About this file

This document contains the specification for a new density meter required by the Arnold Engineering Development Complex (AEDC) Chem Lab at Arnold Air Force Base in Tennessee. The AEDC currently has two Anton Paar densitometers, one of which is over 20 years old and needs to be replaced before it becomes non-operational. The new density meter must have a range of 0-3 g/cm3, operate between 0-100°C, handle up to 10 bar (145 psi) pressure, and meet strict accuracy and repeatability requirements per ASTM D4052.

The Department of the Air Force Materiel Command Test Center (AFTC) intends to sole-source this requirement to Anton Paar, a small business vendor under NAICS code 334516, using simplified acquisition procedures. A notice of intent has been issued, and the government will consider any responses received by 1:00 PM CDT on 24 October 2024 before making a final decision. If no favorable responses are received, a purchase order will be negotiated with Anton Paar.

Specification for Density Meter at Arnold Air Force Base, TN

Arnold Engineering Development Complex (AEDC)

Provide all materials, labor, and equipment necessary to provide a new fully functional Density Meter. Refurbished or remanufactured parts are not authorized for this requirement.

Density for Fuels – Currently the AEDC Chem Lab has two Anton Paar Densitometers, one of which is more than 20 years old. A replacement is required before the antiquated densitometer becomes nonoperational and throughput is compromised. The lab uses two densitometers to maintain required throughput. Density is measured at two different temperatures for each fuel sample. Each densitometer can be set and standardized for the temperature required to improve turnaround time for AEDC test related fuel samples. It would be ideal to have the same densitometer manufacturer for both test temperatures for better comparison for the AEDC test customers. Additionally, AEDC Chemists are acquainted with the software and process of the Anton Paar Densitometers.
