About this file
This is a Statement of Work (SoW) for crane support services at Rota International Airport in the Commonwealth of the Northern Mariana Islands (CNMI) in support of exercise operations. The contractor must provide one crane capable of lifting a minimum of 30,000 pounds with a minimum lifting capacity of 10 tons at a 6-meter reach, along with all necessary rigging equipment including chains, hooks, and slings. The contractor is also responsible for providing a specialized lifting beam with approximately 6-meter reach, or coordinating with the Government if the beam must be separately sourced due to local availability constraints. A qualified, certified, and English-speaking crane operator must be provided to take direction from the on-site Government representative.
Crane services are required during short-duration windows for initial cargo arrival and final redeployment phases, with exact dates and times to be coordinated between the contractor and the Government representative. All work will be performed at designated airfield work zones on Rota International Airport. The contractor must ensure full compliance with all applicable U.S. codes and regulations, including OSHA 29 CFR 1926.1400 series and ASME/ANSI B30.5 standards. The crane must be fully OSHA certified with documented proof of current, scheduled load testing and structural inspections. Prior to each operational use, the Government representative will review the crane's current OSHA certification and the operator's current license and certification credentials; failure to produce valid certifications will result in a stop-work order. The contractor assumes full financial responsibility for any damage to Government property, aircraft, or local infrastructure caused by negligent operation, and is responsible for environmental containment and cleanup of any hazardous spills at no additional cost to the Government. Immediately following contract award, the contractor must initiate contact with Rota International Airport security and port authority to acquire all necessary personnel badges, vehicle passes, and flight line clearances; the Government is not responsible for work delays caused by the contractor's failure to secure appropriate airfield access credentials timely.

2.0 Scope of Work
2.1 Crane & Equipment:
• Provide one (1) crane capable of lifting a minimum of 30,000 pounds, with a minimum lifting capacity of 10 tons at a 6-meter reach.
• Provide all necessary rigging equipment, including chains, hooks, and slings required to safely conduct lifting operations.
• Provide a specialized lifting beam with an approximate reach of 6 meters. (Note:
If this item is not locally available, the contractor must coordinate with the Government to ensure their crane is compatible with a Government-furnished or separately sourced lifting beam).
2.2 Operator Requirements:
• Provide a qualified, certified and English-speaking crane operator capable of taking direction from the on-site Government representative.
2.3 Operational Services:
• Perform cargo loading and unloading as directed by the on-site Government representative. Services are required for short-duration windows during the initial cargo arrival phase and the final redeployment phase.

3.0 Location & Schedule
3.1 Location: All work will be performed on Rota International Airport, CNMI (specific airfield work zones will be designated by the Government).
3.2 Work Schedule: Crane services are required during specific arrival and redeployment windows. Exact dates and times will be coordinated between the contractor and the on-site Government representative.
4.0 Safety, Certifications, and Compliance
4.1 US Codes and Regulations: The contractor shall strictly comply with all applicable

4.2 OSHA Crane Certification & Load Testing: The provided crane must be fully OSHA certified. The contractor must maintain and provide documented proof of current, scheduled load testing and structural inspections that legally confirm the crane's lifting capacity and safe operational status.
4.3 Pre-Operation Certification Review: Prior to each operational use (every time the crane is dispatched for a lift under this contract), the designated US Government representative will physically review and verify:
a) The crane’s current OSHA certification and scheduled testing logs.
b) The crane operator’s current license and certification credentials.
• NOTE: Failure to produce these valid certifications at the time of use will result in a stop-work order until the proper documentation is provided.

7.0 Government-Furnished Items
The Government will provide direction for lifting tasks and designate work areas. The Government will not provide any equipment or materials, with the potential exception of the specialized lifting beam if local market conditions require the Government to source it separately.
