PERFORMANCE WORK STATEMENT (PWS)

Catholic Mass Musician

Current as of 1 September 2023

1. Contract Position Title: Catholic Mass Musician

2. Purpose: The purpose of this Performance Work Statement (PWS) is to obtain a Catholic

Mass Musician for the Keesler Air Force Base Catholic Chapel Community. The Catholic Mass Musician provides instrumental and accompaniment music for congregation singing and choral selections. Music for the Catholic Mass services is foundation to the personal and collective expression of faith that derives during worship.

3. Minimum Standards of Education, Qualification, Experience. Contractor shall have:

3.1. Familiarity with the essential teaching and religious practices of the Roman Catholic Church.

3.2. Two (2) years’ experience performing worship and music services for a Catholic church/chapel, preferably within the past five (5) years.

3.3. Active membership/attendance at a Catholic church/chapel with a letter of endorsement from their current pastor/chaplain.

3.4. A positive, self-directed, motivated character with the ability to interface well within the pluralistic atmosphere of the Air Force Chaplaincy. They shall possess an ability to maintain healthy, functional interpersonal relationships with staff and community members, and maintain professional standards of conduct and public decorum, including but not limited to dress and grooming.

3.5. The ability to communicate effectively in spoken and written English.

3.6. The ability to effectively accomplish assigned tasks with minimal supervision.

4. Program Requirements and Responsibilities Include but are not Limited to:

4.1. The Contractor shall provide instrumental and accompaniment music to support rehearsals and worship services, including Catholic worship hymns and choral selections.

4.2. The Contractor shall be able to play piano and/or organ.

4.2.1. It is preferred that the Contractor demonstrate proficiency on a secondary instrument of either piano, organ, guitar, bass guitar, and/or other basic instrument.

4.3. The Contractor shall be familiar with and able to read sheet music or accompany with basic improvisational ability, in a variety modern worship styles.

4.4. The Contractor shall coordinate with the Catholic Music Director and Catholic Mass Chaplain to play selections appropriate for Sunday worship and special programs.

4.5. The Contractor shall comply with Department of the Air Force Instructions (DAFI) and local Operating Instructions (OI) that apply to this position.

4.5.1. Chaplain Corps DAFIs are located at http://www.e-publishing.af.mil/.

4.5.2. Local chapel OIs will be provided to contractor upon initial award of contract, whenever OIs are updated, and upon request by the Contractor.

5. Pluralistic Environment. The environment in which this contract is implemented is a religiously pluralistic and sensitive arena of numerous faith group and denominational traditions. The Contractor accomplishes the terms of the contract in compliance with the http://www.e-publishing.af.mil/ mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for contract termination.

6. Background Checks.

6.1. A criminal history background check must be initiated and completed for all Contractors, Contractor substitutes, and program volunteers working with children under 18 years of age.

6.2. If awarded the contract, the Contractor shall immediately submit a background check application to the Contract Monitor, or designee, in accordance with Department of Defense Instruction (DoDI) 1402.5, Criminal History Background Checks.

6.3. Contractor shall ensure that all program volunteers and Contractor substitutes, working with children under 18 years of age, submit a background check application to the Contract Monitor, or designee, in accordance with Department of Defense Instruction (DoDI) 1402.5, Criminal History Background Checks.

6.4. While awaiting the background check results, all program volunteers, or Contractor substitutes, working with children less than 18 years of age, shall remain within line of site of another Contractor or staff member who has an approved background check on file.

7. Dates, Times, and Performance Location(s).

7.1. All worship services, special programs, and rehearsals will be conducted on Keesler AFB unless approved by the Wing Chaplain, or designee.

7.2. The Contractor shall perform and receive payment for one rehearsal and one Sunday service per week.

7.2.1. Additional services and rehearsals in conjunction with special programs may be authorized by the Wing Chaplain, or designee.

7.3. The Contractor shall remain present during the entire worship service and rehearsal to assist the Music Director.

7.3.1. Rehearsals will be a minimum of one hour.

7.3.2. The Contractor shall arrive no later than 30 minutes prior to the start of rehearsals and worship services.

8. List of Organization-furnished Workspace, Supplies and Equipment.

8.1. The Government will provide working space in a base chapel and all equipment as required for Contractor personnel.

8.2. Due to limited resources and space, the Contractor may be required to share a workspace and equipment with other Contractors.

8.3. The Contractor coordinates support requirements with the Catholic Mass Music Director, the Catholic Religious Education Coordinator, and the Catholic Chaplain or, designee in their absence.

8.4. Government owned furniture, computers, instruments, sound equipment, supplies, etc. will not be moved without the express permission of the Superintendent Religious Affairs, or the Deputy Wing Chaplain.

8.5. The Contractor is accountable for the security and cleanliness of all facilities utilized in conjunction with their programs.

9. Standards of Dress. The Contractor shall be appropriately and neatly attired and well-groomed. Shirts and blouses must have sleeves. Sleeveless T-shirts, shorts, and short skirts are not acceptable. Hair and facial hair will be neat, clean, and properly trimmed.

10. Contract Monitors.

10.1. The primary and alternate Contract Monitors are appointed by the Wing Chaplain.

10.2. The Contract Monitor will monitor and inspect the Contractor’s performance and notify the Contracting Officer of any significant performance deficiencies (unacceptable performance).

10.2.1. The Contractor shall be notified in writing of any and all noncompliance, and shall be given an opportunity to correct, if possible, nonconforming work.

10.2.2. The Contractor shall be given an opportunity to respond in writing to any notice of noncompliance.

10.3. The Contract Monitor certifies acceptance of services and invoice payments in Wide Area Workflow.

10.4. The Contract Monitor does not have the authority to direct the Contractor to do anything not listed in the contract.

11. Contracting Officer.

11.1. The Contracting Officer is appointed by the 81st Contracting Squadron.

11.2. The Contracting Officer takes formal action against the Contractor for unacceptable performance when appropriate.

11.3. The Contracting Officer communicates with the Wing Chaplain the qualifications and experience(s) of any proposed subcontractors for approval prior to substitution or replacement.

11.4. The Contracting Officer is the only one who has the authority to make changes to the contract.

12. Subcontracting and Substitutions/Alternates During Periods of Absence.

12.1. The Contractor shall personally perform the services described within this PWS. If subcontracting is approved, subcontractors must meet the same qualifications as the Contractor and be approved as suitable by the Contracting Officer or designee. The Wing Chaplain or designee will approve subcontractors prior to their performing any services described within this PWS.

12.2. If unable to perform duties, the Contractor is responsible for providing an alternate or substitute of equal or higher proficiency. The alternate or substitute must meet the same qualifications as the Contractor and be approved as suitable by the Contracting Officer or designee. The Wing Chaplain will approve substitutes and alternates prior to their engaging to perform any services described within this PWS.

12.3. The Contractor shall submit the name(s) and qualifications of proposed alternate(s) or substitute(s) to the Contracting Officer or designee for approval, at least 7 calendar days prior to the proposed absence.

12.4. The Contractor is responsible for payment to any alternate or substitute.
