Section 1 – Background
The Information Operations Branch, Code 5530 of the Naval Research Lab (NRL) provides the
Department of Defense (DoD) with all aspects of communications support. The Branch supports
Research and Development (R&D) of Radio Frequency (RF) and Satellite communications, as well as the networking of such capabilities from the DoD enterprise to the tactical edge. The
Information Operations Branch focuses on the development, test and evaluation of tactical and weapon-based communications solutions such as waveform analysis, field testing and evaluation, proof-of-concept satellite communications (SATCOM) verification of link budget predictions, and development of novel antenna technology with the Plasma Physics Division.
Section 2 – Scope
NRL requires Communications Systems Engineering support services for the following requirements. The Contractor shall perform development and analysis of communication systems and networks in support of NRL’s mission to the DoD. This will require the following objectives:
Assessment of existing communications solutions
Analysis of alternative solutions to meet existing and emerging requirements
Development of system architectures to meet emerging requirements, informed by analyses and studies
Prototyping, test and analysis of communications solutions that extend beyond simple data links to end-to-end operational systems
Detailed documentation of test results
Presentation of results in various forums to gain approval for implementation at large scale, potentially for programs of record
This support often involves interpreting program requirements into realizable, operational systems. This may include the analysis of alternative components, technologies, subsystems and end-to-end capabilities. Interaction will be required with NRL’s modeling and simulation activities, so that developments can be vetted prior to fielding. New capabilities are implemented in laboratory mockups and benchtop models to assess performance, fit and function, along with size, weight and power impacts. The systems are then typically taken into the field for extended in situ testing to confirm the applicability of the proposed solution to the requirements.
The primary place(s) of performance may include NRL-DC, contractor site or other Government facilities. The place of performance will be defined at the task order level.
The contractor may provide support services in both classified and unclassified environments.
Therefore, the contractor shall provide personnel with security clearances up to the Top Secret
(TS)/Sensitive Compartmented Information (SCI) level, depending on the task order requirements.
Section 3 – Task Areas
The contractor shall provide Research Development, Test and Evaluation (RDT&E) support of the Information Operations Branch’s mission in developing and transitioning advanced communications concepts, methodologies hardware and software to the Navy and other branches in the Department of Defense. An emphasis will be on working in tandem with NRL engineers in developing testing, evaluating existing and evolving technologies, and documenting the findings of the programs being supported. The contractor shall be familiar with software and hardware tools for conducting communications analysis and testing, such as network analyzers, spectrum analyzers, and open source tools such as iPerf and Multi-Generator (MGEN).
The tasking is broken down into the following areas:
• 3.1 - Communication and Network Systems Evaluation and Analysis
• 3.2 - Development and Testing Support
• 3.3 - Field Integration Support
3.1. Communication and Network Systems Evaluation and Analysis:
3.1.1. The contractor shall evaluate and analyze network communication systems being developed by NRL or its sponsors, and shall assess their performance and suitability for use in fielded and operational scenarios. Systems include tactical radios and networks currently fielded by the Navy and Marine Corps, as well as communications systems under development supporting the Office of Naval
Research (ONR), the Office of the Secretary of Defense (OSD) and Naval Surface
Warfare Center (NSWC).
3.1.2. The contractor shall assess the network communication systems’ performance and suitability for use in fielded and operational scenarios.
3.1.3. The contractor shall occasionally be required to provide outcomes of evaluation and analysis efforts in support of the creation of Authority to Operate (ATO) and Interim
Authority to Test documents.
3.1.4. The contractor shall occasionally provide input towards the Government’s Test
Readiness Level determinations based on the outcomes of evaluation and analysis efforts.
3.2. Development and Testing Support:
3.2.1. The contractor shall work with NRL to develop solutions for networking warfighter applications over tactical links under development and/or currently used in DoD operations. The contractor shall utilize both modeling and simulation information as well as hardware in the laboratory to validate methodologies and solutions.
3.2.2. The contractor shall conduct testing and evaluate network and communication algorithms, protocols, and radio equipment. The data obtained will be used by the contractor to gauge performance and make recommendations for the communications solutions under development.
3.2.3. The contractor shall develop network communications solutions based on performance of radio systems tested and evaluated in section 3.2.1. Networking tools such as MGEN and iPerf will be utilized. The contractor shall leverage their analysis to identify protocols and methodologies that meet the requirements for applications support under the limitations of tactical communications (i.e., satellite latency, interruptions in service and constrained bandwidth scenarios). This will be conducted in the lab at NRL, during field exercises as described in section 3.3, and over classified networks remotely.
3.3. Field Integration Support:
3.3.1. The contractor shall perform both laboratory and field experimentation, test, and evaluation of designated network and communications equipment, which includes RF and/or SATCOM systems, modems, and other ancillary systems. Experimentation, test and evaluation shall be performed both independently and in conjunction with
Government engineers.
3.3.2. The contractor shall support NRL in the development of test and evaluation procedures, which includes the necessary software and/or scripts for network and communications equipment in support of experimentation, evaluation and assessment programs.
3.3.3. The contractor shall conduct laboratory and field experimentation, test, and evaluation efforts; provide software and hardware integration, device deployment, operational personnel, logistics and planning (to include knowledge sharing events and demonstrations); and purchase equipment as required to support laboratory and field experimentation, test, and evaluation efforts.
