STATEMENT OF WORK

1.0 SCOPE

The Contractor shall provide test system upgrades as detailed within this Statement of Work (SOW).

1.1 BACKGROUND

The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for upgrades to a test system used for qualification testing of airframe bearings. The scope of work will provide the procurement and installation of test system upgrades to be used at the NAWCAD Airframe Bearings Laboratory (NABL). The NABL is a testing facility that evaluates standard and nonstandard bearings.

1.2 COMPATIBILITY

Compatibility with Existing Equipment:

All equipment provided in accordance with this SOW shall be compatible with and/or capable of being integrated with the following equipment:

2.0 REQUIREMENT

2.1 CLIN0001 – Replacing the rotary hydraulic system with a mechanical rotary drive system.

The system shall meet the following minimum requirements:

1. General Configuration

a. The existing hydraulic rotary actuators shall be replaced with a mechanical rotary drive system.

b. The system shall be capable of testing four airframe bearings simultaneously and independently, such that if any one of the bearings needs to be removed and replaced, the other bearings on test can continue to run uninterrupted.

2. Servomotors and Gearboxes

a. Each station shall include an electronic servomotor.

b. The servomotor and any associated gearboxes shall be capable of mounting onto the existing table.

c. The system must incorporate an inline torque cell capable of measuring the full operating torque range of the final gear reduction output.

d. The system must incorporate a rotary encoder capable of measuring the angle of oscillation of the test bearing with a minimum resolution of 0.1 degree.

e. The servomotor final gear reduction shall output a maximum torque of 400 lb-in, and be capable of providing a constant running torque of 200 lb-in with ±10 degrees of oscillation at 10 Hz.

3. Drive Cabinet

a. The system shall include a drive cabinet to house motor controllers for all four servomotors.

b. The drive cabinet shall provide power to the servomotors.

c. The drive cabinet shall be adequately cooled and/or ventilated.

2.2 CLIN0002 – Test Controller

Any required controller upgrades as a result of the replacement of the rotary hydraulic system shall maintain the following capabilities:

1. The system shall be capable of testing four airframe bearings simultaneously and independently, such that if any one of the bearings needs to be removed and replaced, the other bearings on test can continue to run uninterrupted.

2. The system shall contain four stations with at least two channels per station.

a. One channel per station shall operate a hydraulic linear actuator with one load cell and one integrated LVDT. A supplementary LVDT input is also required for measurement only, which may be satisfied by an auxiliary input.

b. One channel per station shall operate a servomotor with one torque cell and one RVDT.

3. Each channel shall have two available feedback-control loops.

a. Each feedback-control loop shall consist of one sensor input and one control output.

4. Both channels under a given station shall be capable of synchronizing their feedback-control loops between the 2 channels (e.g. amplitude and frequency matching).

5. The system shall be capable of recording all sensor inputs simultaneously, regardless of which feedback-control loops are active.

6. Each station shall have a minimum of 1 auxiliary analog input and 4 auxiliary analog or digital outputs.

7. Each station shall have a minimum of 1 conditioned thermocouple input.

2.3 CLIN0003 – Computer Interface Upgrades

The system shall meet the following minimum requirements:

1. Operator Interface

a. The system shall include an operator interface, which shall be a standalone PC workstation.

b. The PC operating system shall be Windows 10 Professional (or higher), 64-bit.

c. The computer system shall include the minimum specifications: 16 GB Random Access Memory (RAM) and 1 TB Solid State Drive (SSD) storage for data.

d. The computer system shall include a dual monitor display.

e. The computer shall include a copy of MS Office.

f. All system software including the Test Software Suite shall include a full license that will never expire.

g. All system software including the Test Software Suite shall not require internet connectivity to operate.

h. The PC shall have a Test Software Suite installed, which meets the below requirements.

2. Test Software Suite

a. This software shall include a graphical interface to configure all station hardware and software settings.

b. The user shall be able to set a command signal and view the response of the feedback signal in real time.

c. The user shall be able to program test sequences in a graphical interface

i. The programming interface shall allow for multiple parallel process paths to be run simultaneously within a single test procedure.

ii. All 4 stations shall be able to run different procedures simultaneously and independent of each other.

iii. The programming interface shall allow for the real-time digital capture and storage of all test stand sensor data.

d. This software shall be configurable to display and graph relevant sensor information for test monitoring.

e. This software shall be able to export data to a minimum of the following formats: Microsoft Excel (.xlsx, .xls, or .csv), and American Standard Code for Information Interchange (ASCII) text format.

2.4 CLIN0004 – Additional Hardware

The contractor shall provide the following additional hardware:

1. Four (4) new CB57382-001 load cells with current NIST-traceable calibration certificates.

2.5 CLIN0005 – Installation and Training

The contractor shall provide the following on-site services:

1. The contractor shall install the upgrades and tune the test system.

2. The contractor shall perform an initial calibration of the test system.

3. The contractor shall provide training for two operators, including system overview and demonstration of running test procedures with the new equipment.

2.6 CLIN0006 – Manuals/Licenses

1. The system shall include operating manuals for the hardware and software, in both hard copy and electronic (PDF, MS-Word, or HTML) formats.
