52.212-2 EVALUATION--COMMERCIAL ITEMS (NOV 2021)

THIS IS A COMPETITIVE BEST VALUE ACQUISITION USING SIMPLIFIED PROCEDURES

AUTHORIZED BY FAR 13.5 “TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS”

(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

ADDENDUM TO FAR 52.212-2:

Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1 - Price. The total evaluated price will be determined by based on the extended price for Line Item 0001. Before a contract may be awarded, the contracting o icer must determine the price fair and reasonable per FAR 13.106-3.

Factor 2 - Technical Acceptability. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all the provided salient characteristics for the required item. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable”.

Subfactor: Chemical Storage Totes: The government will require the contractor to provide 8 storage totes with a capacity of 275 Gallons. This subfactor emphasizes the importance of a holistic solution that ensures the government will have its own chemical storage capability.

Factor 3 – Delivery Schedule. O erors will be evaluated on their ability to deliver all contractually required quantities of the runway removal product by April 23rd. To demonstrate this ability, o erors shall provide:

A Detailed Delivery Schedule: This schedule should outline all major milestones leading up to final delivery, including production lead times, transportation arrangements, and any anticipated delays.

Alternative Delivery Planning: O erors should describe their contingency plans in the event of unforeseen delays. This should include alternative production or delivery methods, as well as communication protocols for notifying the Government of potential schedule impacts.

Rating Description:

“Acceptable”- Quote clearly meets the minimum requirements of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.

The quote will be determined technically acceptable if it meets the requirements set out with NSN 6850-01-505-3106
