SCOPE OF WORK

TITLE: Donnelly Training Area ISB Sprung Structure Repair

DATE: 27 Nov 2023

1.0 BACKGROUND

This is a non-personnel services contract to provide repairs and servicing to mechanical components to three existing Sprung Structures located at the Donnelly Training Area (DTA) Initial Staging Base (ISB), in the vicinity of Fort Greely, AK for use in support of JPMRC 24-02. The DTA ISB is approximately 2.5 miles from Fort Greely, AK. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

In 2022 U.S. Army Alaska contracted for the installation of three 60’ x 120’ Sprung shelters at the DTA ISB to support a large-scale winter Field Training Exercise. Due to the accelerated timeline required to meet operational requirements, the re-locatable shelters were chosen as the preferred structure. As per U.S. Army Installation Management Command regulations, re-locatable shelters are not authorized to be repaired or serviced by U.S. Army Directorate of Public Works maintenance personnel.

JPMRC 24-02 is a large-scale Field Training Exercise. During the Exercise over 5500 personnel will be transitioning through the Donnelly Training Area and Fort Greely, AK. Extreme cold weather, unknown logistical and operational support requirements and a shortage of available warm sleeping areas makes the use of the existing three Sprung Structures on DTA ISB a significant exercise support capability. The structures require repairs to the exterior membrane and interior insulation. The structures also require preventative maintenance inspections on the mechanical components (furnaces, rolling service doors) installed in the Sprung shelters to make them usable for the exercise.

The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services requested in this statement necessary to support this effort. The contractor shall perform to the standards in this contract.

2.2 Provide preventative maintenance and required servicing of fuel-fired furnaces (2 per structure), fuel tanks (2 per structure) and associated plumbing as noted in the attached drawing. Repairs shall be made in accordance with OEM manufacturer standards and with approved OEM materials. Technician repair will be required to facilitate full operations of the furnaces.

Coordinate both service and repair of these furnaces.
