About this file
This document is a Brand Name Justification (J&A) memorandum for a one-time purchase of Synopsys Coverity software license renewals for the Navy Command at NUWC Division Keyport. The procurement is for 10 license renewals (Part Number F868-0) with a performance period from 7/21/2025 to 7/20/2026, being conducted by the GSA Federal Acquisition Service under FAR 6.302-1(c) to limit sources exclusively to Synopsys. The justification emphasizes the critical nature of the software for Submarine Warfare Federated Tactical System (SWFTS) TI24 baseline requirements, noting that alternative software would render the current Cyber Security Assurance (CSA) system unusable and impact planned submarine hull installations.
The solicitation (47QSSC-25-Q-0133) will be competed on SAM.gov as a brand name requirement, with quotes due by 5:00 PM EDT on 20 MAY 2025. Vendors must submit an Excel Quote Worksheet, Letter of Supply, and any applicable teaming agreements to Jocelyn Vazquez-Wiggins. The award will be based on lowest price technically acceptable (LPTA) criteria, with a 30-calendar day quote validity period. Market research conducted in April 2025 confirmed Synopsys as the sole vendor available through GSA Advantage, though the solicitation aims to increase competition by posting on SAM.gov.

General Services Administration Memorandum to Federal Acquisition Service (FAS) Supply Chain Management Contracting Division
Brand Name Justification and Approval (J&A) IAW FAR 6.302-1(c)
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY
The requiring activity is the Navy Command stationed at NUWC Division Keyport for Synopsys software. The contracting activity is the General Services Administration Federal Acquisition Service (FAS), Global Supply Chain Management Branch.
2. NATURE OR DESCRIPTION OF THE ACTION BEING APPROVED
This Brand Name Justification (BNJ) serves to support this acquisition for a Requisition received from NUWC Keyport for the one-time purchase of a one-year license for static code analysis software. (See part number requested below). This BNJ is being performed in accordance with FAR 6.302.1. This acquisition is being procured via SAM.gov against NAICS 513210 : thus FAR Subpart 6.3 is being invoked to limit sources to only manufacturer: SYNOPSYS.
3. DESCRIPTION OF THE AGENCY’S NEEDS
In accordance with agency objectives, the government has a need to procure a renewal Synopsys License to meet the agency’s needs as outlined in this document.
The following list details the complete requirement:
MFR: Synopsys
PN: F868-0 Item Description: Coverity ™, License Renewal QTY 10
PoP: 7/21/2025-7/20/2026
4. IDENTIFICATION OF JUSTIFICATION RATIONALE
The circumstances and rationale for limiting consideration to select schedule contractors for award follows:
This acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) 13.501. In accordance with FAR 13.501(a), an ordering activity must justify its action when restricting consideration to a single source, including brand name justifications. Additionally, this limited source justification will document that this requirement is essential to the Government’s requirements and the market research which indicates that no other brand is qualified to meet Navy’s requirements.
5. DEMONSTRATION OF THE UNIQUE NATURE OF THE REQUIRED SUPPLY
On 2 April 2025, the requiring agency submitted a Brand name Justification memorandum in accordance with FAR 6.302-1(c) to limit sources for the purchase of the above referenced Synopsys Part number.
The basis for limiting the source for this acquisition is a result of the software license previously provided to NUWC Division Keyport by Joint Federated Assurance Center (JFAC), up until 31 December 2022. The current software was installed in the first quarter of FY23. Synopsys software is a Submarine Warfare Federated Tactical System (SWFTS) TI24 baseline requirement. The CSA system currently has critical findings that must be remedied in order to support TI24 and future baselines. If requirements cannot be met in a timely manner, it will result in missed installations for identified TI24 hulls and beyond, negatively impacting the warfighter. Specific hardware is authorized for use by the Cyber Security Vulnerability Management Plan (CVSMP) dictated by SWFTS. Use of a different product other than the Synopsys Coverity would render the current CSA software unusable and the software would not be allowed on planned hull installs. This would impact all Sewolf, Virginia Class I/II/III/IV/V and Columbia Class planned hulls.
Therefore, for this acquisition, the contracting activity is restricting the consideration to the brand names only, as listed above, required for this one-time purchase. Anything that is not otherwise specified.
6. DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE
The order will be competitive among vendors on SAM.gov as a brand name requirement to ensure the government is receiving the most competitive price. A best value determination will be documented at time of award.
Notice of this Brand Name only action will be posted on SAM.gov.
7. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED
The customer and GSA conducted detailed market research to justify this RFQ as Brand Name only. Market research was conducted in April 2025. This research consisted of reviews of similar previous procurements and a market survey through search engines of open market contractors and Federal Supply Schedule contractors. Search engines utilized include Google and GSA Advantage catalog using the part numbers, description, and manufacturer. A review of GSA Advantage revealed the products are available via MAS schedules by one vendor. However, to increase competition, this will be solicited via SAM.gov.
8. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION
Prior to any subsequent procurement the market will be reviewed to assess whether any other qualified sources are available and are able to meet the Government’s requirements.
9. CONTRACTING OFFICER CERTIFICATION AND APPROVAL
I certify that the justification for Other Than Full and Open Competition is accurate and complete to the best of my knowledge and belief. Based on the above, I hereby determine that it is in the best interest of the Government and most appropriate for this acquisition to be Brand Name.
