawings)
5.2.g.6 Provide warranty data IAW UFC 26 20 00 para 1.6.
5.2.g.7 Outlet boxes and covers shall adhere to UFC 26 20 00 para 2.7.
h) Communication 5.2.h.1 Boxes shall be 4”x4” with mudplate and 2”x4” opening 5.2.h.2 Conduit stub ups shall be ¾” EMT running straight up from the box to 18” above wall.
i) Ceiling tiles [07 84 00]
5.2.i.1 New ceiling tiles shall meet four hour fire rating requirements of 07 84 00 para 2.2
5.3 Permitting/Utility Coordination: The Contractor shall provide utility coordination prior to starting excavation work or related utilities work associated with this project, per Specification Section 01 01 00 General Requirements.
a) Dig Permits/Work Clearance Requests: The Contractor shall submit the standard AF Form 103 Work Clearance Request (i.e. Dig Permit) required prior to starting any excavation work or related utilities work for the project. A signed AF Form 103 is required prior to any work performed on the site. The AF Form 103 will be furnished to the Contractor upon award. Approval typically takes 7-10 days.
b) Utility Outages: For the duration of the project, Contractor shall provide information to the 27 SOCES CM for coordination of outages twenty-one (21) calendar days in advance IAW 01 14 00 para 1.2.d.
c) Coordinate work schedules (hours) with the 27 SOCES CM at least seven (7) calendar days in advance. A one-time submission is acceptable provided that dates and work hours do not change. Weekend/after-hours work may be accepted if it is advantageous to the government. Weekend/after-hours work shall be explicitly identified in the contractors work schedule and explicitly accepted by the government.
5.4 Scope Of Work
Work shall conform to the requirements outlined by the design drawings, specifications and this SOW. All materials and equipment installed shall be new. Reuse of materials and equipment is not approved. The contractor shall provide all labor, materials, tools, equipment, paperwork, etc.
required to furnish, install and accomplish the following:
a) The Contractor shall accomplish the following pre-construction actions:
5.4.a.1 Pre-construction site visit/survey
5.4.a.1.1 Note the condition of existing infrastructure that may be used, traversed, entered/exited or otherwise impacted by the project
5.4.a.1.2 Field verify existing conditions and dimensions 5.4.a.2 Utility detection/identification 5.4.a.3 Permitting/work approval 5.4.a.4 Submit and receive approval of required submittals according to the submittal register, specifications, SOMS and this SOW.
b) The Contractor shall accomplish the following demolition as indicated by the Government provided drawings:

5.4.c.7.1 Install 2’x2’ fire retardant ceiling tiles and grid 5.4.c.7.2 Install drywall, texture and paint (second layer for sound proofing front wall that abuts testing center)
5.4.c.7.3 Install conduit stub up, box and mudplate for one (1) NIPR duplex outlet 5.4.c.7.4 Wire and install three (3) duplex receptacle outlets (15A/120V) 5.4.c.7.5 Paint walls white IAW Cannon AFB interior design standards
d) Prior to project closeout the Contractor shall accomplish the following clean up:
5.4.d.1 Sweep/vacuum debris resultant from project waste.
5.4.d.2 Remove and dispose of all resultant project waste off-site.
5.4.d.3 Removal of all materials/equipment from laydown yard/storage area.
6. DELIVERABLES/SUBMITTALS:
6.1 Submittal Register: A draft submittal register is provided for this project included within Specifications Section 01 33 00A Submittal Register. Provide submittals and maintain the Submittal Register throughout project construction POP, as required by the Specifications Section 01 33 00, Submittal Procedures. Additionally, contractor shall comply with submittal requirements of the SOMS, specifications and this SOW. Submittal requirements may change based on the means and methods chosen by the construction Contractor, and are governed by the specifications. Contractor shall submit the Master Submittal Register to the Contracting Officer within fourteen (14) calendar days after the NTP.
6.2 Contract Progress Schedule (AF 3064): The Contractor shall submit a signed AF 3064, Contract Progress Schedule (Appendix C2), depicting an overall contract progress schedule for the main work elements for the period of performance. The progress schedule shall be signed by either the COR or the 27 SOCES CM recommending approval, and then approved by the Contracting Officer. The Contractor shall submit an updated AF 3064, when applicable (i.e., additional work, time extension) for approval. Refer to Specifications for additional submittal information.
