STATEMENT OF WORK
RME AND SLOP REMOVAL AND DISPOSAL AT TANK U-12
SASA VALLEY FACILITY, DFSP GUAM
4 MARCH 2022
Background Information Located in upper Sasa Valley, Tank U-12 is a 50,000 BBL field-erected cut-and-cover Underground Storage Tank (UST) that was previously used to store RME. DFSP Guam is in the process of converting Tank U-12 from RME storage tank to F-76 storage tank. Tank U-12 has been drained to a low product level with approximately 1’ ¼” to 1’ ¾” of RME and slop (oily waste and sludge) remained that is considered extremely viscous and cannot be easily pumped out. In accordance with (IAW) 40 CFR 280.252(d)(1), unless a tank has been emptied to less than one-inch of product, annual tightness testing is required. DFSP Guam does not have sufficient RME to perform tank tightness testing at the moment.
Objective The objective of this contract is to remove and dispose of RME and slop in Tank U-12.
Scope of Work The Contractor shall furnish all necessary labor, materials, tools, supervision, equipment and all other incidentals necessary to perform the following work in accordance with (IAW) all applicable federal, state and local regulations, statutes, guidance, and approved work plans. If required, water is the only utility that can be provided by the Government. However, Contractor is responsible to provide approved backflow preventer and meter.
The contractor shall prepare a Work Plan (WP) outlining major work tasks, technical approach, project schedule, project management, contractor's in-field staff, environmental protection, and the qualifications/responsibilities of oversight personnel. The WP shall demonstrate that the work will meet the requirements identified in this SOW, and applicable standards and guidance. The U.S. Government will review the WP, and if needed, provide comments on the submittal. If revision is required, the contractor shall incorporate the review comments, and re-submit a final WP for approval. No work shall start until the Work Plan is accepted by either the DFSP Guam director, deputy director, or NAVSUP FLCY regional fuels director/deputy director.
Contractor shall remove and dispose of approximately 2,237 BBLs (93,954 gallons) of RME and slope within Tank U-12 in support of subsequent Clean, Inspect, and Repair (CIR) efforts. No more than one-inch of content shall remain at completion of removal work. Cleaning of tank is not required. Following the removal work, Contractor shall provide documentation certifying that the tank satisfies 40 CFR 280.70(a) definition of empty (<1” of product in the tank).
All material removed shall be packaged, labeled, stored, transported, treated and disposed of IAW 40 CFR 260 through 40 CFR 266 and State and local regulations. Transporters, sorters, treaters, and disposers must be certified and have EPA ID numbers. Completed hazardous waste manifests from the treatment or disposal facility shall be furnished to the Contracting Officer’s Representative as soon as they become available.
Regular working hours are between the hours of 0730 and 1600, Monday through Friday, excluding weekends and federal holidays. Request to work outside regular hours shall be submitted to the Contracting Officer’s Representative (COR) for approval at least 5 days prior.
Prior to commencing any site work, Contractor shall coordinate a Pre-Performance Meeting with the COR, the Installation/Facility, and/or any other interested parties. The Pre-Performance Meeting shall occur via teleconference or in-person whichever is preferable to the Government. This meeting shall be held to establish the responsibilities of each party, to discuss the schedule, and to ensure a mutual understanding of the scope. Contractor may be required to attend subsequent meetings when required by the Government.
The exact equipment used to complete this task are subject to be inspected by DFSP Guam fuel division personnel prior to use. This includes all hoses, fittings, exterior and interior of tanker truck and or equipment used to hold and transport oily waste/sludge.
