About this file
This Statement of Need outlines the 9th Civil Engineering Squadron's requirement for a trailer-mounted sewer jetter to maintain sewer utility lines at Beale Air Force Base. The document specifies detailed technical requirements for a single trailer-mounted sewer jetter, including performance specifications such as a minimum 12 GPM flow rate, 3000 PSI pressure, 200-gallon water tank, and 12-gallon fuel tank. Key equipment specifications include a 31 HP twin-cylinder engine, triplex pump design, 400-foot jetting hose, wireless remote control system, and a heavy-duty steel frame trailer with 3500 GVW capacity.
The procurement includes comprehensive requirements for the sewer jetter's technical capabilities, included equipment, and compliance standards. Delivery will be coordinated with the Government Point of Contact at least two weeks prior to anticipated delivery, with specific access protocols for entering Beale Air Force Base. Contractors must complete an entry authorization list (EAL) and comply with base traffic regulations and cellular phone policies. The equipment is intended to support preventative maintenance of sewer infrastructure, improve operational efficiency, ensure regulatory compliance, and protect environmental health by proactively addressing potential sewer line blockages.

Statement of Need
For
9 CES Trailer-Mounted Sewer Jetter
BACKGROUND
The 9th Civil Engineering Squadron requires a trailer-mounted sewer jetter to maintain Beale AFB's sewer utility lines. The efficient operation of Beale AFB’s sewer utility lines is critical for public health and safety, environmental protection, and the overall functionality of infrastructure.
Over time, sewer lines are susceptible to blockages caused by the accumulation of debris, grease, roots, sediment, and other materials. These blockages can lead to sewer backups, overflows, and potential damage to infrastructure, property, and the environment. Traditional methods of addressing sewer blockages, such as mechanical rodding, can be less effective in removing certain types of obstructions and may also pose a risk of damaging the sewer lines themselves.
Additionally, reactive maintenance (addressing blockages after they occur) is often more costly and disruptive than preventative measures.
To proactively maintain the integrity of Beale AFB’s sewer infrastructure and mitigate the risks associated with sewer blockages, a trailer-mounted sewer jetter is essential. The trailer-mounted sewer jetter acquisition addresses critical operational needs including preventative maintenance of sewer systems, effective blockage removal capabilities, improved operational efficiency, regulatory compliance requirements, and environmental protection measures.