6.3 Contract Progress Report (AF 3065): The Contractor shall submit AF 3065, Contract Progress Report (Appendix C3). This report shall be signed by the Contractor’s on-site representative. The work elements and percentages of the total job identified on the AF 3065 shall be identical to the work elements and percentages on the AF 3064. The report shall also include the following:
a). Current Project Status b). Expected work activities for the following month c). Problems and/or concerns d). Updated Submittal Register (Specification Section 01 33 00A)
Each invoice shall be accompanied by an AF 3065 signed by the COR or the 27 SOCES CM. The AF 3065 and invoice shall all cover the same time period. Refer to Specifications Section 01 33 00 Submittal Procedures for additional submittal information.
Note: If the COR does not agree that the progress is as represented by the Contractor they shall return the documents to the Contractor for correction.
6.4 Format for Deliverables: An electronic copy of all deliverables shall be provided, formatted for use on the latest version and compatible with the Government’s version of Microsoft
Word (2016), Excel (2016), Adobe Acrobat and AutoCAD. All deliverables shall be dated.
Samples may be provided to the Contractor upon request. Refer to Specifications Section 01 33 00 Submittal Procedures for additional submittal information.
Prior to installation the contractor shall submit color boards (for paint), color samples of carpet and tile, samples of cabinets (wood color), samples of counter tops (color/pattern), etc. Each sample shall be approved prior to installation.
6.5 As-Built Drawings: The construction Contractor shall ensure their as-built CAD (computer-aided design) and GIS (geographic information systems) submittal is compliant with the latest CAFB CAD/GIS standards. CAFB CAD/GIS standard template files are available upon request.
6.6 Geographic Information Systems (GIS): All new utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the USAF. In such cases, the Contractor is required to assist USAF agents or personnel in the generation of GIS information if requested by the 27 SOCES PM. The following are the basic requirements for GIS information to be delivered to the Air Force on CD:
a) DATUM – WGS84
b) Coordinate System – UTM
c) Units – Meters
d) Data in attribute Table will be SDSFIE version 2.6 Compliant
e) Shape file Geodatabase format
6.7 Government Review: For all submittals and deliverables requiring Government review, the Contractor shall allow fourteen (14) calendar days for Government processing and review.
7. PROJECT CLOSEOUT: The project closeout documents required below shall be submitted to and accepted by the CO prior to final payment.
7.1 General Requirements: The Contractor shall perform all closeout requirements as shown in Specification Sections 01 78 00 Closeout Submittals and 01 78 23 Operations and Maintenance Data.
7.2 As-Built Drawings: The Contractor shall submit as-built drawings prior to final payment.
The as-built drawings shall be submitted to the Government within seven (7) calendar days of final inspection.
7.3 DD1354: The Contractor shall submit a final DD1354 within seven (7) calendar days of final inspection.
7.4 Warranty Information: The Contractor shall provide a one (1) year warranty on labor and materials in addition to manufacturer warranties. The warranty shall be issued in accordance with FAR 52.246-21. The warranty data shall be submitted to the Government within seven (7) calendar days of final inspection. The contractor shall also provide documentation on all manufacturer’s extended warranties.
7.5 O&M Data: The Contractor shall submit one (1) hard copy and one (1) electronic copy containing operations and maintenance information prior to project closeout. The O&M data shall be submitted to the Government within seven (7) calendar days of final inspection.
7.6 Final Inspection: The Contractor shall conduct a Final Inspection with Base personnel and publish the findings in a Final Inspection Report. The contractor shall publish the Pre-Final Inspection findings in a Pre-Final Inspection (Punch List) Report. All punch list items shall be resolved prior to acceptance. At the Final Inspection, the Contractor shall present a completed DD Form 1354 to the 27 SOCES CM for signature and acceptance by the Base Civil Engineer (BCE).

7.7 Final Payment: Prior to final payment, the contractor shall submit and receive approval of all required submittals and complete all work according to contract documents and written agreements.
8. CONTRACT ADMINISTRATION/POINTS OF CONTACT:
8.1 Contracting Officer (CO): Notwithstanding any of the provisions and clauses of the contract, the CO shall be the only individual authorized to amend or modify the terms of the contract in any manner.
8.2 Contracting Officer’s Representative (COR): Upon contract award, the Government will assign a COR who will expeditiously review and certify the Contractor’s progress by signing AF Form(s) 3064 and 3065, submittals and monthly Status reports.
8.3 Construction Manager (CM): Upon contract award, the Government will assign a CM who will conduct routine site visits/site inspections and will review and certify submittals. In most cases the CM will also act as the COR.