3.3.4. The contractor shall provide testing support on-site or at various off-site test sites as directed by NRL or DoD sponsors.
Section 4 – Security
To execute the research in the SOW technical personnel shall possess collateral SECRET, NATO SECRET, TOP SECRET, and TS/SCI clearances. Administrative support personnel may be required to possess Collateral SECRET clearances. Interim-SECRET clearances are allowed on a temporary basis for new-hires.
Contractor personnel assigned to this contract who require TS/SCI access must have a favorably adjudicated DoD Tier 5 investigation; a final TS security clearance, with eligibility of SCI prior to submission.
Contractor personnel assigned to this contract who require TS access must have a favorably adjudicated DoD Tier 5 investigation; a final TS security clearance prior to submission.
Contractor personnel, who require access to Secret information, must have a favorably completed Tier 3 investigation and a final Secret clearance prior to submission.
Contract Facility Security Officers (FSOs), and/or NRL CORs, are required to report immediately to Code 1230 any derogatory information regarding a contractor holding an interim
Secret clearance, either on or off-site. FSOs and NRL CORs shall also notify Code 1230 when a contractor’s interim or final clearance has been declined or revoked.
Contractor personnel, including subcontractors, shall supplement their current security practices by requiring any personnel involved in executing the contract to complete Government sponsored and administered Operations Security (OPSEC) training, OPSE-1301 and any OPSEC guidance that may pertain to the project. The following are required at the time of proposal submission:
Contractor personnel who require NRL base access or access to NRL unclassified material and/or unclassified systems shall possess a favorably completed DoD National
Agency Check with Law and Credit (NACLC);
Contractor personnel who require access to Secret material must have, at a minimum, a favorably completed DoD National Agency Check with Law and Credit (NACLC) and final DoD granted Secret security clearance; and
Contractor personnel who require access to TS/SCI material must have, at a minimum, a favorably completed DoD National Agency Check with Law and Credit (NACLC) and final DoD granted TS security clearance with the eligibility of SCI.
The Contractor shall ensure that all classified material is handled in accordance with the issued
DD 254, the National Security Program Operating Manual (NISPOM) (DoD 5220.22M) and all
NRL and applicable Security Program Guides/Directives.
Technical tasking may require Contractor personnel to have access to information at up to and including TS and SCI classification levels as well as ACCM controlled information.
Interim-SECRET clearances are allowed on a temporary basis for new-hires with written approval by the relevant program sponsor(s) and NRL Code 1200. Contractors issued a DoD interim Secret security clearance may only work on specific projects covered by SOW Sections
3. Unclassified IA or IT positions are NOT authorized with a DoD issued interim secret clearance. Contractors with an Interim-SECRET clearance must be escorted at all times in classified spaces.
Contractors with an Interim-SECRET clearances are prohibited from having any access to the following types of classified information:
Communications Security (COMSEC)
Special Compartmented Information (SCI)
Special Access Program (SAP) Information
North Atlantic Treaty Organization (NATO) Information
Critical Nuclear Weapons Design Information (CNWDI)
Restricted Data (RD) (and Formerly Restricted Data)
Naval-Nuclear Propulsion Information (NNPI)
Foreign Government Information (FGI)

Information / Contractor Furnished Equipment, Materials, Subcontracts, and
Supplies
Equipment and unexpended materials and supplies purchased by the contractor under this contract become the property of the Government at the end of the performance period. The contractor shall provide any other equipment, material and supplies, which not furnished by the Government, but required to perform the work defined under Paragraph 3 – Performance
Requirements. The Contractor shall be responsible for any subcontract management necessary for performing efforts described in Paragraph 3 – Performance Requirements above.
In the event that NRL is unable to furnish specific equipment, material, supplies, etc. that are found to be necessary to execute a specific tasking, the contractor will be authorized to purchase the items using funds NRL has provided for execution as authorized by the
Contracting Officer.
5.1. Government Furnished Equipment (GFE) / Government Furnished
Information (GFI):
The Government may provide item(s) of Government property to the Contractor for use in the performance of task orders issued under this contract. The decision to provide
Government property will be evaluated at the task order level during the planning process.
Inventories of GFE/GFI location shall be reported via CDRL A004 as applicable. As specified within CDRL A004, the contractor shall provide at least quarterly updates of all
GFE/GFI.
No other material, labor, or facilities will be furnished by the Government unless approved by the Contracting Officer’s Representative (COR) or Contracting Officer. If Government
Furnished Property (GFP) is required for the performance of this effort, the contract shall clearly identify what is required and the time it is necessary for uninterrupted performance of the effort.
For work being performed on-site at NRL, an office space, desk, telephones, office supplies, access to fax machine and copier will be provided.
When required, NRL will provide computers and access to internal and external classified networks for those individuals with the appropriate security clearance. This will require access to secure areas (for SECRET tasking) and Sensitive Compartmented Information
Facilities (for TS/SCI tasking).
Section 6 - Contract Management and Administration
6.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor shall maintain continuity between the support operations at NRL and the contractor's corporate offices.
6.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and contractor personnel, and provide the name of the individual(s) in writing to the Contracting Officer upon contract award.
