About this file
This is a Performance Work Statement (PWS) for specialized project management and technical consulting services to support NOAA's initiative to modernize extreme precipitation guidance for the nation's critical infrastructure. The project requires implementing recommendations from a National Academies of Science, Engineering, and Medicine (NASEM) report through partnerships between NOAA and various federal, state, local, and private entities.
The contractor must identify and engage representatives from dam safety, nuclear regulatory, and flood-hazard communities; track partner commitments and milestones; facilitate annual stakeholder workshops; and develop implementation plans. Key deliverables include: a partner commitment list within six months of contract start, post-workshop reports within six weeks of each workshop, and annual progress reports aligned with NASEM recommendations. Performance standards allow no more than one month variance in deliverable timeframes except for government delays. The work will be monitored through direct confirmation by PSL personnel. This requirement is associated with NAICS code 541690 with a $19M size standard, and has an anticipated period of performance from July 2025 to July 2027.

Performance Work Statement Specialized Project Management and Technical Consulting for Modernizing Probable
Maximum Precipitation (PMP) Project
BACKGROUND:
● NOAA has a requirement to modernize extreme precipitation guidance for the nation’s critical infrastructure according to the recommendations set forth by a recent National Academies of Science, Engineering, and Medicine (NASEM) report. The recommendations require integral, comprehensive, and complex partnerships between NOAA and a large community of federal, state, local, and private entities.
PURPOSE/ GOALS:
● To accomplish the goal of modernized extreme precipitation for the nation, technically-experienced project management services are required to oversee critical inter-agency relationships and provide effective project management in mapping, tracking, and ensuring deliverables are met.
NOAA seeks specific assistance including, but not limited to:
● Developing and implementing a comprehensive strategy and implementation plan;
● Ensuring effective program management and technical advisement;
● Facilitating coordination and communication among stakeholders;
● Logistical support for workshops and meetings.
TASKS:
● Identify representatives from NOAA-specified list of local, state, and national agencies in relevant dam safety, nuclear regulatory, and extreme precipitation/flood-hazard-concerned practitioner communities who will engage in partnership activities with NOAA’s modernizing PMP project;
● Define and record level of commitment for each individual partner;
● Identify and track milestones and deliverables appropriate for each partner identified;
● Utilize subject matter expertise and industry experience within the PMP user community to identify gaps or previously-overlooked inter-agency partners or technical liaison opportunities;
● Facilitate a minimum of one virtual or hybrid stakeholder workshop per year, including procuring venue and audio visual (AV), agenda development, facilitation, and post-workshop reports;
● Apply industry experience and subject matter expertise to provide assistance developing NOAA Modernizing Probable Maximum Precipitation (PMP) Implementation Plan.
