About this file

This is a Draft Performance Work Statement (PWS) for lifecycle management services of household goods and appliance packages supporting U.S. Navy personnel assigned to Naval Support Activity (NSA) Stirling, Western Australia, under the Submarine Rotational Force-West (SRF-W) mission. The contractor shall provide full lifecycle management including order management, professional delivery and installation, in-service support, and final retrieval of Commercial-Off-The-Shelf (COTS) items across multiple off-base residential housing units within a 60-kilometer radius of NSA Stirling. All services are performed on a turnkey basis, with items delivered fully assembled, functional, and ready for immediate use. The scope encompasses four primary tasks: accepting task orders (written or oral) and scheduling delivery appointments within specified required delivery dates; performing complete assembly, installation, quality control inspection, and site cleanup to "broom clean" standards with all items meeting functional, cosmetic, and hygiene standards compatible with Australian power standards (230V/50Hz); providing dedicated telephone support during standard business hours (0800-1700, Monday-Friday, Western Australia time) with critical failure response within 24 hours and non-critical failure resolution within three business days; and executing final inspections, disassembly, and removal of items upon government notification with retrieval scheduled by the required retrieval date.

The available inventory includes living room furniture (sofas, chairs, tables, lamps), bedroom furniture (beds, mattresses, nightstands, dressers, linens), major appliances (refrigerators, ovens, microwaves, washers, dryers), kitchen items (cookware sets, coffee makers, toasters, kettles), bathroom and laundry packages, cleaning and yard maintenance equipment (vacuum, mower, trimmer), and miscellaneous items (television, cot, high chair, fire extinguisher). The contractor shall ensure lifecycle management of inventory including periodic refurbishment and replacement at end of service life at no additional cost to the government. Contract deliverables include a Delivery and Acceptance Manifest signed by the end-user within two business days of successful delivery (CDRL A001), a Retrieval and Condition Report signed by the resident within two business days of successful retrieval (CDRL A002), and a monthly status report tracking task orders, service requests, and service level agreement compliance (CDRL B001). All items must be delivered in "like-new" cosmetic condition free from defects, cleaned and sanitized to commercial hospitality industry standards, and the contractor bears sole responsibility for property damage, corrective action costs, and all logistics and maintenance costs during the in-service support period.

Performance Work Statement For Naval Support Activity Stirling, Australia Household Goods and Appliance Loaner Packages

1. Introduction.

In support of the Submarine Rotational Force-West (SRF-W) mission under the AUKUS partnership, this Performance Work Statement (PWS) defines the requirements for a contractor to provide full lifecycle management services for complete, turnkey household goods and appliance packages. This lifecycle includes delivery, installation, in-service support and final retrieval. The services are designed to assist Department of Navy (DON) personnel and their families assigned to Naval Support Activity (NSA) Stirling, Western Australia.

The primary objective is to enhance mission readiness and personnel well-being by providing a stable, safe, and fully functional living environment during two critical phases for DON personnel assigned to NSA Stirling: arrival at the new residence, and again prior to final departure. This service mitigates the logistical challenges of lengthy inbound/outbound international household good shipments and allows personnel to focus on their mission. All items provided by this service contract shall be Commercial-Off-The-Shelf (COTS).

2. Scope of Work.

The contractor shall provide all necessary management, personnel, equipment, and materials required to perform the full lifecycle management service of outfitting residential homes with comprehensive, turnkey household good and appliance packages to ensure fully functional living environments. The scope of this lifecycle service encompasses four primary phases:

a. Order Management & Scheduling: Coordinating all logistics with appropriate DON personnel.

b. Delivery and Installation: Professionally delivering and installing the complete package. All items shall be left in a "turnkey" state, meaning they are fully assembled and ready for immediate use by the end-user.

c. In-Service Support: On an as-needed basis, providing customer service and maintenance to the end user for all items during the required loan period.

d. Retrieval: Performing the final inspection, disassembly, and removal of all items at the end of the loan period.

3. Place of Performance.

The place of performance will be multiple off-base leased residential housing units located within a 60 kilometer radius of Naval Support Activity (NSA) Stirling, Western Australia.

4. Description of Services.

The contractor shall perform the following tasks:

Section 4 Task 1: Order Management & Scheduling.

