USSPACECOM FICTIONAL INTELLIGENCE 2025
Performance Work Statement
1.0 GENERAL
This Performance Work Statement (PWS) supports an initiative directly commissioned by the
United States Space Command (USSPACECOM) Commander, to train and coach
USSPACECOM leadership on how to fuse the process and rigor of nonfiction research and analysis with compelling communication techniques. This training conference will provide new and innovative techniques to elevate and align the USSPACECOM Strategic Vision and messaging.
The objective is to train USSPACECOM leadership in conducting comprehensive research and education on subjects related to our overarching corporate enterprise, thereby fostering research and analysis (R&A), service and outreach (S&O), and promoting education through the delivery of materials for teaching and learning (T&L). This will be achieved through the expanded application of Fictional Intelligence (FICINT), a strategic tool for crafting narratives and storytelling to simplify and illustrate complex or abstract concepts.
2.0 SCOPE
The Contractor will be required to provide subject matter experts (SMEs) and professional-quality training on fictional intelligence communications techniques related to strategic messaging on USSPACECOM’s Strategic Vision. The Contractor will provide consultation, ideation, concept development, iterative product feedback, and will conduct a one-day workshop with USSPACECOM leadership, as designated by the USSPACECOM Commander, to enhance communication skills and themes, honing participants’ abilities to develop compelling narratives and engaging stories.
The Contractor shall provide a professional-quality fictional intelligence narrative, incorporating the USSPACECOM Commander’s Strategic Vision to facilitate a one-day workshop. This will include development of vignettes, scenarios, discussion points, and other academic means to educate USSPACECOM leadership on skills and strategies for strategic thinking and messaging.
The four priority objectives of the Strategic Vision to be focused on are: Prepare and posture;
Counter threats; Strengthen relationships; and Expand a warfighting advantage.
By the end of this session, participants should be equipped with practical skills and strategies to create engaging, compelling narratives for USSPACECOM strategic messaging efforts. They should be able to apply the art and science of storytelling to effectively communicate complex ideas and strategies, thus increasing the impact and reach of the Strategic Vision. Agenda and products for the workshop will be sent to the USSPACECOM CAG NLT five (5) business days before execution for review.

3.0 SPECIFIC REQUIREMENTS – WORKSHOP PLANNING
3.1 Planning Meetings
Dates: Should occur beginning 16 December through event execution.
Period of Performance: Should cover the total effort (travel, planning for pre-event)
Type: Service - Pre-conference planning and coordination meetings
Audience: Contractor and USSPACECOM Commander’s Action Group (CAG)
Place of Performance: Colorado Springs, CO
Estimated Attendance: Less than 10 people
Travel Days: N/A, will conduct via phone / teleconference
Specific Requirements: The Contractor shall provide tailored draft scenarios to be incorporated into the Leadership Workshop. The Contractor shall prepare and present the draft scenarios, agenda, Contractor attendee list, read-aheads, and any associated materials, as well as security and communications requirements to the USSPACECOM CAG NLT five (5) business days prior to the scheduled workshop (06 Jan 2025).
The Contractor shall be prepared to engage in additional planning meetings via video teleconference as deemed necessary by the Government to conduct coordination meetings.
3.2 Draft Approval / Feedback
3.2.1. The Government may make changes, add comments, and give the draft concept back to the Contractor for rectification. The Government shall provide feedback to the Contractor no later than three (3) business days prior to the event.
4.0 SPECIFIC REQUIREMENTS – WORKSHOP TRAINING EVENT
4.1 Leadership Workshop - Training Event (Workshop + Travel Buyout)
Dates: Travel – 12 JAN 2025 / Event date (one-day) 13 JAN 2025 / Travel 14 JAN 2025
Time: Workshop Full-day (8hrs).
Type: Service - One-day Fictional Intelligence Leadership Conference Training Session
Audience: USSPACECOM leadership - Top 4, Joint Directors select special staff
Place of Performance: 1110 Bayfield Dr. Colorado Springs CO, GEO/LEO Conference Room
Estimated Attendance: No more than 30 people
Travel Days: No travel authorized for USSPACECOM attendees (all are local). Contractor travel – TBD. All pricing shall be inclusive of travel and accommodations IAW Joint Travel
Regulation guidelines.
5.0 SECURITY
5.1 Facilitators assigned by the vendor will have a Top Secret/SCI clearance. Should the location change to an on-base facility, Contractor and all associated subcontractor employees shall provide all information required for background checks to meet facility access requirements
3 | P a g e to be accomplished by the Facility Security Office. Contractor workforce must comply with all personal identity verification requirements (CFR clause 52.204-9, Personal Identity Verification of Contract Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection
Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
