Performance Work Statement Summary
This Performance Work Statement (PWS) describes the rental and delivery of a 100-ton air-cooled portable water chiller unit with accessory equipment to support production comfort cooling maintenance at Puget Sound Naval Shipyard in Bremerton, Washington. The contract period runs from October 19, 2026, through August 23, 2028, with an available two-month extension option through October 23, 2028. The chiller must be capable of supplying a minimum 300 gallons per minute (GPM) at 42°F with a 10°F temperature differential and operating continuously from zero to 100-ton cooling loads with automatic compressor cycling. The unit must generate 90 decibels or less when tested per IAW ANSI S12.16 and be suitable for outdoor marine environment operation.
The contractor is responsible for equipment delivery and setup within 48 hours of October 19, 2026, providing startup training to three government personnel, delivering operating instruction manuals, conducting hose hydrostatic testing to 150 PSI, and providing 24/7 on-call repair service with response within 24 hours of notification of equipment malfunction. The contractor must supply two 300 GPM minimum pumps, a 500-gallon surge tank, isolation valves, hose assemblies (4-inch LPA flanged, 25-foot length), and instrumentation including flowmeters and temperature/pressure gages. All maintenance and repairs beyond filter changes remain the contractor's responsibility during the rental period. The government will provide electrical power (460-volt, 3-phase), temporary freshwater supply, and connection of supply and return hoses to the government distribution system. Fault tolerance requirements mandate the contractor repair or replace the chiller within 48 to 96 hours of notification; failure to meet this timeline may result in termination for cause. A Quality Assurance Surveillance Plan establishes 100% compliance standards for service delivery and schedule adherence, with communication of problems or questions required within 24 business hours.