4.1.1 Order Management. The contractor shall accept task orders (TO) placed by the Contracting Officer (KO) or a designated Government Ordering Officer (OO). A single TO may require services for multiple residences. These orders will be issued as either a written TO (Standard Form 1449) or an oral TO. For any oral order, the contractor shall document the information provided by the Government for each residence, which will include:

a. The residential address

b. The specific list of items required for the non-appliance and/or appliance categories

c. The required delivery date (RDD)

d. A target delivery window, if applicable

Upon receipt of either an oral TO or a written SF 1449, the contractor shall provide an email acknowledgment to the OO and the Contracting Officer's Representative (COR) within four (4) business hours. This acknowledgment shall confirm receipt of the order details and the contractor's capability to meet the specified RDD(s). All oral orders will be formally confirmed with a written SF 1449 within ten (10) calendar days.

4.1.2 Scheduling. Within one (1) business day of acknowledging the TO, the contractor shall propose a specific delivery and installation appointment for each residence identified on the TO to the OO for approval. The contractor shall prioritize scheduling the appointment within the Government’s target delivery window, if one was provided. The proposed appointment must specify a date and a time that is on or before the Required Delivery Date (RDD). This process concludes for each residence once a firm delivery and installation appointment is mutually agreed upon, which will then serve as the scheduled date of delivery and installation performance. Note: it is the Government’s responsibility to confirm the resident end-user’s physical presence during the appointment.

Section 4 Task 2: Delivery and Installation

The contractor shall perform the complete delivery and installation of the household items specified in the task order at the residence on the firm appointment date and time established in Task 1. The service shall include the following components:

4.2.1 Professional Conduct and Property Protection. The contractor shall ensure all personnel conduct themselves professionally while on-site and exercise due care to prevent damage to private property. In the event the contractor's operations result in damage to the residence, the contractor shall be solely responsible for restoring the property to its pre-existing condition at no additional cost to the Government. The contractor shall immediately report any such damage to the resident end-user as well as the COR.

4.2.2 Complete Assembly, Installation and Inspection. The contractor shall be responsible for the complete assembly, setup and inspection of all ordered items. This includes:

a. Full assembly of all furniture and household goods.

b. Installation of all major appliances, including connection to existing and available utility hookups (e.g., power, gas, water, drainage).

c. Testing all appliances and electronic items to ensure they are fully functional. The final result shall meet the "turnkey" standard defined in this PWS (ref. 8.1), with all items ready for immediate use.

d. Conduct a complete quality control (QC) inspection. Specifically ensure all items on the Delivery Manifest have been delivered and installed, all items are free from damage, all assembled items are structurally sound, and all appliances have passed a functional test.

Should the contractor's QC inspection reveal any discrepancy (e.g., incorrect, missing, damaged, or non-functional items), the contractor shall (1) immediately inform the resident end-user of the issue and the proposed corrective action, and (2) immediately initiate corrective action to remedy the deficiency at their own expense. This corrective action, including delivery and installation of the correct item, shall be completed within one (1) business day of the discrepancy being identified, and in all cases on or before the original Required Delivery Date (RDD).

4.2.3 Site Clean-Up. Following assembly, installation and inspection, the contractor shall remove all associated packaging materials, including boxes, crates, plastic wrap, and other debris from the residence. The contractor is solely responsible for the lawful, off-site disposal of all such materials. Disposal of any debris in residential receptacles is strictly prohibited. The property shall be left in a "broom clean" and tidy condition.

4.2.4 Delivery and Acceptance Manifest. A Delivery and Acceptance Manifest shall be presented to the resident end-user for signature only after the contractor has verified the entire order is complete and correct, with any discrepancies corrected and documented on the manifest, and the property adequately cleaned in accordance with Section 4.2.3. The end-user's signature on the manifest confirms final verification of a compliant Task 2 delivery and installation. A digital copy of this fully executed manifest shall be submitted as a formal deliverable in accordance with CDRL A001 via Wide Area Work Flow (WAWF) and directly to the COR via email within two (2) business days.

Section 4 Task 3: In-Service Support

The contractor shall serve as the sole point of contact for all in-service support for every item provided under this contract. The contractor retains full ownership of all property and is solely responsible for all maintenance, repair, replacement, and warranty management. This responsibility includes repair or replacement of items damaged through normal use or accident. The end-user shall have no obligation to interact with manufacturers or perform any maintenance.

4.3.1 Support Channel and Availability. The contractor shall provide and maintain a dedicated support channel for end-users to report all service needs by telephone. This support channel must be available for live response during standard business hours [e.g., 0800-1700, Monday-Friday, Western Australia time]. The contractor shall also provide an after-hours contact method for reporting critical failures.

