About this file

This document is Attachment 1 of a Technical Data Package (TDP) containing general data and general drawings for a cannon breechblock procurement from Watervliet Arsenal. The attachment specifies applicable drawings, military/federal specifications, and industry standards that contractors must comply with during manufacturing and quality assurance processes. Referenced drawings include general quality assurance provisions, magnetic particle inspection procedures for cannon and mount components, and specifications for breechblocks (rough machined forgings). The military specifications cited include MIL-DTL-13931 (Cannon: General Specification), MIL-S-46172 (Steel Forgings), MIL-STD-100 (Engineering Drawings), MIL-HDBK-204 (Inspection Equipment Design), and MIL-STD-130 (Identification Marking). Industry standards encompass ASME engineering drawing and dimensioning standards (Y14.24, Y14.34, Y14.35, Y14.5, Y14.100), ASTM testing methodologies (E8/E8M for tension testing, E1444 for magnetic particle testing, E10 for Brinell hardness, E23 for impact testing), AIA/NAS NAS410 (Nondestructive Test Personnel Certification), and SAE specifications for SAE 4340 steel material variations.

Effective October 1, 2024, Watervliet Arsenal requires contractors to submit all Contract Data Requirements List (CDRL) documentation—including Certificates of Conformance, Certified Test Reports, and other required documents—electronically through the Wide Area Work Flow (WAWF) system within the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. Contractors must upload documentation with Invoice and Receiving Report (COMBO) or Invoice as 2-in-1 (Services Only) submissions. Submission requirements include: attachment size limit of 1,946MB per file, unique filenames with maximum 100 characters, no spaces or special characters in filenames (use underscores instead), and preferred file types of .pdf, .docx (Microsoft 2007 or later), .tif, and .jpg. Failure to submit required documentation may result in invoice rejection and payment delays. The document notes that WAWF is designated for Sensitive Unclassified information only, and classified information is prohibited. The applicable WVA master contract data requirements list numbers are 1, 3, 9, 12, and 23 (dated February 22, 2000).

Watervliet Arsenal will require its contractual partners to provide electronic and scanned attachments in Wide Area Work Flow (WAWF) found at PIEE (Procurement Integrated Enterprise Environment, at https://piee.eb.mil). If your contract requires any Contract Data Requirements List (CDRL), such as a Certificate of Conformance, a Certified Test Report, or other documents; you will be required to upload these with the submission of an “Invoice and Receiving Report (COMBO)” or “Invoice as 2-in-1 (Services Only)” (DFARS 252.232-7006).

Instructions to upload required CDRL: This ability to upload is located on the Data Capture Portion of the Submission; Header Page, navigating to the Attachments Tab, and can upload documentation there.

Failure to submit the required documentation with your “Invoice and Receiving Report (COMBO)” or “Invoice as 2-in-1 (Services Only)” may result in your invoice being rejected and delay in payment. Each individual shipment requires the associated electronic documentation for inspection and acceptance.

NOTE:

WAWF is designated for Sensitive Unclassified information ONLY.

Do NOT enter classified information in this system.

There is an attachment size limit of 1,946MB, attachments over this size will be rejected. You can upload more than one attachment.

The attachment must be submitted prior to the submission of the transaction. If multiple attachments are submitted, they must have unique names.

The maximum file name length is 100 characters.

The file name cannot contain a space or other special characters in its filename.

Use the underscore ( _ ) in lieu of space.

Preferred File Types are .pdf, .docx (Microsoft 2007 or later), .tif, .jpg, and others.
