PERFORMANCE WORK STATEMENT (PWS)
AIR FORCE SPACE COMMAND (AFSPC)
INTEGRATED LIBRARY SYSTEM (ILS)
1.0. DESCRIPTION OF SERVICES: AFSPC libraries support the AFSPC missions by providing mission essential, educational, and quality of life support materials, programs, and services.
AFSPC/LGC procures the remote web-based Active Server Pages (ASP) ILS on behalf of AFSPC libraries. The contractor shall provide an established, current and proven web-based ILS to 3 AFSPC general libraries and 1 Air Force Global Strike Command (AFGSC) general library located at the following locations:

The ILS must be accessible to authorized users from any computer with Internet access (office, home, etc.) on a 24-hour basis. The ILS will list all the materials in the online catalog as-well-as providing the full-text articles and books available through databases and other electronic resources provided by AFSPC and the AF Library Program. The ILS will build content virtual spaces accessible to all system users, enabling users to obtain information within subject specific areas that represent content contextually and permit contextualized searches.
1.1. System Requirements:
1.1.1. Unauthorized users shall not have access to the system or any of the data in the ILS.
1.1.1.2. The ILS will have the security accreditation documentation needed for the DoD Information Technology Security Certification and accreditation (DITSCAP).
1.1.1.2.1. The ILS security and staff permissions shall be determined through user profiles.
1.1.1.2.2. User profile functionality shall support both group and individual system permissions and security.
1.1.1.2.3. User profiles shall determine library processes/actions an individual or group can access.
1.1.1.3. The ILS shall support proxy server capabilities to prevent unauthorized database access.
1.1.2. The ILS shall provide access to an unlimited number of computer workstations.
Workstations may be located in the library, locations outside the library, at home, or wherever authorized users have Internet connectivity. The ILS shall be accessible 24 hours per day, 7 days per week, and 52 weeks per year.
1.1.2.1. Quality Assurance Personnel shall have administrative access to the ILS for oversight and reporting purposes.
1.1.3. The ILS shall provide single search capability through Federated or Discovery search capability
1.1.3.1. The ILS shall support Open URL platform
1.1.3.2. The ILS shall support end-user tailored search functionality
1.1.3.3. The ILS shall allow users to access library owned content, Internet, licensed databases and other electronic content and services.
1.1.4. The ILS patron search interface shall accommodate various web browsers across multiple platforms (Windows, MAC OS, Android, etc)..

1.1.5. The contractor is responsible for all software maintenance, software patches, fixes, new release upgrades/updates for the AFSPC-AFGSC ILS for the respective period of performance.
1.1.6. The contractor shall provide all security enhancements (i.e. patches, upgrades, etc…) needed to correct system flaws and ensure the continued uptime of the web-based ILS as they become available.
1.1.7. The contractor shall provide customer support as requested or as problems are reported.
1.1.7.1. Customer support shall respond to all library staff initiated helpdesk tickets within 2 hours
1.1.7.1. The contractor shall provide help desk and technical support services 24 hours a day, 7 days a week, 365 days per year.
1.1.7.2. The contractor shall ensure system availability for all users with the exception of scheduled maintenance during normal hours of operation approximately 55 hours per week from 0600 EST to 2100 PST.
1.1.7.3. The contractor shall provide notification to library administrator or designee of unexpected power failures immediately and provide updates upon notification, of anticipated time system will become operational.
1.1.7.4. The contractor shall provide notification not less than two weeks prior to scheduled maintenance of any downtime necessary to perform maintenance.
1.1.7.5. The contractor shall perform unexpected maintenance on system within 48 hours.
1.1.7.6. The contractor shall provide recovery service (within 72 hours) to include reconfiguring and reloading the library system in case of natural disaster.
1.1.7.7. Perform recurring off-site system backup for each installation that allows for a minimum of 13 months of retrieval information.
1.1.8. The contractor shall provide system redundancies to protect data in the event of a system failure.
1.1.9. Library staffs shall be allowed permissions to customize staff and user profiles and modify system parameters based upon library requirements.
1.1.9.2. ILS contractor shall delete system activity logs after 90 days.
1.1.9.2.1. ILS contractor shall not store or retain patron account Personally Identifiable Information (PII).
1.1.9.3. ILS shall monitor and remediate recurring processes for optimal system performance.
1.1.9.4. Maintain and monitor memory and disk requirements of the server and expanding storage space as needed to meet data storage/recovery standards for the duration of the contract term.
1.1.10. The web-based ILS shall have, but not be limited to, the following report capabilities:
1.1.10.1 Reports that can be created through the selection of any element or combination of elements in the appropriate records.
1.1.10.2. Reports that can be directed to any workstation for display.
1.1.10.3. Reports that can be imported into word processing or spreadsheet applications.
1.1.10.4. Reports that can be printed on a variety of types and brands of printers.
1.1.10.5. Reports that can be output to an American Standard Code for Information Interchange (ASCII )file.
1.1.10.6. Reports that can be directed to an e-mail address.
1.1.11. The following types of reports shall be made available:
1.1.11.1. List-type reports that meet one or more of the specified criteria.
1.1.11.2. Statistical reports in “column and row” tables of statistical information, combining record counts by record type, and that may be divided by user type.
1.1.11.3. Notice reports, created by library customers and/or staff, that result in selective or inclusive listing of specified criteria. Includes the capability to print or send (via e-mail) reports.
1.1.11.4. Printed label reports.
1.1.11.5. Removal reports.
1.1.11.6. Housekeeping reports.
1.1.11.7. The ILS shall offer required statistical reports or develop report functional to support the annual Library Annual Report (LARP) metrics.
1.1.12. The web-based ILS applications must be compatible with Windows operating system.
1.1.13. The web-based ILS will use a single Windows-based graphical client that spans all areas of library operations. The client will use technology that streamlines and allows redesign of work tasks on a daily basis as necessary.
1.1.13.1. Access to the graphical client will be through encrypted passwords maintained on a database that is separate from the database for user records.
1.1.14. Contractor employees must speak, read and understand English.
1.1.15. The contractor shall provide a complete system implementation schedule and checkout list.
1.1.16. The government retains data ownership rights.
1.1.16.1. The ILS contractor shall surrender all government data with respect to end of life contract or decision not to exercise a new option.
1.1.17. All records, other than bibliographic data, shall be surrendered in ASCII format that meet future ILS system migration data loading requirements
1.1.17.1 Bibliographich data shall be surrendered in MARC format
1.1.18. The system shall allow for category designation for specific patron groups in accordance with industry standards.

