About this file
This document is a Statement of Work (SOW) for a federal contract opportunity related to the maintenance and replacement parts for Tecniplast Individually Ventilated Caging (IVC) systems used by the National Institute of Environmental Health Sciences (NIEHS).
The SOW outlines the background, objectives, and specific requirements for the qualified contractor to provide a centralized purchasing mechanism for Tecniplast IVC system replacement parts, consumable items, and equipment. The contractor must have a demonstrated history of distributing the required items, provide documentation validating proper function with the Tecniplast IVC systems, and offer technical support Monday through Friday, 8AM to 4PM EST, with a 2-hour response time. The SOW lists the specific Tecniplast products required, including water bottles, cage components, transport racks, filters, and other accessories. The contractor must also provide annual equipment calibration and troubleshooting support. Delivery requirements include providing operation and maintenance manuals, as well as the specified support services.

Statement of Work
Title - Supplies and Maintenance for Tecniplast Individually Ventilated Caging (IVC) Systems
1.0 Background Statement
This mission of the National Institutes of Environmental Health Sciences is to discover how the environment affects people in order to promote healthier lives.
The vision of the National Institutes of Environmental Health Sciences is to provide global leadership for innovative research that improves public health by preventing disease and disability from our environment.
The Comparative Medicine Branch (CMB) at the NIEHS is responsible for management of the NIEHS animal care and use program, which includes facility management, animal procurement and housing, animal health surveillance and disease diagnosis, clinical veterinary services, rodent breeding, technical and surgical assistance, embryo transfer, rederivation and cryopreservation, animal imaging, behavioral phenotyping, quality assurance of animal food, bedding, and water, and professional advice to the Institute on important animal issues. CMB also supports the scientific staff by providing training for investigators and technicians, quality assurance support for research projects, consultation with investigators planning animal research projects and administrative and professional staffing for the Institute Animal Care and Use Committee (ACUC).
The CMB plans and conducts research appropriate to these functions and participates in the training of residents in an ACLAM approved laboratory animal medicine training program. The NIEHS Animal Care and Use Program is fully accredited by AAALAC International. CMB supports over 200 active animal research projects for scientists in the Division of Intramural Research.
The National Institute of Environmental Health Sciences currently houses approximately 40,000 rodents in 17,500 cages, utilizing the Tecniplast Individually Caging (IVC) systems for all standard housing. NIEHS animal care staff change approximately 533,000 Tecniplast cage units (cage, feed hopper, lid) and 910,000 Tecniplast water bottles each year. In the process of assembly and disassembly of these cage units and water bottles and their associated component parts, the NIEHS cage processing operation handles approximately 6,840,000 component parts each year. Thus, only caging components specifically manufactured for use with the Tecniplast IVC system are acceptable under this procurement. Additionally, existing cage logistical equipment (cage transport racks, bottle transport racks, cage processing racks) are specifically designed for the transport and processing of the Tecniplast cage and water bottle styles that we have in use at NIEHS and are the only replacement type acceptable under this procurement. This solicitation is for the replacement parts, consumable items, and equipment required to maintain the use of the Tecniplast IVC systems.
2.0 Objectives
2.1 NIEHS needs a centralized purchasing mechanism for Tecniplast IVC system replacement parts, consumable items, and equipment.
2.2 The qualified contractor shall have a demonstrated history of distributing each of the required replacement parts, consumables, and equipment in the quantities required as listed in this SOW.
2.3 The qualified contractor shall provide documentation validating that each style of replacement part provided by them properly functions while in use with each style of Tecniplast IVC system in use at NIEHS.
2.4 The qualified contractor shall provide support over the telephone, in person, on-site, and via email. This support must be available Monday thru Friday 8:00 AM to 4:00 PM, excluding federal holidays. Response time for call back shall be within 2 hours of service call being placed.
Please refer to the Statement of Work for additional information.
3.0 Specific Requirements
3.1 The qualified contractor must provide documentation that demonstrates a history of validated proper function of all replacement parts, consumable items, and equipment listed in this requirement (See section 3.11) while in use in conjunction with the Tecniplast IVC systems utilized at NIEHS.
3.2 All replacement parts, consumable items, and equipment must be constructed/manufactured of the same materials and of the same grade, color, and appearance as those specifically listed in this requirement.
3.3 All replacement parts, consumable items, and equipment must be of identical dimensions and identical weight as those listed in this requirement.
3.4 All replacement parts, consumable items, and equipment must be new (not previously used) to ensure that no pathogens derived from animals housed at other institutions are introduced to NIEHS research animals.
3.5 All replacement parts, consumable items, and equipment must be packaged/labeled to indicate part number.
3.6 All replacement parts, consumable items, and equipment must be received in original packaging from the production facility, or otherwise identified in a manner that clearly indicates no prior use.
3.7 The qualified contractor must provide documentation that demonstrates a history of distributing all replacement parts, consumable items, and equipment listed in this requirement in the quantities listed in this requirement, and within a timely manner.
3.8 The qualified contractor must provide documentation that demonstrates a history of validated proper function of all replacement parts and equipment following repeated sanitation at water temperature in excess of 180 degrees Fahrenheit (oF) in cage processing equipment while interacting with associated detergents, as well as following multiple autoclave cycles.
3.9 The qualified contractor must provide documentation that demonstrates a history of providing onsite technical support for all replacement parts, consumable items, and equipment. The contractor will provide support over the telephone, in person, on-site, or via email. Qualified contractor representatives shall be available to provide support Monday thru Friday 8:00 AM to 4:00 PM EST, excluding federal holidays. Response time for call back shall be within two (2) hours of a support call being placed.
