CSO SOLICTATION

Travis Proving Grounds: Demonstrating the Capabilities to enable Victory

In the context of international competition between states, the 60th Air Mobility supports the Department of Defense (DoD) and allied partners in maintaining the world order through rapid, reliable airlift of American fighting forces anywhere on earth in support of national objectives and to extend the reach of American and allied air power through mid-air refueling.

To win the next fight against near peer adversaries, Travis will be more lethal, agile, resilient, and unpredictably disruptive than we’ve ever been. Phoenix Spark is focused on manifesting that state faster than our adversaries can counter, so Team Travis, AMC, and our nation can be assured of total victory. To that end, Travis will maximally utilize every available advantage, including the creative and capital might of American Industry.

To enable this, the Phoenix Spark (DoD) seeks state-of-the-art commercial solutions for all Areas of Interest (AOI) outlined below. Only solutions that are technically mature and immediately available will be considered.

Areas of Interest:

1. Logistics Support for Remote Operations: The government is seeking innovative solutions for sustainable systems that provide water, power, and shelter for 50-500 persons daily in remote island environments while maximizing the use of in-situ resources, and capable of sustaining operations.

2. Multi-Functional Training and Support for Airmen: The government is seeking innovative solutions for systems that increase efficiency in task execution for airmen who are not formally trained in specific tasks, provide real-time feedback and guidance, and enable telepresence with remote expertise to improve task management.

3. Automation and Robotics for Logistics: The government is seeking innovative solutions for systems that increase logistics throughput, automate cargo and equipment delivery on the flightline, reduce human engagement in logistics processes, and make human engagement more efficient, while also being scalable, modular, and adaptable to different logistics needs and environments.

4. Scalable Security Solutions for Perimeter Protection: The government is seeking innovative solutions for security systems that can secure large perimeters, utilize established communication protocols, detect, and track threats with a variety of sensors and technologies, and be deployed in various environments.

5. Medical Evacuation and Care in Flight: The government is seeking innovative solutions for systems that enable care for multiple patients during critical phases of flight, provide persistent communications, easy-to-use medical equipment, and storage, transport, and administration of medical fluids during flight and in remote, isolated medical environments.

6. Secure Communications in Contested and Austere Island

Environments: The government is seeking innovative solutions for systems that provide alternative data transmission solutions using various technologies, create private networks in contested and austere island environments with advanced security and encryption technologies, and ensure continuous data transmission with network redundancy and fault tolerance.