5. SOFTWARE REQUIREMENTS
5.1. Cataloging and Authority Control; Online Public Access Catalog (OPAC); Interlibrary Loan;
Circulation Control; Reports and Notices; Academic Reserves; Virtual Content Space Builder
5.2. The ILS must support the following formats for bibliographic data: Machine Readable Cataloging (MARC) 21; Universal MARC (USMARC); United States MARC; Dublin Core;
Committee on Scientific and Technical Information (COMMINFO); Commerce, Energy, NASA, and NLM.
5.3. The web-based ILS shall have, but not be limited to, modules capable to perform inventory shelf list for circulation, cataloging, on-line public access catalog (OPAC) acquisitions and serials through a web-based access ASP system. The module and capabilities are:
5.3.1. Circulation Module shall:
5.3.1.1. Allow lending and return of materials to patrons. Include charges and discharges renewals, holds, reports, notices and view customer accounts and history.
5.3.1.2. Allow a minimum of 50,000 user profiles, item types, item locations, and variable loan periods.
5.3.2. Cataloging Module shall:
5.3.2.1. Allow for classifying and indexing materials.
5.3.2.2. Utilize standard MARC formatting and allow records to be accessed from multiple 50 on-line Databases (OCLS and LOC).
5.3.2.3. Structured according to the American National Standard for Bibliographic Information Exchange Standards as supported by the Library of Congress (www.loc.gov).
5.3.2.4. Support original and copy cataloging, allowing access to standard cataloging information, such as descriptive cataloging, subject cataloging, and classifications.
5.3.2.5. Include serial maintenance to allow access to standard cataloging information.
5.3.2.6. Maintain new customer registration, item and catalog records to ensure data integrity, accountability, currency, and accurate reporting.
5.3.3. Online Public Access Catalog (OPAC) Module shall:
5.3.3.1. Allow interface for users with easy searchable access for on-site users and remote locations to the library's holdings.
5.3.3.2. Allow users to reserve and renew materials, to access all aspects of user accounts, to access bestseller lists and provide direct links to other library catalogs and databases such as
EBSCO.
5.3.4. Acquisitions Module shall:
5.3.4.1. Order, receive, track and invoice materials to include the most requested titles/hold lists, missing titles and be able to create list(s) of titles in needed subject areas.
5.3.5. Serials Module shall:
5.3.5.1. Receive, track, delete, and alert to missing magazine and newspaper holdings.
6. STANDARDS:
The ILS must comply with the following Library Industry Standards:
American National Standards Institute (ANSI); National Information Standards Organization (NISO); International Standards Organization (ISO); ANSI/NISO Z39.50, Version 3; ANSI/NISO
Z39.88; San Antonio Protocol (SAP1); San Antonio Protocol (SAP2); International Standards Organization (ISO) 10160/10161; Simple Internet Protocol (SIP)2; National Circulation Interchange Protocol (NCIP); Electronic data Interchange (EDI); Unicode; Extensible Markup Language (XML)
7. GENERAL INFORMATION:
7.1. Access to the ILS will not require a .mil network.
8. SECURITY:
8.1. The contractor shall comply with Privacy Act and protect licensed products while allowing authorized user's access to library resources. Protected information will not be disclosed to a third party in any manner without express written permission from the Contracting Officer.
8.2. The contractor shall ensure data is secure from unauthorized access and protected from malicious logic.
8.3. The contractor shall adhere to all local installation traffic laws while operating a motor vehicle. This includes mandatory use of seatbelts and using only hands-free telephone devices.
8.4. The contractor shall not possess weapons, firearms, or ammunition, on themselves or in any vehicle while on the installation.
8.5. The contractor shall provide and maintain ASP Network Access for the server equipment.
Dedicated bandwidth for library equipment is through dedicated telecom level line speeds and access. Firewalls and high-speed routers are used to filter and control access to secure library data from unintended access or malicious activities. Other security mechanisms may be used as needed to ensure integrity and security of both contractor equipment and library data upon approval by government personnel.
8.6. ILS will comply with all current Defense Information Systems Agency (DISA) and Air Force directives for system certification and accreditation.
9. GOVERNMENT QUALITY ASSURANCE:
The Government will evaluate contractor’s performance for compliance with the requirements set forth in this PWS. The Government will monitor the contractor’s performance under this contract by performing checks as contained in the Performance Plan and the inspection of services clause(s) of this contract.
