About this file
This is a Statement of Work (SOW) for the procurement, manufacture, and delivery of new ground-based geodesic radomes to Tobyhanna Army Depot (TYAD). The contract will be awarded as firm-fixed-price and includes completion of successful Factory Acceptance Test (FAT) data, government-witnessed inventory at the vendor's facility, and delivery of radomes and accessories to TYAD.
The Contractor shall procure and deliver two 18-foot diameter metal space frame radomes and two 26-foot diameter metal space frame radomes, each designed to protect dual polar/geostationary antennas and interface with existing HVAC systems. Key technical requirements include 6061-T6 aluminum construction, operational wind loads of 150 mph, temperature ranges from -65°F to +165°F, electromagnetic performance specifications with panel membrane dielectric constant of 3.0, electrical resistance of 10 milliohms or less, and 90% or greater solar radiation rejection. Both radome sizes must meet RF requirements, achieve 20-year design lifecycle, and include aluminum storm doors, 14-inch OD HVAC ducts (inlet/outlet), and obstruction light kits. The Contractor must develop and provide comprehensive Technical Manuals for each radome size (18-foot and 26-foot) in both hard copy and searchable PDF formats, including detailed engineering drawings, assembly and installation instructions, preventive and corrective maintenance procedures, and complete Bills of Materials. Prior to shipment, the Contractor shall facilitate a government-witnessed physical inventory of all deliverable items at their facility, coordinating with the Government Contracting Officer's Representative no later than 45 days prior to inventory and finalizing the schedule no later than 30 days prior. A one-time, post-award site survey at Hickham Air Force Base, Oahu, Hawaii is required to visually inspect legacy radome installations (one 18-foot and one 26-foot model) to finalize the Bill of Material and clarify design details; all Contractor personnel costs for this survey are included in the firm-fixed-price, while Government personnel costs are borne by the Government. All shipments must be FOB destination to TYAD in 40-foot or 20-foot ISO containers (double-door for 40-foot, single-door for 20-foot) using the Carrier Appointment System, delivered to Building 1C Bay 5, with drivers required to possess valid vehicle insurance, registration, proper endorsement, and a bill of lading containing contractor/vendor information and delivery details. The Contractor shall maintain a two-year warranty covering performance specification requirements and provide FOB shipping during the warranty period. Quality assurance requires the Contractor to perform standard manufacturing assembly, inspection, and testing activities according to internal processes; provide a Certificate of Conformance with deliveries; and store all FAT data in their configuration management system available for Government review upon request. Mandatory compliance is required with specified military standards including MIL-STD-129P, MIL-STD-130N, MIL-STD-882D, MIL-STD-1472G, MIL-STD-2073-1E, and DoD Directive 5230.24, with guidance provided by MIL-PRF-49506, MIL-STD-3018, FED-STD-313D, MIL-HDBK-61B, and MIL-HDBK-502. The Contractor must maintain minimum insurance coverage including Worker's Compensation with Employer's Liability of at least $100,000, General Liability of at least $500,000 per occurrence, and Automobile Liability of at least $200,000 per person and $500,000 per occurrence for bodily injury.

3.3.2 Inventory Scheduling and Logistics
The Contractor shall coordinate with the Government to schedule the witnessed inventory. Coordination with the government needs start NLT 45 calendar days prior to inventory and inventory schedule needs to be finalized NLT 30 days prior to the inventory. Government will be as flexible as possible with the inventory schedule in case of inclement weather or unforeseen circumstances.
3.3.2.1 Trip Consolidation
The Contractor shall make every effort to schedule the inventory to occur during a single trip to their facility, encompassing all four (4) radomes and complete associate components.
3.3.2.2 Maximum Number of Trips
If production or delivery schedules demonstrably prohibit a single-trip inventory, the process may be conducted in no more than two (2) separate trips. The rationale for requiring a second trip must be provided in writing to the COR for review prior to scheduling.
3.3.3 Inventory Procedures and Roles
3.3.3.1 Process

3.3.3.2 Responsibilities
The Contractor’s personnel are responsible for physically conducting the inventory (e.g., locating, presenting, and counting items). The role of the Government personnel is to witness this process to verify the accuracy and completeness of the order.
3.3.4 Discrepancy Resolution
Any discrepancies, including missing, incorrect, or damaged items, identified during the witnessed inventory shall be formally noted. The Contractor shall be solely responsible for correcting all documented discrepancies. Final packaging, crating, and/or shipment of the radomes shall not proceed until all discrepancies are resolved to the satisfaction of the Government and verified by the COR.
3.4 Material Delivery Schedule
The Contractor shall maintain an accurate schedule of program events, which provide for the earliest and latest delivery dates for the subassemblies. This schedule shall be available upon request. Contractor format is acceptable. No formal data item delivery is required. Also, see below Section 6 for further delivery information.
3.5 Shipping and Packaging Requirements

The government prefers a set of radomes to be shipped in a single 40-foot ISO container (requirements below). A ‘set’ of radomes is defined as (1) 18-foot radome and (1) 26-foot radome. The intent is to combine shipments (if feasible) to create as few shipping containers as possible.
If it’s not possible due to delivery schedule or shipping configuration it is permissible for the vendor to provide each 26-foot radome in 40-foot ISO containers (requirements below) and each 18-foot radome in a 20-foot ISO container (requirements below). Note:
40-foot containers have a double door requirement (at a minimum). 20-foot containers have a single door requirement (at a minimum)
All deliverable items shall be packed and shipped in a 40-foot, General Purpose, Dry Van ISO container (ISO 668 designation: 40'GP). The container shall be a double-door configuration with operational doors located on both short sides. The container must be certified for sea and/or land transport, and be in a clean, dry, and serviceable condition, free from any damage or contaminants that could affect the integrity of the materials within.
All deliverable items shall be packed and shipped in a 20-foot, General Purpose, Dry Van ISO container (ISO 668 designation: 20'GP) with a single set of cargo doors. The container must be certified for sea and/or land transport, and be in a clean, dry, and serviceable condition, free from any damage or contaminants that could affect the integrity of the materials within.
Packaging The Contractor shall be responsible for packaging in accordance with MIL-STD-2073-1 for each assembly. Contractor shall be responsible for providing itemized packing list of contents included in the shipment. Packed containers will be shipped from contractor to Tobyhanna Army Depot, Tobyhanna, Pennsylvania. Tobyhanna Army Depot will coordinate international shipments. Shipments shall be combined to create as few shipping containers as possible.
