About this file
This document is a Contractor Capability Survey form that is part of a Sources Sought Notice (SSN) for the Defense Commissary Agency (DeCA) A-E Services Multiple Award Task Order Contract (MATOC), issued on 10 July 2026.
The SSN seeks to identify potential contractors capable of providing architecture and engineering (A-E) services with a scope ranging from $30,000 to $7 million per task order. The primary NAICS code is 541330 (Engineering Services) with a $47 million size standard. DeCA is particularly interested in small business participation, emphasizing that small business prime contractors must perform at least 50 percent of the effort per FAR 52.219-14. The survey collects comprehensive business information including company identification, SAM registration status, GSA Schedule eligibility, and socioeconomic certifications (small business, women-owned, service-disabled veteran-owned, HUB zone, 8(a), and other designations). Part II of the survey requires respondents to detail their capabilities across six engineering disciplines: refrigeration engineering, mechanical engineering and plumbing, electrical engineering, civil and structural engineering, fire protection engineering, and architecture. Additionally, contractors must address their experience with U.S. Government contracts, quality assurance certifications (specifically ISO 9001:2015), anticipated subcontracting percentages, teaming arrangements, use of foreign nationals, pricing capabilities, and any requirements that would restrict their ability to compete. The survey also requests information on whether contractors offer identical or similar services to both government and commercial customers and the terms under which they are provided.