4.3.2 Performance Standards. Upon receiving a service request from the resident end-user, the contractor shall be required to meet the following performance standards for restoring full functionality:

Critical Failures: Defined as failures impacting health, safety, or mission readiness (i.e., major appliance failure or leaks) (ref. 8.1). For critical failures, the contractor shall repair or replace the item within 24 hours of the initial report from the end-user.

Non-Critical Failures: All other service issues. For non-critical failures, the contractor shall repair or replace the item within three (3) business days of the initial report from the end-user.

All logistics, transportation, and labor costs associated with the repair or replacement of items under this In-Service Support task are included in the monthly service price of the items and shall not be billed separately.

4.3.3 Service Reporting. The contractor shall track all in-service support requests, including the date and time of the request, a description of the issue, and the final resolution date and time. A consolidated summary of all service activities for the reporting period shall be included as part of the contractor's Monthly Status Report (ref. Section 6, Contract Management and Oversight).

Section 4 Task 4: Retrieval

The retrieval of all items is the final component of the roundtrip, lifecycle service procured by each TO. The contractor shall execute retrieval upon receiving notification from the Government.

4.4.1 Scheduling Retrieval. An authorized Government representative will notify the contractor that a retrieval is required for a specific residence. The notification will include the Required Retrieval Date (RRD), a target retrieval window, and will specify which of the following categories of items are to be retrieved: (a) All non-appliance items (furniture and kits); and/or (b) All major appliance items.

Within one (1) business day of receiving this notification, the contractor shall propose a specific retrieval appointment to the authorized Government representative for approval, prioritizing the target retrieval window. The contractor shall work with the Government representative to finalize a mutually agreeable appointment, which must be on or before the RDD. This firm appointment will then serve as the scheduled date of retrieval performance.

4.4.2 Final Inspection and Condition Report. On the day of retrieval, prior to any disassembly or removal, the contractor shall conduct a final inspection of all items in the presence of the resident end-user. This inspection will be documented on a formal Retrieval and Condition Report. The purpose is to:

a. Account for all items against the original Delivery and Acceptance Manifest.

b. Document the condition of each item, accepting all normal wear and tear and accidental damage as covered under Task 3.

Should the inspection reveal damage that appears to be beyond normal wear and tear or accident, the contractor shall document the damage with photographs and immediately report the finding to the COR. The retrieval process shall not be delayed by this action.

4.4.3 Disassembly, Removal, and Site Clean-Up. Following the inspection, the contractor shall perform the complete and careful disassembly and removal of all items from the residence. The contractor's responsibility for property protection, as defined in Section 4.2.1, applies to all retrieval operations. After all items have been removed, the contractor shall leave the property in a "broom clean" condition.

4.4.4 Final Sign-Off. Upon completion of all removal and clean-up activities, the resident end-user will sign the Retrieval and Condition Report, confirming that all contractor-provided items have been removed and the residence has been left in a satisfactory, broom-clean condition. A digital copy of this fully executed report shall be submitted as a formal deliverable in accordance with CDRL A002 via WAWF and directly to the COR via email within two (2) business days. This submission shall serve as the basis for the end of the period of performance for the associated contract line item numbers (CLINs).

5. Item Specifications.

The contractor shall provide household good/appliance items and kits as specified in each individual task order. All items shall be standard, durable, Commercial-Off-The-Shelf (COTS) products, fully capable of performing their intended use. At no additional cost to the Government, the contractor shall be responsible for the full lifecycle management of their inventory, which includes standard lifecycle servicing/refurbishment, as well as periodic replacement at the end of an asset's functional service life.

All items, whether delivered as part of an initial installation or as a replacement, shall meet the following standards at the time of delivery to the end-user:

a. Functional standard: Items shall be structurally sound and fully functional for their intended residential use. This includes, but is not limited to, furniture meeting commercial weight-bearing and stability standards. Additionally, all electrical appliances and electronic items must be compatible with Australian power standards (230V/50Hz) and meet all applicable Australian safety and energy efficiency regulations.

b. Cosmetic Standard: Items shall be in a "like-new" cosmetic condition, defined as being free from any noticeable stains, tears, scratches, dents, chips, or other defects that would detract from a clean and well-maintained appearance.

c. Hygiene Standard: All items shall be cleaned, and where applicable, sanitized prior to delivery in accordance with prevailing commercial hospitality industry standards. This is particularly critical for all bedding, linens, towels, and upholstered furniture.

The tables below constitute the schedule of all household good/appliance items and kits available for order under this contract. The Government will select from this schedule to create the specific list of items for each residence, to be specified at the task order level. The contractor shall ensure that every item provided meets all the quality, condition, and technical standards set forth in Sections 5 of this PWS.
